HomeMy WebLinkAbout01/23/1990 MINUTES CCBakersfield, California, January 23, 1990 Minutes of the Special Meeting of the Council of the City of Bakersfield, California, held in the Council Chambers of City Hall at 6:00 p.m., January 23, 1990. The meeting was called to order by Mayor Medders followed by the Pledge of Allegiance. Present: Councilmembers Edwards, DeMond, Smith (seated at 6:25), Brunni (seated at 6:05), McDermott (seated at 6:05), Peterson, Salvaggio Absent: None WORKSHOP Mr. John Stinson, Assistant to the City Manager, stated that this is the Pre-Budget Workshop for Fiscal Year 1990-91. The purpose is to provide an overview of budget issues facing the City. PARKS AND OPEN SPACE Mr. John Stinson reviewed highlights of the recently completed survey for the City-wide Park District. Mr. Paul Dow reviewed the issue of pay for parks. He proposed the City Maintenance District. funding methods to form a City-Wide After a lengthy discussion, Mr. John Stinson stated that staff will be meeting with the Park Committee to discuss further the park maintenance district and coming back to Council with recommendations. SPACE NEEDS FOR CITY DEPARTMENTS Mr. John Stinson introduced City Manager Dale Hawley to begin the Public Safety and Public Services Capital Improvements Workshop. City Manager Dale Hawley provided an overview of Space Needs for City departments and introduced Fire Chief Dennis Needham to provide some short-term and long-range capital improvement needs for the Bakersfield City Fire Department. Fire Chief Dennis Needham provided a history of the Bakersfield City Fire Department and reviewed the space needs issues. Chief Robert Patterson provided a review of the history of the Bakersfield Police Department's growth and reviewed the space needs issues. Public Works Director Ed Schulz the space needs issues of the City Hall Public Works Services. provided a review of Administration and Bakersfield, California, January 23, 1990 - Page 2 CAPITAL INPRO~EMEI~ FINANCING Mr. John Stinson introduced Finance Director Greg Klimko to speak about Capital Improvements Financing. Finance Director Greg Klimko reviewed two available methods for financing capital facilities. City Manager Dale Hawley provided a summary of the space needs issues by stating: " to maintain our level of service, we need the employees and we have to have space to put them in. These space needs are primarily public safety related--Fire, Police, Building Safety. We must plan for the future. As Chief Patterson indicated, even if we are successful in implementing the plan now, it will be several years before we can occupy or utilize the proposed capital improvements. The City is in competition with other public agencies for capital improvement funding, so it is necessary that we act decisively and proactively to meet its needs so service levels can be maintained. In the near future, at a regular Council meeting, I will be recommending that the City hire a public opinion and marketing firm to determine the level of voter support for a bond and to identify the major issues and concerns the public may have concerning the proposed bond projects." Mr. John Stinson spoke regarding adequate staffing to maintain existing levels of service. Mr. John Stinson introduced Public Works Director Ed Schulz to comment on Road Funding. Public Works Directoc Ed Schulz spoke of the difficulties faced in financing the need to construct new infrastructure and maintain the existing infrastructure for our street and highway system. Economic Development Director Jake Wager reviewed the Central District Development Agency's cash flow. Mr. Paul Dow provided a review of the background and the future of solid waste management and recycling. Personnel Director Sue Whitfield provided a review of the Health Care Issues. Assistant Planning Director Stan Grady provided a review of the impact of the Transportation Control Requirements of the California Clean Air Act on the City's Budget.
