A RESOLUTION OF THE COUNCIL OF THE CITY OF BAKERSFIELD
APPROVING THE FILING OF AN APPLICATION FOR GRANT FUNDS
FOR THE PER CAPITA GRANT PR(X21RAM UNDER THE CALIFORNIA
WILDLIFE, COASTAL, AND PARKLAND CONSERVATION ACT OF 1988
FOR THE DEVELOPMENT OF THE KERN RIVER PARKWAY AND MONITOR
PARK AND TO COMPLETE THE ACQUISITION OF THE PANORAMA HILLS
PARK SITE.
WHEREAS, the people of the State of California have enacted the California
Wildlife, Coastal, and Parkland Conservation Act of 1988, which provides funds
to the State of California and its political subdivisions for developing faci-
lities for public recreational and open space purposes; and
WHEREAS, the State Department of Parks and Recreation has been delegated
the responsibility for the administration of the program within the state,
setting up necessary procedures governing application by local agencies under
this program; and
WHEREAS, said procedures established by the State Department of Parks and
Recreation require the applicant to certify by resolution the approval of
application before submission of said application to the state; and
WHEREAS, said application contains assurances that the applicant must
comply with; and
WHEREAS, the applicant will enter into an agreement with the State of
California for development of the projects;
NOW, THEREFORE, BE IT HEREBY RESOLVED by the Council of the City of
Bakersfield as follows:
The filing of an application for the Per Capita Grant Program under the
California Wildlife, Coastal, and Parkland Conservation Act of 1988 for
state grant assistance for the development of the Kern River Parkway
and Monitor Park and to complete the acquisition of the Panorama Hills
Park site; and
The City Manager is appointed as agent of the City to conduct all nego-
tiations, execute and submit all documents including, but not limited to
applications, agreements, amendments, payment requests and so on, which may
be necessary for the completion of the aforementioned projects.
3. That City understands the assurances and certification in the application
form; and
4. That City has or will have sufficient funds to operate and maintain the
projects; and
The City Attorney is Iqereby appointed as legal council of the City for
purposes hereof.
I HEREBY CERTIFY that the foregoing Resolution was passed and
adopted by the Council of the City of Bakersfield at a regular meeting
thereof held on the 13th day of Ju~e, 1990 by the following vote:

Development of Kern River Parkway between Hi9hway 99 and Coffee Road. $87,832 of the above
funds will be used to match Federal Land and Water Conservation Funds approved in July 1989
for a picnic area along the Kern River. The remaining funds will be used for irrigation and
landscaping along the Kern River.
