HomeMy WebLinkAboutRES NO 79-00RESOLUTION NO. ~' 9" 0 0 A RESOLUTION SUPPORTING ASSEMBLY BILL 2495 (ASHBURN) CONCERNING LOCAL REGULATION OF BIOSOLID IMPORTS. WHEREAS, large metropolitan areas are exporting biosolids to less populated counties within the State of California, often over the objections of local jurisdictions; and WHEREAS,; Assembly Bill 2495 (Ashburn) allows local governments to choose whether or not to regulate biosolids imported into their jurisdictions; and WHEREAS, the City of Bakersfield has always supported local control; and WHEREAS, biosolids may have a negative impact on water quality, the quality of life, and can lead to the undesirable accumulation of heavy metals and other undesirable constituents in the soil; and WHEREAS, local jurisdictions should be able to decide for themselves whether or not it is desirable to regulate biosolids being imported into their jurisdicfion. NOW, THEREFORE, BE IT RESOLVED, by the Council of the City of Bakersfield as follows: 1. The above recitals are true and correct and incorporated herein by reference. 2. The City of Bakersfield fully supports the passage of Assembly Bill 2495 (Ashbum) in order to preserve local control, water quality, the quality of life, and avoid the negative impacts of the locally unregulated deposit of biosolid materials into local jurisdictions. ..........
