I Dear Mr. Troop:
I On behalf of World Oil Corp. (World), Geomatrix Consultants, Inc. (Geomatrix) is pleased to
· present the Second Half 1999 subsurface remediation report for the former Sunland Oil Refinery
in Bakersfield, California. Operational data for the high-capacity vapor extraction system
I (HCVES), air sparging (AS), and liquid-phase hydrocarbon (LPH) recovery activities from
June 1 through November 30, 1999 are attached to this report.
I This report includes a site location (Figure 1), a site depicting well locations

chains-of-custody
During the reporting period, all remedial operations were performed in accordance with the
I requirements permit(s). Several upgrades to the system were performed during
contained
in
the
this reporting period. Four air sparging/vapor extraction (TSG-AS/VE-52 through 55) and four
vapor extraction wells (TSG-VE-56 through TSGoVE-59) were completed between June 22 and
I 24, 1999.
i The treatment system was shutdown from July 21 through August 15, 1999 for system upgrades
and tie-in of the eight new vapor extraction Wells into the existing system. Additionally, the
System was shutdown September 26 through November 30, 1999 for construction and
i installation of above ground storage tanks to store knockout water and LPH. The remediation
system was restarted on December 1, 1999.
iDuring the reporting period, approximately 280,883 pounds of hydrocarbon vapor were removed
using the HCVES. Remediation using the HCVES accounts for a cumulative total of 825,124
pounds of hydrocarbons removed to date.

During the reporting period, LPH recovery pumps in wells MW-7 and SE-SVE-42 removed
approximately 25 (estimated) gallons of LPH. During the reporting period, flexible PVC hoses
("stingers") were installed in wells SE-VE-43C, SE-AS/VE-44D and SE-AS/VE-47C to remove
LPH and replace hand bailing as the removal method. The product stingers are attached to the
existing HCVES and the LPH is extracted via air lift created by the vacuum of the vapor
extraction blowers. The product stingers removed approximately 218 gallons of LPH for a total
of 243 gallons removed this reporting period. The total amount of LPH removed (including hand
bailing) since December 1996 is approximately 912 gallons.

Comments:
I. Skimmer system was started after repair of WTF air compressor, but was shut down one week later due to system upgrade/installation activlnes. Skimmer system
will be restarted after system upgrade/installation is completed· 2~ Flexible PVC stingers were installed to use the existing vapor extraction system to remove the LPH
from the source wells. The LPH is extracted via air lift created by the vacuum extraction blowers into the vapor extraction conveyance lines. There, the LPH is partially
volatilized and then burned by the flare, the remaining LPH in the conveyance lines accumulates in the knock-outs during vapor extraciion operation.
