(TSG) on behalf of World Oil Corp. (World) has prepared this well i installation report to document the installation of five additional wells at the above-referenced site (Figure 1). The installation of three additional remediation wells and two additional groundwater monitoring wells was performed in accordance with the Workplan for Installation of i Additional Remediation Wells (dated July 18, 2001 ) and Workplan Addendum for Installation of Groundwater Monitoring Wells (dated August 14, 2001). The workplan and workplan addendum were approved by the California Regional Water Quality Control Board-Central Valley Region (CVRWQCB) in a letter dated August 22, 2001. Pertinent agency correspondence for this I investigation is provided in Appendix A. The objectives of the groundwater monitoring well installation were to: 1) assess groundwater I conditions along the western perimeter of the North Tank Farm to confirm that the North Tank Farm is not a source of petroleum hydrocarbon impact; and 2) to better define the extent of pet~:oleum hydrocarbons in the crossgradient direction at the site. The purpose for the I remediation well installation was to supplement the existing remediation well network in order to enhance the ongoing remediation efforts. I DRILLING AND WELL INSTALLATION ACTIVITIES Well installation activities were completed between September 10 and 15, 2001. Drilling was icompleted by A&R Drilling, Inc. of Signal Hill, California (C57 ff492082). Drilling was directed by a qualified TSG geologist working under the direct supervision of a State of California Registered Geologist. The locations of the groundwater monitoring and remediation wells installed during this phase of work are depicted in Figures 2 and 3, respectively. I Health and Safety Plan I All field activities were completed with safety as a foremost concern. A site-specific health and safety plan (HASP) was prepared for the drilling and well-installation activities at the site. All on- site T, SG personnel, subcontractors, and regulatory personnel were required to familiarize I themselves with and sign the HASP in an attempt to minimize safety hazards. Underground Services Alert (USA) was then contacted at least 48-hours prior to the planned subsurface exploration and instructed to identify any potential underground utility conflicts which may be near the pre-marked locations. Prior to drilling at each location, the upper 5 feet of each borehole was excavated by hand using a hand auger and widened to the width of the auger with a post-hole digger. Well Permittinq Prior to initiating field work, well permits were obtained from Kern County Environmental Health Services Department (KCEHSD) for the installation of all the aforementioned wells. Well permits are included as Appendix B. Sample Collection and Analytical Methods Soil samples for potential chemical analyses and logging purposes were collected at approximate 5-foot depth intervals from 5 feet below ground surface (bgs) to 75 feet bgs and then every 2.5 feet to total depth. All of the soil samples were collected using a 1.5-inch diameter by 18-inch long split-spoon sampler containing three 6-inch long brass sleeves for sample retention. Soil samples for potential chemical analysis were immediately sealed with TeflonTM film and plastic end caps to minimize loss of volatile hydrocarbons. Remaining soil was visually classified in accordance with the Unified Soil Classification System. In addition, soils were monitored for volatile organic vapors by the headspace method using a hand-held photoionization detector (PID). Samples for potential analysis were placed in a cooler containing ice (preserved) for transportation to the laboratory. Chain-of-custody documentation accompanied the samples at all times. All samples were submitted to State-certified American Analytics of Chatsworth, California for analysis. Prior to drilling each boring, the augers were steam-cleaned to prevent cross contamination between sampling locations. All sampling equipment was cleaned in an aqueous solution of non-phosphate cleanser, rinsed with tap water, and rinsed a second time with deionized water to cross contamination between borings and sample intervals. Soil cuttings generated prevent during drilling activities were stockpiled on site. Auger decontamination water was placed in labeled, DOT-approved 55-gallon steel drums and stored on site pending disposal/recycling or treatment. All waste materials were handled in accordance with Federal, State, and local regulations. Selected soil samples from each borehole were analyzed for benzene, toluene, ethylbenzene, total xylenes (BTEX) and methyl tertiary-butyl ether (MTBE) following EPA Method 8020. Soil samples containing detectable concentrations of MTBE were additionally analyzed by EPA Method 8260 to confirm the presence of MTBE. Select samples from the remediation wells (TSG-VE-68 through TSG-VE-70) were also analyzed for Hydrocarbon Speciation (C6-C44) following EPA Method 8015. The monitoring well samples (TSG-MW-71 and TSG-MW-72) analyzed for BTEX and MTBE were also analyzed for total petroleum hydrocarbons in the gasoline range (TPHg) by EPA Method 8015M. Five to six soil samples from each of the three remediation well boreholes were submitted for laboratory analysis. Twenty-one soil samples The Source Group, Inc. Well Installation I Vapor Extraction Wells I Wells TSG-VE-68 through TSG-VE-70 were completed as dual-nested vapor extraction wells. Well TSG-VE-70 was located on the west side of Old Coffee Road in the Pan Pacific parking lot. Wells TSG-VE-68 and TSG-VE-69 were located within the former refinery area with TSG-VE-69 i just east of Old Coffee Road (Figure 3). At each location, both casings are dedicated for vapor extraction. The shallow vapor extraction casings are constructed of 2-inch diameter Schedule 40 PVC screened with 40 feet of 0.020-inch slot beginning from between 40 and 45 feet bgs and extending to 80 to 85 feet bgs. The deeper vapor extraction casings are also constructed of I Schedule 40 PVC with 10 feet of 0.020-inch slotted screen from approximately 2-inch diameter 90 to 100 feet bgs. As outlined within the workplan (TSG, July 18, 2001), each of newly installed dual nested remediation wells were screened within the depth discrete zones identified I as the "b" zone (approximately 40 to 80 feet bgs) and "c" zone (approximately 90 to 100 feet bgs) beneath the site. I The annuli surrounding the screened intervals, from a minimum of 1 foot below to a minimum of 2 feet above, were filled with No. 2/12 sand. TR-30 bentonite pellets and/or bentonite chips were used to seal between the upper and lower screened intervals. The upper sandpack was I sealed with approximately 3 feet of hydrated bentonite pellets and approximately 30 feet of bentonite grout and 2 to 4 feet of bentonite chips to the surface. Well TSG-VE-70 was completed within a traffic-rated well box set in concrete at the surface. Wells TSG-VE-68 and I TSG-VE-69 'were left unfinished at the surface and were connected to the existing remediation system via 3-inch vapor extraction lines. Boring/well construction logs are included in Appendix C. I Groundwater Monitoring Wells Wells TSG-MW-71 and TSG-MW-72 were completed as single casing groundwater monitoring I wells along the west edge of the North Tank Farm (Figure 2). These wells were constructed with 4-inch-diameter Schedule 40 PVC and screened with 40 feet of 0.020-inch slot from 61 to 101 feet bgs (TSG-MW-71) and 66 to 106 feet bgs (TSG-MW-72). The annuli surrounding the I screened intervals, from 2 to 3.5 feet above, were filled with No. 2/12 sand. Each sand pack was sealed with 2 to 3 feet of hydrated bentonite pellets. Well TSG-MW-71 was sealed with approximately 50 feet of 5% bentonite grout to 3 feet bgs. Well TSG-MW-72 was sealed using I approximately 58 feet of bentonite grout to 3 feet bgs. Both wells were finished at the surface with 2 feet of bentonite chips and monuments set in concrete. IGroundwater monitoring wells TSG-MW-71 and TSG-MW-72 were developed on October 5, 2001. Each well was surged with a rubber surge block and purged of no less than three well volumes of groundwater. Well development records are presented in Appendix D. I I I The Source Group, inc. I Mr. Bruce Myers California Regional Water Quality Control Board November 28, 2001 Former Sunland Oil Refinery i Page 4 Bakersfield, California SOIL ANALYTICAL RESULTS I Seventeen soil samples from the three remediation well boreholes and 44 soil samples form the groundwater monitoring well boreholes were analyzed for BTEX and MTBE by EPA Method I 8020, for a total of 61 samples. The 17 samples from the vapor extraction wells were also analyzed for hydrocarbon speciation(C6-C44),From the monitoring wells, 44 soil samples were analyzed for TPHg. MTBE was detected in 10 soil samples by EPA 8020 at concentrations I ranging from 0.028 to 16 milligrams per kilogram (mg/kg.) Those 10 samples and 3 additional samples with detectable, but not reportable, concentrations were then analyzed by EPA Method 8260B to confirm the presence of MTBE. MTBE was again detected in 11 samples at levels of i 0.0050 to 5.0 mg/kg. Benzene was detected in 12 of the 17 soil samples from the remediation wells at concentrations ranging from 0.0056 mg/kg (TSG-VE-70-60') to 150 mg/kg (TSG-VE- 68-77'). Benzene was not detected in any of the 44 samples from the groundwater monitoring I well boreholes. Hydrocarbons in the C6 to644range were detected in 13 of the 17 analyzed soil samples from the remediation wells at concentrations ranging from 53 mg/kg (TSG-VE-69-77') to 8,600 mg/kg I (TSG-VE-68-30'). TPH concentrations in the 44 monitoring well samples analyzed for TPHg by EPA Method 8015M were all below the 0.5 mg/kg detection limit. ITable 1 summarizes the TPHg, BTEX, and MTBE soil analytical results. Table 2 summarizes the hydrocarbon speciation results. Soil analytical reports and chain-of-custody documents are presented in Appendix E. I GROUNDWATER ANALYTICAL RESULTS I Groundwater samples were collected from wells TSG-MW-71 and TSG-MW-72 on October 13, 2001 as part of the semi-annual groundwater monitoring event. Each well was purged of no less than three well volumes of groundwater prior to sampling. Groundwater was collected from i each well using dedicated disposable bailers. Complete details of groundwater sampling methodology are presented within the Second Half 2001 Semi-Annual Groundwater Monitoring Report (TSG, 2001). I Groundwater samples collected from wells TSG-MW-71 and TSG-MW-72 were analyzed for Total Extractable Petroleum Hydrocarbons (TEPH) and TPHg by EPA Method 8015 Modified, and BTEX and MTBE by EPA Method 8020. Groundwater samples were additionally analyzed I by EPA Method 8260B to confirm the presence of MTBE detected by EPA Method 8020. TEPH was not detected within either groundwater monitoring well TSG-MW-71 or TSG-MW-72. I TPHg was detected within groundwater from wells TSG-MW-71 and TSG-MW-72 at concentrations of 0.063 milligrams per liter (mg/L) and 0.2 mg/L, respectively. Benzene was detected within well TSG-MW-72 at a concentration of 0.0022 mg/L. No other aromatic Ihydrocarbons were detected within groundwater collected from the newly installed monitoring wells. MTBE was detected within both wells TSG-MW-71 and TSG-MW-72 by EPA Method 8260B at concentrations of 0.19 mg/L and 0.54 mg/L, respectively. I Table 3 summarizes the groundwater analytical results for both newly installed wells. Groundwater analytical reports and chain-of-custody documents are presented in Appendix F. I Mr. Bruce Myers California Regional Water Quality Control Board November 28, 2001 Former Sunland Oil Refinery i Page 5 Bakersfield, California DISCUSSION I Soils encountered during drilling consisted primarily of poorly graded sand, silty sand, silt, and clayey silt from surface grade to the maximum explored depth of approximately 107 feet bgs. I Based on the detailed logging of the three remediation pilot boreholes, the suspected Iow permeability horizon separating zone "b" from zone "c" was encountered beneath the refinery area and eastern portion of the West Tank Farm. Within the three remediation well pilot I borings, the Iow permeability zone consists predominately of silt and silty sand, and was encountered between a depth of 74 feet bgs and 89 feet bgs. Petroleum hydrocarbon constituents were detected within vadose zone and saturated soil samples collected both above = · and beneath the Iow permeability zone. Remediation well screens within each of the three dual- nested wells were placed accordingly to access both the "b" and "c" zones. Groundwater was encountered during drilling between approximately 86 and 90 feet bgs. I Semi-Annual Groundwater Monitoring reported groundwater at depths Second Half 2001 ranging from 83 feet to 113 feet bgs across the site. Water levels encountered within the newly. installed wells conformed with the groundwater regime encountered during previous monitoring I episodes. Petroleum hydrocarbon constituents (TPHg and BTEX) were not encountered above reported I method detection limits within soil sampled from either of the two pilot borings for groundwater monitoring wells TSG-MW-71 or TSG-MW-72 (Table 1). Based on the 2.5- to 5-foot sample interval, soil from surface grade to a depth of 75 feet bgs within both pilot boreholes is not I impacted by petroleum hydrocarbons or MTBE. MTBE was detected within soil at depths of 80 feet bgs and greater within each of the two boreholes. MTBE impacted soil was first encountered at a depth approximately 10 feet above first encountered groundwater. The i presence of MTBE is attributed to solute transport of MTBE through groundwater from upgradient sources within the central refinery area and the subsequent smearing of MTBE through the lower vadose zone due to fluctuations in groundwater elevation. I referenced soil data as well as the Iow concentration of Based on the above analytical petroleum hydrocarbon constituents within groundwater collected from wells TSG-MW-71 and TSG-MW-72, the chemical data suggest that hydrocarbons in groundwater have likely not Ioriginated at the North Tank Farm. The hydrocarbons detected within groundwater within wells TSG-MW-71 and TSG-MW-72 are believed to represent the northeastern fringe of the petroleum hydrocarbon plume originating from the central refinery area. The purpose of the additional monitoring wells is to determine if the North Tank Farm is a potential source of petroleum hydrocarbons in groundwater and to help define the extent of hydrocarbons in a crossgradient and down~adient direction. Tasks associated with the installation of the proposed monitoring wells include: Install two four-inch diameter monitoring wells, screened f~om approximately 60 to 100 feet bgs.
