Mr. David Troop California Regional Water Quality Control Board Central Valley Region 3614' Ashlan Avenue Fresno, California 93726 Subject: WELL INSTALLATION AND LPH SAMPLING REPORT Former Sunland Oil Refinery 2152 Coffee Road Bakersfield, California Dear Mr. Hundley: The Source Group, Inc. (TSG) is pleased to present World Oil Corp. (World) with this well installation and liquid phase hydrocarbon (LPH) sampling report for the above-referenced site (Figure 1). The installation of eight additional remediation wells was performed in accordance with the Corrective Action Plan (CAP) (SECOR, August 30, 1996) prepared pursuant to Clean- up and Abatement Order (CAO) No. 95-702 (dated April 24, 1995) issued by the California Regional Water Quality Control Board-Central Valley Region (RWQCB). Concurrent with well installation activities, TSG gauged exiSting remediation/monitoring wells within the former central refinery, South Tank Farm, and West Tank Farm areas to assess hydrogeologic conditions and LPH extent within onsite wells. LPH was detected within eight of 23 wells within the former refinery / South Tank Farm and former West Tank Farm areas and was subsequently sampled for laboratory analysis. The objective of LPH sampling was to distinguish the characteristics of LPH underlying the site. DRILLING AND WELL INSTALLATION ACTIVITIES Well installation activities were completed between June 22 and 24, 1999. Drilling was completed by Cascade Drilling, Inc. of Norwalk, California (C-57 #717510). Drilling was directed by a qualified TSG geologist working under the direct supervision of a State of California Registered Geologist. The locations of all wells drilled during this phase of drilling are depicted in Figure 2. Health and Safety Plan All field activities were completed with safety as a foremost concern. A site-specific health and safety plan (HASP) was prepared for the drilling and well-installation activities at the site. All on- site TSG personnel, subcontractors, and regulatory personnel were required to familiarize themselves with and sign the HASP in an attempt to minimize safety hazards. In lieu of Material Safety Data Sheets for the chemicals expected at the site, the HASP identified the specific chemical compounds which are typical for refinery operations and presented the chemical properties and a task-specific health and safety risk analysis. 187 E. Underground Services Alert (USA) was then contacted at least 48-hours prior to the planned subsurface exploration and instructed to identify any potential underground utility conflicts which may be near the pre-marked locations. Prior to drilling at each location, the upper 5 feet of each borehole was excavated by hand using a hand auger and widened to the width of the auger with a post-hole digger. Well Permitting Prior to initiating field work, well permits were obtained from Kern County Environmental Health Services Department (KCEHSD) for the installation of all the aforementioned wells. Well permits are included as Appendix A. Sample Collection and Analytical Methods Soil samples for potential chemical analyses and logging purposes were collected at approximate 10-foot-depth intervals from 10 feet below ground surface (bgs) to total depth. Samples were collected at approximate 5-foot depth intervals in TSG-ASNE-52. All of the soil samples were collected using a split-spoon sampler containing stainless-steel sleeves for sample retention. Soil samples for potential chemical analysis were immediately sealed with TeflonTM film and plastic end caps to minimize loss of volatile hydrocarbons and refrigerated (preserved) in a cooler for transportation to the laboratory. Chain-of-custody documentation accompanied the samples at all times. All samples were submitted to State-certified CLI Testing and Data Management Services of Placentia, California for analysis. Remaining soil was visually classified in accordance with the Unified Soil Classification System. In addition, soils were monitored for volatile organic vapors by the headspace method using a hand-held photoionization detector (PID). Prior to drilling each boring, the augers were steam cleaned to prevent cross contamination between sampling locations. All sampling equipment was cleaned in an aqueous solution of Liqui-NoxTM cleanser or equivalent (no phosphates), rinsed with tap water, and rinsed a second time with deionized water to prevent cross contamination between borings and sample intervals. Soil cuttings generated during drilling activities were stockpiled on site. Auger decontamination water was placed in labeled, DOT-approved 55-gallon steel drums and stored on site pending disposal/recycling or treatment. All waste materials were handled in accordance with Federal, State, and local regulations. Selected soil samples from each borehole were analyzed for benzene, toluene, ethylbenzene, total xylenes (BTEX) and methyl tertiary-butyl ether (MtBE) following EPA Method 8020 and Hydrocarbon Speciation (C.a-C3o) following EPA Method 8015. Three soil samples from each borehole (20-, 40-, and 60-foot samples) were submitted for laboratory analysis. Soils encountered at the site consisted primarily of poorly graded sand, silty sand, and minor discontinuous layers of clayey silt from surface grade to the maximum explored depth of The Source Group, lnc, Mr. David Troop California Regional Water Quality Control Board August 26, 1999 Page 3 approximately 92 feet bgs. Groundwater was encountered during drilling at approximately 60 feet bgs. Well Installation Air SpargingNapor Extraction Wells TSG-ASNE-52 through TSG-ASNE-55 were completed as dual-nested ASNE wells located along the northern fence line of the former South Tank Farm (Figure 2). At each location, one casing is dedicated for vapor extraction and the other casing is dedicated for air sparging. The vapor extraction casings are constructed of 4-inch-diameter Schedule 40 PVC screened with 0.020-inch slot from 10 to 70 feet. The air sparge casings are constructed of 2- inch-diameter Schedule 40 PVC screened with 0.020-inch slot from 81 to 91 feet bgs. The annuli surrounding the screened intervals, from a minimum of 1 foot below to a minimum of 2 feet above, were filled with No. 2/12 sand. TR-30 bentonite pellets were used to seal between the upper and lower screened intervals. The upper sandpack was sealed with approximately 2 to 3 feet of hydrated bentonite chips and approximately 6 feet of concrete to the surface. Boring/well construction logs are included in Appendix B. Vapor Extraction Wells TSG-VE-56 through TSG-VE-59 were completed as single casing vapor extraction wells within the former central refinery area (Figure 2). These wells were constructed with 4-inch- diameter Schedule 40 P¥C and screened with 0.020-inch slot from 10 to 70 feet bgs. The annulus surrounding the screened intervals, from 1 foot below to 2 feet above, were filled with No. 2/12 sand. Each sand pack was sealed with approximately 2 to 3 feet of hydrated bentonite chips and approximately 6 feet of concrete to the surface. Following completion of the eight new remediation wells installed within the former central refinery and former South Tank Farm areas, the wells were tied to the existing remediation system via 3-inch vapor extraction and 1-inch air sparge conveyance lines. Soil Analytical Results A total of 24 soil samples were analyzed for BTEX, MtBE, and hydrocarbon speciation (Cs-C30). MtBE was detected in only one soil sample (TSG-ASNE-53-40') at 0.14 rog/kg. Benzene was detected in 14 of the 24 analyzed soil samples at concentrations ranging from 0.005 mg/kg (TSG-VE-56-40') to 6.1 mg/kg (TSG-VE-57-60'). Hydrocarbons in the Ca to C3o range were detected in 15 of the 24 analyzed soil samples at concentrations ranging from 5.3 mg/kg (TSG- ASNE-55-40') to 1,327.7 mg/kg (TSG-VE-57-20'). A summary of soil analytical results is presented in Table 1, attached. Soil analytical reports and chain-of-custody documents are presented in Appendix C. The Source Group, Inc. Mr. David Troop California Regional Water Quality Control Board August 26, 1999 Page 4 LIQUID PETROLEUM HYDROCARBON INVESTIGATION Based upon water level and product thickness gauging performed by TSG in May and June 1999, eight on-site wells contained measurable thickness of LPH. Recovered LPH exhibited distinct variations in color, ranging from honey colored (SE-ASNE-44) to reddish brown (SE-AS- 39) to dark brown (SE-VE-47). Variations in LPH color may indicate multiple plumes and source areas across the site. To better define the chemistry of the LPH residing on groundwater beneath the site, LPH was collected from the eight monitoring/remediation wells containing LPH using dedicated disposable bailers on May 14, 1999 and June 9 and 10, 1999. LPH samples were submitted to CLI Testing and Data Management Services and analyzed for MtBE following EPA Method 8260A and Hydrocarbon Speciation (Cs-C30) following modified EPA Method 8015. Table 2 provides a summary of the LPH analytical results. LPH analytical reports and chain-of- custody documents are presented in Appendix D MtBE was detected in two of eight wells sampled, SE-VE-47C (1,100 mg/I) and SE-ASNE-44B (4,100 mg/I). Both wells are located within the former central refinery area. MtBE was not detected above the method detection limit of 40 mg/I within any of the sampled wells located at the former West Tank Farm. Speciated LPH within on-site wells ranged from C7 to Cs (lowest reported carbon range) to C30 (highest reported carbon range). LPH collected from the four wells within the former refinery/South Tank Farm (SE-ASNE-44B, SE-VE-47C, SE-VE-48C, and SE-VE-49B) contained a majority of hydrocarbon fractions (> 100 mg/I) within the Cz to C22 range, indicative of a mixture of gasoline and diesel range hydrocarbons. However, based on the speciation results, gasoline range hydrocarbons are predominate within all of the former refinery/South Tank Farm LPH samples. LPH collected from two of the four West Tank Farm wells sampled for LPH (MW-7 and SE-AS- 39B) also contained a mixture of gasoline and diesel range hydrocarbons with gasoline as the predominate fraction. LPH collected from MW-16 contained hydrocarbon fractions ranging from Cio to C~9, indicative primarily of diesel range hydrocarbons. LPH collected from West Tank Farm well AS-VE-42C contained hydrocarbon fractions ranging from Cs to C~3, indicative primarily of gasoline range hydrocarbons. FINDINGS AND CONCLUSIONS Eight remediation wells, four vapor extraction wells and four dual nested vapor extraction/air sparge wells, were installed within the central refinery/South Tank Farm areas of the former Sunland Refinery. Well installation was performed in accordance with the Corrective Action Plan (CAP) (SECOR, August 30, 1996) prepared pursuant to Clean-up and Abatement Order (CAO) No. 95-702 (dated April 24, 1995) issued by the California Regional Water Quality Control Board-Central Valley Region (RWQCB). Soils encountered during drilling consisted primarily of poorly graded sand, silty sand, and minor discontinuous layers of clayey silt from surface grade to the maximum explored depth of approximately 92 feet bgs. The lithologies encountered during this work scope were similar to lithologies encountered during previous site assessment and well installation activities performed at the site. Groundwater was encountered during drilling at approximately 60 feet bgs. Water levels encountered within the newly installed wells conformed with the groundwater regime encountered during previous monitoring episodes. A total of 24 soil samples were analyzed for BTEX, MtBE, and hydrocarbon speciation (C8-C30). MtBE was detected in only one soil sample (TSG-ASNE-53-40') at 0.14 mg/kg. Benzene was detected in 14 of the 24 analyzed soil samples at concentrations ranging from 0.005 mg/kg (TSG-VE-56-40') to 6.1 mg/kg (TSG-VE-57-60'). Hydrocarbons in the Ca to C30 range were detected in 15 of the 24 analyzed soil samples at concentrations ranging from 5.3 mg/kg (TSG- AS/VE-55-40') to 1,327.7 mg/kg (TSG-VE-57-20'). LPH is present beneath areas of both the former refinery/South Tank Farm and West Tank Farm. With the exception of LPH collected from well MW-16 located on the western perimeter of the West Tank Farm, encountered LPH is composed predominately of lighter end gasoline- range hydrocarbons with lesser amounts of diesel-range hydrocarbons. LPH collected from MW-16 contained hydrocarbon fractions ranging from C~0 to C~9, indicative primarily of diesel range hydrocarbons. STANDARD LIMITATIONS This report has been prepared for the exclusive use of World Oil Corp. as it pertains to their site located at 2152 Coffee Road in Bakersfield, California. The findings and conclusions rendered in this report are opinions based primarily on laboratory testing of soil samples collected during this project phase. This report does not reflect subsurface variations, which may exist between sampling points. These variations cannot be anticipated nor can they be entirely accounted for even with exhaustive additional testing. · All work was performed under the supervision of a Registered Geologist as defined in the Registered Geologist Act of the California Code of Regulations.
