Dear Mr. Wass:
On behalf of World Oil Corp. (WORLD), SECOR International Incorporated :(SECOR) is pleased to present this
monthly discharge report for the Sunland Oil Retrmery (Figure l). During September 1997, no wastewater was
discharged into the holding ponds at the site (Figure 2). Cessation of effluent discharge is a result of the removal of
all discharge piping plumbed into the ponds. In addition, decommissioning of the ponds is currently underway,
pursuant to SECOR's letter to the Regional Water Quality Control Board (RWQCB), dated July 28, 1997.
WORLD is currently awaiting a written response from the RWQCB to SECOR'g request to rescind Order No. 90-86.
WORLD has also requested approval from the RWQCB to close the ponds in a letter dated April 25, 1997. Until
further notice from your office, and based upon a telephone conversation with Mr. David Troop of the RWQCB,
WORLD will continue to submit monthly discharge reports.

Cleanup and Abatement Order No. 95-702
Dear Mr. Troop:
SECOR International Incorporated (SECOR), on behalf of World Oil COrp. (WORLD), is submitting
this letter to serve as notification that WORLD will commence with sludge removal from Wastewater
Ponds I and 2 at the Sunland Oil Refinery in Bakersfield, California. As presented in SECOR's letter
to the RWQCB dated June 25, 1997, SECOR anticipates that complete sludge removal will require
approximately one month.
Sludge will be removed from Ponds 1 and 2 using a front end loader and/or Grade-allTM, placed into
DOT approved containers, and transported to a predesignated facility capable of accepting F037 RCRA
wastes. Sludge removal is scheduled to begin on July 30, 1997.
We appreciate the attention the RWQCB has given this project. If you have any questions or need any

RE: WASTEWATER POND CLOSURE AND VERTICAL DELINEATION ASSESSMENT

Dear Mr. Troop:
This letter confirms the receipt of the California Regional Water Quality Control Board - Central
Valley Region's (RWQCB) June 10, 1997 letter regarding Wastewater Pond Closure and Vertical
Delineation Assessment at the Sunland Oil Refinery in Bakersfield, California. On behalf of World Oil
Corp. (WORLD), SECOR International Incorporated (SECOR) is providing the RWQCB with a project
update and schedule for the above referenced work.
Wastewater Pond Closure
Characterization and closure of the wastewater discharge ponds will b'egin during early July 1997. The
first phase of the project will include the removal of the sludge from Ponds 1 and 2. Immediately after
the sludge is removed from the site, the drilling investigation will commence. SECOR anticipates the
sludge removal/disposal will require approximately one month, at w. hich time the drilling will begin.
Drilling, sampling, sample analysis, and reporting are expected to take approximately 6 weeks.
As directed by the RWQCB, soil borings will be drilled and sampled: through the center of each of the
four ponds. Through Pond 1, the soil boring will be drilled to the water table, approximately 100 feet
below ground surface (bgs). The soil borings proposed at Ponds 2, 3, and 4 will be drilled to 40 feet
bgs, or 10 feet beyond the deepest field detected hydrocarbon concentrations.
Following the completion of the assessment, a letter report will be prepared and submitted to the
RWQCB. The report will document the field operations (dril!ling/sampling), present geologic
interpretations and analytical results, and outline future activities (if necessary). Analytical reports,
permits, boring logs, and waste disposal/recycling records will be appended to the report.

On behalf of WORLD, SECOR will collect water samples from the on-site fire water supply well
during the week of June 30, 1997. The samples will be analyzed for BTEX, speciated hydrocarbons
(Ca to C3s), and total lead by EPA test methods 8020, 8015-Modified, and 7420, respectively.
Following the analysis, the analytical results and chain of custody documents will be submitted to the
RWQCB for review.

Ongoing Operations '
In addition to the work referenced above, Other remedial and decommissioning activities are currently
ongoing at the Sunland Refinery. These activities are briefly d~scussed below.
Currently, the two existing air sparging/soil vapor extraction systems are operating continuously at the
Sunland Refinery. . . I .

system is operating at the former South Tank Farm and Refinery portion of the facility.
As of May 6, 1997, the aboveground storage tanks (ASTs) previously located at the South Tanks Farm
were cleaned, abated of asbestos, demolished, and recycled. Asbestos abatement and demolition
operations were performed under the supervision of the San Joaquin Valley Unified Air Pollution
Control District and in compliance with fed :ral, state, and local regulations.
As part of the ongoing decommissioning activities, SECOR is prepa, ring to decommission 29 heat
exchangers/condensers located within the Refinery. Beginning in mid to late July 1997, each
exchanger/condenser will be emptied, mo~ ed to a cleaning rack, pressure washed inside and outside,
and placed in a staging area. The disposition of the exchangers/condensers will be determined

following an inspection of each umt subsequent to cleamng.

On behalf of World Oil Corp. (WORLD), SECOR International Incorporated (SECOR) is pleased to present this
monthly discharge report for the Sunland Oil Refinery (Figure 1). During July 1997, no wastewater was discharged
into the holding ponds at the site (Figure 2). Cessation of effluent discharge, is a result of the removal of all
discharge piping plumbed into the ponds. In addition, decommissioning of the ponds is currently underway,
pursuant to SECOR's letter to the Regional Water Quality Control Board (RWQCB), dated July 28, 1997.
WORLD is currently awaiting a written response from the RWQCB to SECOR's request to rescind Order No. 90-86.
WORLD has also requested approval from the RWQCB to close the ponds in a lletter dated April 25, 1997. Until
further notice from your office, and based upon a telephone conversation with Mr. David Troop of the RWQCB,
WORLD will continue to submit monthly discharge reports.

SECOR International Incorporated (SECOR), on behalf of World Oil Corp. (WORLD), is submitting
this letter to serve as notification that WORLD will commence with sludge removal from Wastewater
Ponds 1 and. 2 at the Sunland Oil Refinery in Bakersfield, California. As presented in SECOR's letter
to the RWQCB dated June 25, 1997, SECOR anticipates that complete sludge ~emoval will require
approximately one month.
Sludge will be removed from Ponds 1 and 2 using a front end loader and/or Grade-allTM, placed into
DOT approved containers, and transported to a predesignated facility capable of accepting F037 RCRA
wastes. Sludge removal is scheduled to begin on July 30, 1997.

Dear Mr. Troop:
This letter confirms the receipt of the California Regional Water Quality Control Board - Central
Valley Region's (RWQCB) June 10, 1997 letter regarding Wastewater Pond Closure and Vertical
Delineation Assessment at the Sunland Oil Refinery in Bakersfield, California. On behalf of World Oil
Corp. (WORLD), SECOR International Incorporated (SECOR) is providing the RWQCB with a project
update and schedule for the above referenced work.
Wastewater Pond Closure
Characterization and closure of the wastewater discharge ponds will begin during early July 1997. The
first phase of the project will include the removal of the sludge from Ponds 1 and 2. Immediately after
the sludge is removed from the site, the drilling investigation will commence. SECOR anticipates the
sludge removal/disposal will require approximately one month, at which time the drilling will begin.
Drilling, sampling, sample analysis, and reporting are expected to take iapproximately 6 weeks.
As directed by the RWQCB, soil borings will be drilled and sampled through the center of each of the
four ponds. Through Pond 1, the soil boring will be drilled to the water table, approximately 100 feet
below ground surface (bgs). The soil borings proposed at Ponds 2, 3, and 4 will be drilled to 40 feet
bgs, or 10 feet beyond the deepest field detected hydrocarbon concentrations.
Following the completion of the assessment, a letter report will be prepared and submitted to the
RWQCB. The report will document the field operations (drilling/sampling), present geologic
interpretations and analytical results, and outline future activities (if Inecessary). Analytical reports,
permits, boring logs, and waste disposal/recycling records will be appended to the report.
Vertical Delineation Assessment
On behalf of WORLD, SECOR will collect water samples from the on-site fire water supply well
during the week of June 30, 1997. The samples will be analyzed for BTEX, speciated hydrocarbons
(Ca to C3s), and total lead by EPA test methods 8020, 8015-Modified, and 7420, respectively.
Following the analysis, the analytical results and chain of custody documents will be submitted to the
RWQCB for review.

On behalf of World Oil Corp. (WORLD), SECOR International Incorporated (SECOR) has prepared this
cover letter to update the California Regional Water Quality Control Board - Central Valley Region
(RWQCB) about containment and cleanup of contaminants in groundwater at the Sunland Oil Refinery in
Bakersfield, California.
As noted in the attached quarterly groundwater monitoring report, operation and maintenance of a Paragon
ET-250, and air sparging system are continuing at both the South and West Tank Farm areas. A vapor
combustion unit, intended to replace the two Paragons is on order. Utility installation, new vapor
conveyance piping installation, and equipment change-out is tentatively scheduled for October 1997. The'
new vapor combustion equipment will provide additional capacity to treat hydrocarbon vapors at the site.

Dear Mr. Troop:
This letter confirms the receipt of the California Regional Water Quality Control Board - Central
Valley Region's (RWQCB) June 10, 1997 letter regarding Wastewater Pond Closure and Vertical
Delineation Assessment at the Sunland Oil Refinery in Bakersfield, California. On behalf of World Oil
Corp. 0NOR'LD), SECOR International Incorporated (SECOR) is providing the RWQCB with a project
update and schedule for the above referenced work.
Wastewater Pond Closure
Characterization and closure of the wastewater discharge ponds will begin during early July 1997. The
first phase of the project will include the removal of the sludge from Ponds I and 2. Immediately after
the sludge is removed from the site, the drilling investigation will commence. SECOR anticipates the
sludge removal/disposal will require approximately one month, at which time the drilling will begin.
Drilling, sampling, sample analysis, and reporting are expected to take approximately 6 weeks.
As directed by the RWQCB, soil borings will be drilled and sampled through the center of each of the
four ponds. Through Pond 1, the soil boring will be drilled to the water table, approximately 100 feet
below ground surface (bgs). The soil borings proposed at Ponds 2, 3, and 4 will be drilled to 40 feet
bgs, or 10 feet beyond the deepest field detected hydrocarbon concentrations.
Following the completion of the assessment, a letter report will be prepared and submitted to the
RWQCB. The report will document the field operations (drilling/sampling), present geologic
interpretations and analytical results, and outline future activities (if necessary). Analytical reports,
permits, boring logs, and waste disposal/recycling records will be appended to the report.
Vertical Delineation Assessment
On behalf of WORLD, SECOR will collect water samples from the on-site fire water supply well
during the week of June 30, 1997. The samples will be analyzed for BTEX, speciated hydrocarbons
(C4 to C35), and total lead by EPA test methods 8020, 8015-Modified, and 7420, respectively.
Following the analysis, the analytical results and chain of custody documents will be submitted to the
RWQCB for review.

Ongoing Operations
In addition to the work referenced above, other remedial and decommissioning activities are currently
ongoing at the Sunland Refinery. These activities are briefly discussed below.
Currently, the two existing air sparging/soil vapor extraction systems are operating continuously at the
Sunland Refinery. One remediation system is located at the former West Tank Farm, and a second
system is operating at the former South Tank Farm and Refinery portion of the facility.
As of May 6, 1997, the aboveground storage tanks (ASTs) previously located at the South Tanks Farm
were cleaned, abated of asbestos, demolished, and recycled. Asbestos abatement and demolition
operations were performed under the supervision of the San Joaquin Valley Unified Air Pollution
Control District and in compliance with federal, state, and local r.egulations.
As part of the ongoing decommissioning activities, SECOR is preparing to decommission 29 heat
exchangers/condensers located within the Refinery. Beginning in mid to late July 1997, each
exchanger/condenser will be emptied, moved to a cleaning rack, pressure washed inside and outside,
and placed in a staging area. The disposition of the exchangers/condensers will be determined
following an inspection of each unit subsequent to' cleaning.

monthly discharge report for the Sunland Oil Ref'mery (Figure 1). During June 1997, no wastewater was discharged
into the holding ponds at the site (Figure 2). Cessation of effluent discharge is a result of the removal of all
discharge piping plumbed into the ponds.
WORLD is currently awaiting a written response from the Regional Water Quality Control Board (RWQCB) to
SECOR's request to rescind Order No. 90-86. WORLD has also requested approval from the RWQCB to close the
ponds in a letter dated April 25, 1997. Until further notice from your office, and based upon a telephone
conversation with Mr. David Troop of the RWQCB, WORLD will continue to submit monthly discharge reports.

Dear Mr. Troop:
On behalf of World Oil Corp. (WORLD), SECOR International incorporated (SECOR) is pleased to present
the third quarter groundwater monitoring report for the Sunland Oil Refinery. In addition, SECOR has
prepared this cover letter to request California Regional Water Quality Control Board - Central Valley
Region (RWQCB) approval to begin biannual groundwater sampling at the Sunland site.
Quarterly groundwater monitoring has been conducted at the site for seven consecutive quarters beginning
in the first quarter of 1996. The. data collected during these seven sampling events is presented in the
summary tables 1 and 2 within the attached quarterly groundwater monitoring report. This request for
biannual sampling is based of the following site conditions, compiled over the previous seven quarters of
sampling:
· Groundwater sampling conducted to date indicates that the lateral extent of dissolved phase
hydrocarbons in groundwater has been adequately defined in all directions except to the northwest.
WORLD has recently completed negotiations with PG&E regarding access an agreement to conduct
investigations on the PG&E power generating facility located northwest of the subject site.
· With the exception of a rising water table, groundwater conditions at the site are relatively stable. The
groundwater gradient has been consistently directed toward the northwest. The lateral limit of
petroleum hydrocarbon impact in groundwater, as defined by unimpacted perimeter monitoring wells,
has been stable over the past seven quarters.
· The West Tank Farm and South Tank Farm, which represented potential source areas for contaminants,
have been removed.
· Currently tw~ Paragon ET-250's, and two air sparging systems are operational at the site, located at
both the South and West Tank Farm areas. In addition, a free product removal system is operational at
the former West Tank Farm.
Based on the information presented above, SECOR believes that biannual groundwater monitoring is
justified and .requests that the RWQCB modify the monitoring requirements as such. We propose that the
fourth quarter 1997 groundwater sampling be eliminated and that groundwater sampling be conducted
during the first and third quarters of 1998.

GROUNDWATER MONITORING PROCEDURES
Groundwater Gauging. Each well was located and inspected upon arrival at the site. Using a SolinstTM
Water Level Meter and/or an oil/water interface probe, each well was then gauged for depth to
groundwater, depth to floating product (if present) and total well depth. Gauging devices were
decontaminated between each well using a triple-rinse method of tap water and non-phosphate detergent,
tap water, and then deionized water. Wells were also gauged in expected order of increasing hydrocarbon
concentrations to prevent cross-contamination. The sampling sequence was based on the analytical results
obtained during the previous quarters sampling event.
Groundwater Purging. Each well was purged following gauging. At least three casing volumes of
groundwater':~was removed from each well using a PVC bailer. During purging, water parameters
including pH, temperature, conductivity, and turbidity were monitored to calculate stabilization within 10 %
of each parameter and ensure that groundwater, representative of the aquifer, was entering the well. The
bailer was decontaminated between each well using a triple-rinse method of tap water and non-phosphate
detergent, tap water, and then deionized water. Wells were also purged in expected order of increasing
hydrocarbon concentrations to prevent cross-contamination.
Groundwater Sampling. After purging, wells were allowed to recharge to at least 80% of their original
capacity prior to sampling. Groundwater samples were collected using a polyethylene disposable bailer
attached to clean string. Samples were decanted into containers provided by the laboratory appropriate to
the analysis to be performed. The containers were capped with TeflonTM septa, labeled, and placed on ice
for transport to State-certified American Analytics Laboratory, in Chatsworth, California. New sampling
equipment (string, bailer, etc.) was used on each well to eliminate the possibility of cross-contamination.
A quality control sample was collected and submitted with the groundwater samples to the laboratory. A
trip blank, provided by the laboratory, was kept in the sample cooler with the collected groundwater
samples and handled similarly.
SECOR initiated a Chain-of-Custody Record in the field immediately following sample collection to
accompany the samples to the laboratory.
Product Bailing. Product bailing was conducted on wells MW-5 and MW-8, located within the Refinery.
Wells MW-7 and MW-9, located at the former West Tank Farm, were outfilled with product recovery
pumps during the third quarter. These wells are connected to the liquid! petroleum hydrocarbon (LPH)
system installed at the former West Tank Farm. Approximately 5 gallons of free product were bailed from
MW-5 and MW-8 using a dedicated PVC bailer. The wells were bailed until no free product was observed
in the bailer. Bailed product was stored in 55-gallon steel drums.
Waste Disposition. Purge water and product generated during this monitoring event was stored on-site
in labeled and sealed 55-gallon drums. Purge water and product drums were stored on pallets in a secured
area of the South Tank Farm pending off-site recycling. Purge water was trucked to DeMenno/Kerdoon
in Compton for recycling. Bailed product is currently stored onsite awaiting proper disposal. Waste
recycling/disposal documentation will be provided to the RWQCB upon receipt.

9.0 RECOMMENDATIONS
The monitoring wells should be checked for product and sampled on a periodic basis,
such as quarterly or every other quarter.

· The lateral extent of the dissolved phase plume west of Coffee Road should be defined.
· In the interest of economy, defining the lateral extent of groundwater degradation should
be accomplished as soon as possible. As the water table continues to drop, monitoring
wells must be drilled deeper, which increases their initial cost and the subsequent
monitoring costs.
·Remedial measures to clean up the groundwater should be implemented if required by
the Water Quality Control Board.
, · The issue of remediation should begin as soon as possible in order to minimize cost
increases associated with Continued lowering of the water table.

accel~ted concept of exaggeration of floating product in monitoring wells indicates th;~t the
true thickness of floating product will be on the order of only 10 to 50 percent of the gauged
thickness found in MW-5, 7, 8, 9, and 16. During the sampling event of Decemner 1989,
measurat~le free product was not found. Free product may have been largely eliminated by .~
the auto skimmer from the area west of Coffee Road. In the south tank farm area, the
product may have adsorDed to soil particles as the water level dropped.
7.6 Conclusions
Based on the data collected during and prior to this supplementary suhsurface inVestigation,
the following conclusions may I~e drawn al~out the saturated zone underlying the Sunlancl
Refinery:
~..
· Groundwater is unconfined and found at an approximate depth of 90 feet I~elow
ground sudace.
· Degraded grounctwater contains dissolvecl i~enzene, toluene, xylene, and
TPH. *:'
· Degradation of groundwater seems to be originating from three areas of the -.
refinery: 1) the south tank farm, 2) the west tank farm, ancl 3) the area of
MW.7.
· Benzene, toluene, and xylene have been detected in groun~twater at levels
alcove the DOHS a~on limits.
· The apparent upgra~lient, I~ackground concentration level of TPH in groundwater
is 266 ppD. Xylene and chloroOenzene were also detected in the background
groundwater sample.
· The lateral distribution in a southwest direction o! dissolved hydrocarDon speCies
in grounctwater Oeneath the site is not known. The source of the dissolve¢l
species is prol~ably free-floating product.
7.9 DRAFT REPORT
7.4 Benzene, Toluene, and Xylene in Groundwater
Concentrations of benzene, toluene and xytene were found above California State
Department of Health Services action levels in the groundwater i~elow the refinery. These
areas are shown as single hatched areas on Figures 7-3, 7-4, and 7-5. The Department of
Health Services action levels for benzene, toluene a~d xylene are 0.001 ppm, 0.1 ppm, and
1.75 ppm, respectively.
Detectable limits of benzene follow the same general plume shape as the TPH plume, with
the exception of a greater southern migration in the area of MW. 12. Benzene concentrations
within MW-t2 were al3ove California State OHS maximum contaminant levels. The southern
extent of benzene contamination is constrained in the area of MW. 11, which showed benzene
levels as undetectable. East and west of MW-11 the southern limit of benzene migration from
the area of free.floating product is not well constrained.
The toluene plume (~eviates slightly from the TPH plume in mat toluene was not detected in
MW.17. The toluene concentrations are constrained by MW-11, MW-12, MW-13, MW-14 and
MW-17 in t~e areas of these wells. To the soutmvest the extent of toluene concentration has
not been determined. Concentrations of toluene al3ove California State Department of Health
Services action levels appear to I~e limited to the three areas where free product nas 13een
cletermined to exist.
The detectable limits of xylene (0.0007 ppm) within the groundwater appear to follow a similar
plume as that of the TPH concentrations. Areas of xylane concentrations al3ove California
State OHS maximum contaminant levels (1.75 ppm) appear to originate from the three areas
where free product was found on the groundwater. From the free product areas west of
Coffee Road, xylene concentrations nave migratecl south and are detectable in MW.19 above
OHS maximum contaminant levels.
7.5 Free Product Floating on Groundwater
Free 13roduct has been identified in MW-5, MW-7, MW-8, MW-9 and MW-16 (Figure 7-2).
Interim remedial measures of floating product recovery using an auto skimmer appear to
have significantly reduced the gauged thickness of proctuct in MW-7 and MW-9. In addition,
the true thickness of product on the groundwater of the caDillary fringe may not even exceed
a maximum thickness of 1 or 2 feet at the facility. It is cluite likely that the filter pac]< materials
and the borenoles allow a small amount of normmly 'immoOile' nydrocart3ons from the
air/hydrocarbon capillan/fringe to enter the monltonng wells. Even if this is not the case, the

Enclosed please find the soil vapor extraction system (SVES), air sparging (AS) and liquid-phase
hydrocarbon recovery report for the Third Quarter 1997. Included with the report is a site location map,
site maps depicting well locations and system piping layout, a graph of cumulative pounds of
hydrocarbons removed versus time, a summary of operational data for the reporting period (Tables 1
through 5), and laboratory analytical reports and chains-of-custody.
During the reporting period, all operations were performed in accordance with the requirements outlined
in the permit. During the reporting period, approximately 59,292 pounds of hydrocarbons were removed
via vapor extraction. Remediation via vapor extraction accounts for an accumulative total of 177,229
pounds of hydrocarbons.
During the reporting period, liquid-phase hydrocarbon recovery pumps were installed into monitoring
wells MW-.7, SVE-MW-9R, MW-16, and SE-VE-42. Using the pumps, approximately 25-gallons of
LPH was removed. The total amount of LPH removed (including hand bailing) since December 1996 is
approximately 243-gallons.
