Facility Description:
Two adjacent parcels (approx. 20 acres each) located on the East side of Cottonwood
Road, South of the intersection with East White Lane. The nature of the businesses on site
appear to be septic tank pumping and/or portable sanitation facility services.
Permit Status / Historical Data:
There are no records or permits on file with this office concerning the hazardous
materials or hazardous wastes at the above referenced locations.
Waste Activity:
Waste stream #1 (Septic tank waste): A total of 14 tanks and/or tanker trucks contained
what appeared to be sewage. At least two of the septic tank trucks also contained an oily
substance On the surface of the septic tank waste.
Waste stream #2 (Waste oil): Several drams of what appears to be used motor oil were

observed being stored on site. Waste oil is specifically listed in California as a "hazardous
waste."
Waste stream #3 (Spent lead-acid batteries): Several automotive type batteries were
observed being stored in a discarded manner on site. Spent lead-acid batteries are to be managed
as a hazardous waste until recycled.
Narrative of Inspection / Violations:
I arrived on scene approx. 0930 ahd generally accompanied the Industrial Waste
Inspectors in the sampling of the contents of the various septic tanks and tank tracks on site. I
completed the Unified Program Inspection Checklists for the Hazardous Materials Business Plan
and Inventory and Hazardous Waste Generator Programs (attached). I took possession of four
soil samples obtained by the Industrial Waste Inspectors, under valid chain of custody, and
transported them to BC Laboratories, Inc. for analysis of toxic metals and Coliform bacteria
count. Analysis results pending.
Specific Violations Noted:
1) Section 25503.5 California Health and Safety Code (CH&SC): Failure to file a
Hazardous Materials Business Plan and Inventory. Sulfuric acid in 55 gallon
drams and waste oil in 55 gallon drams was being stored on both properties.
2) Section 25250 et seq. CH&SC: Waste oil is regulated as a hazardous waste in
California, requiring proper labeling and container management. The waste oil
drurfls at both businesses were not properly labeled and the wastes were not being
properly managed in accordance with the regulations under Title 22 of the
California Code of Regulations (T 22 CCR). See the attached Hazardous Waste
Generator Program inspection forms for details of the code violations.
Follow-up Required:, -'
Hazardous' Materials Business Plan and Inventory forms are required to be on file with
the Office of Environmental Services for any business that handles hazardous materials and/or
hazardous wastes in the City of Bakersfield. Hazardous wastes are also required to be labeled
and managed properly prior to disposal or recycling in accordance with the CH&SC.

Observations
We were notified'on June 6, 2000 about a search warrant to be served at the subject sites. Industrial Waste
Inspectors were requested to assist by taking samples. We met with Terry Buss at the site on 6/7/00 and
were directed to obtain samples from a total of fourteen pumper truck tanks or assorted vessels set On the
ground that held either liquid, sludge or a combination of both. The tanks and vessels were spread out over
two adjacent twenty acre parcels that Jim Edwards and Kenneth Edwards oPerate. We also assisted in
sampling soil/sludge samples from four areas that had what appeared to be sludge residue from sUspected
illicit dumping of septic and/or sand trap wastewater.
Areas Sampled
Sections E and F of the south, parcel were sampled first (Refer to the "Inspection Zone" diagram Supplied by
T. Buss) followed by Sections C and A on the north parcel.
Sampling Procedures
City staff obtained grab samples in appropriate containers obtained from state certified laboratories.
Telescopic sampling poles were utilized to reaCh down into the containers to obtain the grab samples Of
liquid and sludge. The poles were rinsed with deionized water and/or wiped down with disposable paper.
towels before sampling the next vessel. All sampling staff wore clean nitrile gloves while handling sample
containers to avoid contamination. All samples from the fourteen vessels were labeled, sealed with
tamper-prOof tape immediately after capping and were then placed into an ice chest with cube ice for initial
preservation..
Inspector Ryan took field notes, photographs and filled out the chain of custody throughout the sampling..
Inspectors Kimm and West took the samples. Inspector Kimm maintained custody of the samples.in her
vehicle throughout the event.
General Comments:
Both parcels had areas of the ground that had been scraped into shallow pits upon which we observed what
appeared to be residue of sludge. We observed two vacuum hoses linked together and connected to the blue
truck tank. The hoses were placed into a pit located along the border area of the E and F Sections of the
south parcel and held a suspicious visible residue. The residue in the pit was more cohesive than the other
residue we sampled and may have contained an asphalt or petroleum substance. The south parcel also had a
natural ravine with evidence of previous discharges. These included surface erosion and sludge residue
acCumulated at the lowest level of the ravine.

The north parcel had several shallow pits on the ground in open areas surrounded by wild grasses.
Numerous green tumbleweeds dotted the pits but were nearly completely absent in areas without pits. It
appeared that the ~pits areas had adequate moisture for growing or germinating the weeds whereas,' the
surrounding area appeared very dry. Double wheel tire tracks or ruts consistent with dual rear wheels were
observed leading to these pits. A backhoe was observed on the north parcel.
Many vessels were observed to be leaking wastewater to the ground both at slow rates and at rates sufficient
to soak the ground for several square feet. The black tank located in Section C was partially buried with the
drain valve area angled downward. The surrounding ground was visibly damp.
Only five of the trucks (two on the south parcel and three on the north parcel) appeared to be capable of
being driven under their own power. Some of the functional.trucks were missing current DMV tags. The
others were in significant states of disrepair and appeared incapable of being driven.
The samples were set out onto a table briefly for photographs before being delivered on June 7, 2000 to a
certified laboratory for additional preservation steps and analysis.
Attached is a copy of the sampling activity log with all details of the sampling event.
