HAZARD COMMUNICATION AND THE BETZ MSDS
Hazard Communication
HAZARD COMMUNICATION AND THE BETZ MSDS
Hazard Communication
One of the most significant rules established by the Occupational Safety and Health Administration (OSHA)
is the Hazard Communication Standard (HCS), which is codified at 29 CFR 1910.1200. The basic goal of this
standard is to reduce chemical related illness and injury in the workplace by assuring that employers and em-
ployees know about chemical hazards in their workplace and how to protect themselves from these hazards.
Elements of Hazard Communication
The HCS establishes requirements for chemical manufacturers and distributors, and all employers who have
hazardous chemicals at their facilities. Manufacturers and distributors are required to identify and evaluate the
hazards of their chemical products. This hazard information must be transmitted to employers (customers)
who use these chemicals. The information is contained in product labels and in product material safety data
sheets (MSDS). MSDS must be sent to chemical users at the time of the first shipment. Employers at facilities
that have hazardous chemicals are required to relate this hazard information to their employees who use the
hazardous chemicals. This is accomplished through the employer's hazard communication program.
Hazard Evaluation
Chemical manufacturers and distributors must base their hazard evaluation on available scientific evidence
to determine both health hazards and physical hazards of chemicals. Some of the sources and references of
information are contained in a listing of references at the end of this pamphlet. At a minimum, all chemicals
listed by OSHA in 29 CFR 1910, Subpart Z and the American Conference of Governmental Industrial Hygien-
ists' (ACGIH) Threshold Limit Values for chemical substances must be considered hazardous. Chemicals
found to be suspect or confirmed carcinogens by the National Toxicology Program (NTP), the International
Agency for Research on Cancer (IARC), or OSHA must be identified as such. All other chemicals or mixture of
chemicals meeting the hazard criteria established by OSHA, whether specifically listed or not, must be idej3ti-
fled as hazardous.
Requirements for Employers
Employers at facilities where hazardous chemicals are handled have four obligations.
1. They must identify and list hazardous materials in their workplace.
2. They must obtain MSDS for each hazardous chemical and assure that all containers are properly
labelled.
3. They must develop and implement a written hazard communication program.
4. They must communicate hazard information to their employees through the use of labels, MSDS, and
formal training programs.
The information developed, including the list of chemicals, MSDS, and the written program, must be made
accessible to employees at all times.
Written Hazard Communication Program
The written hazard communication program must include provisions for container labelling, the availability
of MSDS, the employee training program, information on non-routine operations, and information on identify-
ing chemicals in unlabelled pipes. The list of all hazardous materials in the workplace must accompany the
written program. The written program must contain information on how the employer evaluates the chemical
hazards found in his workplace.
Material Safety Data Sheets
The key element in identifying the hazards of a chemical product for employers is the MSDS. The information
that must appear on a MSDS includes: physical and chemical properties, acute and chronic health hazards,
physical hazards, exposure limits, precautionary measures, and emergency and first-aid measures. This haz-
ard information is the basis for employee training and establishing facility-specific procedures for handling
chemicals.
Labels and Other Forms of Warning
The chemical manufacturer or distributor must properly label all containers of hazardous product shipped to
customers. It is the employer's (customer's) responsibility to assure that all containers of hazardous materials
are properly labelled, tagged, or marked within the workplace. Labels must contain the identity of the hazard-
ous material (trade name or code number) and the appropriate hazard warnings. The name and address of the
manufacturer must be on the label for hazardous materials shipped from a supplier.
Training
Employers must establish a training program for their employees who handle hazardous chemicals. The
information provided must include: the existence of the HCS and its requirements, operations where hazard-
ous chemicals are used, and the location of the written program, the hazardous chemical list, and MSDS. Spe-
cifictraining must include instructions on howto read labels and MSDS, an explanation of the health and physi-
cal hazards of chemicals, protective measures employees should take to prevent injuries and illnesses from
chemical exposure, information on storage and handling requirements, engineering controls and the selection
of personal protective equipment, and methods to detect the presence of the chemical in the workplace. In
addition, there must be training to cover non-routine work assignments, such as confined space entry, and
training on identifying materials in unlabelled pipes.
THE BETZ MSDS
The Betz MSDS has been designed to meet the requirements of the OSHA HCS and to provide the user with
additional information to meet Federal and state environmental and safety regulations and state right-to-know
requirements. Betz makes MSDS available by sending them to the attention of the "ship to" or "bill to" address.
Revised MSDS will be sent in the same manner. A Betz MSDS is provided for all products even if the product
does not contain a hazardous ingredient as defined by OSHA or state right-to-know laws. Copies can also be
obtained through your Betz sales representative.
Explanation of Sections
The HCS is a performance standard which does not specify a MSDS format. However, the Betz MSDS has
been divided into sections that provide related and concise information. This information applies to undiluted
product as supplied by Betz. All MSDS are identified by product name or, for reagents, by product name and
code number. An effective date and the date the MSDS was printed are provided.
Section 1: Hazardous Ingredients.
Ingredients are listed when they meet any of the following conditions.
· It meets the OSHA definition for health and physical hazards as defined in 29 CFR
1910.1200 (see glossary).
· They are hazardous and are present at 1% or greater, except that suspect and confirmed
carcinogens are listed when present at 0.1% or greater.
· They present a hazard at less than these threshold amounts.
· They are listed in a particular state right-to-know list.
Ingredients are listed by chemical name and CAS number, along with the physical and health
hazards, and the exposure limits where applicable. If the product contains no hazardous in-
gredients, a statement to that effect will appear. In a few cases, we have identified the chemi-
cal as "Trade Secret". This is permitted by the OSHA regulation where disclosure of the spe-
cific chemical name and CAS number of a hazardous ingredient would release trade secrets.
However, in these instances, any known hazards of the trade secret ingredient are listed. The
specific identity of ingredients will be released to medical personnel who need this informa-
tion to effectively handle an injury or accident.
Section 2: Physical and Chemical Properties.
Physical and chemical characteristics of the product, based on testing, are presented in this
section. The data are typical values and are not intended for use as specification values.
Section 3: Reactivity Data.
The known stability of the product under normal storage conditions is indicated. Storage con-
ditions affecting product stability/reactivity may be identified.
Section 4: Health Hazard Effects.
This section summarizes Betz' assessment of the potential health effects of the formulation
as supplied, prior to any dilution.
· Acute refers to an immediate effect that may occur within seconds, hours, or days of con-
tact or inhalation.
· Chronic refers to a long-term effect that may occur after months or years of overexpo-
sure.
· Primary route of exposure refers to the most common expected mode of contact (i.e.,
skin contact or inhalation) that may cause a health effect.
· Medical conditions aggravated refers to preexisting medical conditions that may
worsen upon contact with the product (if known).
· Symptoms of overexposure refers to most likely effects that may occur upon excessive
exposure to the product (if known).
· Precautionary statement indicates whether the product contains an ingredient meeting
the OSHA definition of toxic or highlytoxic and the route of exposure based on toxicologi-
cal testing.
Section 5: First Aid Instructions.
Recommendations provided for first aid are based on generally accepted practices. Specific
medical treatment is left to the discretion of the attending physician who should be provided
the MSDS. When additional information is needed under emergency situations, contact the
Betz Emergency Response Group anytime at (215) 355-3300. -
Section 6: Spill, Disposal, and Fire Instructions.
This section provides precautions and suggested methods of clean-up in the event of spill-
age, as well as recommendations for proper disposal of unusable product or spill residue. In
the event of a fire involving this product, the recommended extinguishing agent(s) is indi-
cated, regardless of whether the product itself will burn. Firefighters should always wear posi-
tive pressure self-contained breathing apparatus when fighting fires involving chemicals.
Section 7: Special Protective Equipment.
Recommendations as to personal protective equipment to be used when exposure to the
product may reasonably be expected to occur are provided. This equipment should also be
worn to clean up spills of the product. Respirators should only be used within the limitations
provided by the manufacturer and OSHA. When these limitations are exceeded, a more pro-
tective class of respirator (e.g., supplied air) must be used. The specific protective equipment
that should be worn in a specific situation depends on the building layout, ventilation, type of
operation, the expected degree of contact with the product, etc. In all cases, good industrial
hygiene practices and chemical handling procedures should be followed.
Section 8: Storage and Handling Precautions.
General and specific precautions for storing and handling the product are provided based on
potential physical hazards.
