In accordance with 40 CFR 112.5(b), a review and evaluation of this SPCC Plan is conducted at
least once every three years. As a result of this review and evaluation, KS Fabrication &
Machine will amend the SPCC Plan within six months of the review t(5 include more effective
prevention and control technology if: (1) such technology will significantly reduce the likelihood
of a spill event from the facility, and (2) if such technology has been field-proven at the time of
review. Any amendment to the SPCC Plan shall be certified by a Professional Engineer within
six months after a change in the facility design, construction, operation, or maintenance occurs
which materiallY affects the facility's potential for the discharge of oil into or upon the navigable
waters of the 'United States or adjoining shorelines.

KS-Fabrication & Machine operates Monday - Friday, 7:30 a.n~. to 4:40 p.m. The facility
receives diesel and gas from the distributor by tanker track.

5. Prevention Measures Provided '
Drainage Control Diversionary Structures and Containment
At KS Fabrication & Machine, all areas that contain oil have secondary containment,
including dikes, berms, walls, curbing and catch basins.
a. Final discharge of drainage
This section is not applicable to this facility because all tanks on the facility have
containment.
b. Bulk Storage Tanks/Secondary Containment
1. Tank compatibility with its contents:
All three tanks are convaults with secondary containment.
2. Aboveground tank periodic integrity testing:
Tanks are constantly observed by facility personnel during operating hours. Formal
inspections are conducted to examine the exterior of the tanks and the containment
areas. These inspections are documented using the report form, which can be found in
Appendix 1.
c. Site Security
1. Fencing:
The entire facility is enclosed by fencing and secured gates. Gates are locked from 7:00
p.m. to 5:00 a.m.
2. Flow valves locked:
All tank valves are closed and locked every day.
3. Lighting adequate to detect spills:
Lights illuminate the fuel island area. Lighting is adequate tO detect spills during
nighttime hours and prevent vandalism.
· d. Personnel Training and Spill Prevention Procedures
1. Personnel instructions:
· . All new hires are required to have training, which includes a,complete review of KS
Fabrication & Machine's SPCC Plan. Employees are also instructed and tested on the
job.
2. Designated person accountable for spill prevention:
Mark Horton, Assistant Manager, is the designated person accountable for spill
prevention at KS Fabrication & Machine.
3. Spill prevention briefings:
During monthly safety briefings, spill, prevention is discussed. Any near misses or
incidents are discussed in these briefings in order to prevent them from recurring.
Employee feedback and recommendations are encouraged in spill prevention and
operation. Sign-in sheets, which include the topics of discussion at each meeting, are
maintained for documentation.

Spill control equipment on site includes granular absorbent, empty drums, brooms and
shovels.

We recently received a referral from a City of Bakersfield Certified Unified Program Agency inspector
regarding an aboveground petroleum storage tank at the KS Fabrication and Machine facility. A 27 June
2000. telephone conversation with Mr. Mark Horton and a member of our 'staff confirmed the presence of
at least one 1,000-gallon aboveground diesel tank.
Major Provisions of the Aboveground Petroleum Storage Act (Health andSafety Code, §25270), a state
law effective 1 January 1990, require the owner or operator of an aboveground petroleum tank facility
with a single tank capacity greater than 660 gallons or with a cumulative storage capacity greater than
1,320 gallons to do the following:
1. File a storage statement and submit an appropriate fee on or before 1 July 1990 and on or before
1 July every two years thereafter.
2. - Prepare and implement a Spill Prevention Control. and Countermeasure .(SP_CC) plan, except
farms, nurseries, logging sites, or construction sites.
3. Establish a monitoring program for the tank(s) if the appropriate Regional Water Quality Control
Board, upon inspection, has determined that discharge from the aboveground tank facility will
affect waters of the state or sensitive ecosystems.
A storage statement form and information about the Aboveground Petroleum Storage Act are enclosed.
BY 31 July 2000, please submit documentation to our Fresno Branch Office that you have submitted
your storage statement and fee to the State Water Resources Control Board in Sacramento.
By 29 September 2000, please submit a copy of the SPCC plan that will be maintained and
implemented at your facility. The SPCC plan needs to be prepared in accordance with Part 112 of Title
40, Code of Federal Regulations.
