Section 2807, Article 3, Chapter 18, Division 3, Title 23, California code of Regulations.
The mechanism used to demonstrate financial responsibility 'as required by Section 2807
is a financial test of self-insurance by Viking Freight, Inc. for taking corrective action and compensating
third parties for bodily injury and property damage caused by accidental releases fi.om operating
underground storage tanks in the amount at least Ten Thousand dol.lars ($10,000) per occurrence and

your information is a copy of the "Certification of Financial Responsibility" Viking Freight, Inc.
maintains to demonstrate it meets the financial assurance test for owning and operating
underground storage tanks in the State of California.

CERTIFICATION OF FINANCIAL RESPONSIBILITY
Viking Freight, Inc. hereby certifies that it is in compliance with the requirements of
Section 2807, Article 3, Chapter 18, Division 3, Title 23, California Code of Regulations.
The mechani~ma used to demonstrate financial responsib'flity as required by Section 2807
is a financial test of self-insurance by Viking Freight, Inc. for taking corrective action and compensating
third parties for bodily injury and property damage caused by accidental releases fi'om operating
underground storage tanks in the mount at least Ten Thousand Dollars ($10,000) per occurrence and
Ten Thousand. Dollars ($10,000)_ annual, aggregate and the_petro.leum Undergro,~d Storage Tank.
Cleanup Fund of California in the amount of at least Nine Hundred Ninety Thousand Dollars
($990,000) per occurrence and Nine Hundred Ninety Thousand Dollars ($990,000) annual aggregate
for the petroleum underground storage tank~ at the facilities listed on Schedule A as attached hereto.
The effective period of the financial test of self-insurance is fi'om May 1, 1997 through
April 30, 1998.

Failure to renew your state registration is a violation of Section 25287,
California Health and Safety Code, and will result in your Permit to Operate the
underground tank(s) being revoked.
Owners of underground storage tanks must register those underground storage
tanks with the State of .California Water Resources Control Board and renew that
registration every five years. Our records indicate five years have passed since your last
State registration pursuant to Section 25287 of the California Health and Safety Code.
This means that for state registration renewal you must submit a state surcharge
of $56.00 for each tank. Please make your check payable to the City of Bakersfield.
You have 30 days from the date of this letter to return the state surcharge to 1715

Please forward either a copy of your existing State approved mechanism to show financial responsibility or else
complete the attached Certification of Financial Responsibility form.
An attached letter from the State Water Resources Control Board lists the approved financial responsibility mechanisms
required to pay for corrective actions resulting from leaking underground fuel tanks.
Remember, most tank owners only have to show financial responsibility for at least $10,000 of clean up liability. The
Underground Storage Tank Clean Up Fund (USTCF) may be used as the mechanism to cover the remaining accidental release
liability.
The total amounts of financial responsibility required (check boxes from section A of form) are as follows:
If you don't sell product from you tanks, and you pump less than 10,000 gallons per month,
check "$500,000 per occurrence". Else, or if you are in the business of selling from your
tanks, check "1 million dollars per occurrence".
For owners of 101 or more petroleum underground storage tanks, check the "2 million dollar
annual aggregate" box. All others need only check the "1 million dollars annual aggregate"
box.
Please be aware that failure to provide the financial responsibility document to this office within 30 days will result in
your Permit to Operate being revoked. (25285.1 (b) California Health & Safety Code).

Resources Control Board (State Board) was discontinued by AB 1413, effective
- January 1, 1988. This law repeals the underground container registration
program and therefore tank owners are no longer required to register their

and verified by inspection by Permitting Authority.
2 Ail equipment and materials in this construction must be installed in
accordance with all manufacturers' specifications.
3 Permittee'must contact Permitting Authority for on-site inspection(s) with
48-hour advance notice.
4 Backfill material for piping and tanks to be as per manufacturers'
specifications.
5 Float vent valves are required on vent/vapor lines of underground tanks
to prevent overfillings.
6 Construction inspection record card is included with permit given to
Permittee. This card must be posted at jobsite prior to initial
inspection. Permittee must contact Permitting Authority and arrange for
each group of required inspections numbered as per instruction on card.
Generally, inspections will be made of:
a. Tank and backfill
b. Piping system with secondary containment
c. Overfill protection and leak detection/monitoring
d. Any other inspection deemed necessary by Permitting Authority.

Viking Freight recently submitted to your office an
undergrdund tank monitoring plan for the new installation at
the above listed location. As part of the operations permit
process a tank registration form was sent to the Water Resources
Board in Sacramento. The form that was sent was an outdated
version, and was subsequently returned to Viking with 'the new
tank registration forms attached.
Enclosed please find the two new forms which should go with
our monitoring report as well as a copy of the letter from the
Water Resources Board explaining the change in forms usage.

Viking Freight Systems has recently completed construction
'at its new Bakersfield terminal located at the 6100-District
Boulevard. As part of the new terminal an underground diesel fuel
tank was installed with associated surface fueling facilities.
The following information is presented for the monitoring
program relating to the new underground diesel fuel tank.
1'. HISTORY.AND LOCATION
The property listed above was purchased by Viking Freight
during 1988 in an undeveloped state. The area consisted
of primarily agricultural land which was developed into a
business park. The parcel resides in the Southwest quarter of
Section 15, Township 30 South, Range 27 East and is shown on
the enclosed parcel Assessors Map under Enclosure 1. The property
is presently surrounded on three (3) sides by new construction
consisting of light industrial and commercial warehousing
facilities.
Soil reports from the previous owners show no hazardous
materials or underground tanks having been stored at the
business park site.

2. GEOLOGY AND HYDROLOGY
Previous to purchasing the property Viking Freight
contracted with Lusich Engineering of Bakersfield, California
to do a preliminary soils study for construction design. Drilling
results from three (3) shallow boreholes indicated that the
surface soils consist.of silty sands to a depth of ten (10) feet
where they grade into a bedded fine to medium grained sand.
Groundwater elevations were acquired from the Kern County Water
Agency and indicate depth to groundwater, is approximately
one hundred fifty (150) feet below grade. The Lusich Engineering
~Report is included as Enclosure 2.
3.-UNDERGROUND TANK CONSTRUCTION AND MONITORING
The underground diesel tank was purchased new from the
Modern Welding Company in September of 1989 and has a capacity
of 10,000 gallons. The unit was installed by Klaussen
Construction of Bakersfield, California and conforms to the
new Federal Underground Storage Tank Guidelines. The unit is
a double walled steel tank with outside corrosion, protection
consisting of a fiberglas and epoxy resin coating. Technical
information on the tank is included as Enclosure 3. The tank is
fitted with an OPW-1 overfill protection box and. an OPW overfill
float valve to prevent overfilling during fuel deliveries. The
tank annulus is also fitted with a Petrometer !iguid sensor to
monitor any possible leakage from the primary 'container. The
sensor alarm unit for the petrometer is located .in the main shop
office. The connecting suction delivery piping is fiberglas and
is also double contained.
The fuel delivery system consists of a single hose
Tokheim model nUmber 785 suction dispenser which is located
directly over the tank so that the connecting line between the
tank and the pump is vertical. The tank resides four (4) feet
below the concrete fueling pad which is forty (40) foot wide
by fifty (50) foot long and one (1) foot thick.

We are pleased at this time to submit the enclosed Preliminary
Soil Report.
The exploration described in the report is preliminary in nature
and is for .design criteria and grading recommendations. A
contingency should be made for changes in soil conditions
encountered during grading, which will require additional
grading.
Some of the existing soil should be excavated and replaced as
compacted fill.
New fill in the proposed building areas should be placed as per
our recommendations as described in our report, the building
footings will be supported on compacted fill soils.
Due to the fine grained nature of the soils, moistening the soils
to optimum moisture content and proper compaction may be more
difficult than normal.

PRELIMINARY SOIL REPORT

GENERAL
A soil engineering exploration has been conducted for a proposed
· shipping terminal and shop buildings to be located on Parcel 3 of
Parcel Map 7182 in BakerSfield, California. The site is 740 feet
deep and 295 feet wide and fronts on District Blvd. Ashe Road is
west about 785 feet.
Reference is made to the previous Preliminary Soil and Final Soil~
Report for Parcel Map 5656, prepared by LPH & Associates, Inc.,
dated April 22, 1980, for a description of the site prior to and
after rough grading. During previous grading operations up to 3
to 5 feet of loose native soil within the subject site was
excavated and replaced as compacted fill.
Recommendations contained therein are considered to be superceded
by this report.
Th9 scope of our work was limited to observing the surface and
adjacent areas, examining applicable aerial photographs,
reviewing the referenced report, exploring the soils to depths
consistent with the proposed grading and the size of the proposed
structure, classifying the soils in accordance with the Unified
Soil Classification System, testing laboratory samples,
calculating the allowable foundation pressure and the settlement
and providing recommendations for design and construction. The
recommendations are consistent with the'safety of the structure
for the intended use. The owner provided information used in
this report.
The recommendations in the report are based on random locations.
Soil deposits may vary in type, consistency and many other
important properties between the test 'holes. Therefore, this
report is only preliminary in nature. Its purpose is to
determine the genera~ foundation system for the proposed
structure. If conditions vary from those herein described,
additional recommendations may be needed for changes in
quantities during construction.

DESCRIPTION OF PROPOSED STRUCTURES AND GRADING
It is proposed to construct a metal building. The building is to
be 143 feet long and 350 feet wide. The floor will be about 4'
'dock high. Isolated footing loads will be on the order of 30
..kips and continuous footing loads will be on the order of 1.5
kips. ~
An attached plan shows the proposed construction.
This report is for construction at the subject site similar to
the proposed building and grading described above. Changes
should be reviewed for additional recommendations.
SURFACE CONDITIONS
The site is nearly level from previous as outlined in the above
reference report and is vacant. The soils on the surface are
silty sands and sandy silts and are loose.
The absence of shrinkage cracks indicates nonexpansive surface
soi-ls. Vegetation consists of weeds and grasses.
Streets and adjacent buildings were examined for distress due to
settlement or unstable soils. No significant distress from these
causes were observed.
A moderate.growth of weeds common to the area is present.
No surficial indications of filled ground were noted. The
previous grading Plan shows the site to be primarily in the
reworked area.
FOUNDATION CONDITIONS
The natural soils are.mostly silty sands in the upper 12 feet.
The lower soils are poorly graded sands.
Due to the fine grained nature of the soils, moistening the soils
to optimum moisture content and proper compaction during grading
should be expected to be ~ore difficult than normal.
According to the Kern County Water Agency, the depth to ground
water is about 150 feet.

FIELD TESTING
The site was explored at random locations. Three test holes were
excavated with a backhoe to· a maximum depth of 11 feet. The
approximate locations of the test holes are shown on the attached
plan.
The attached logs of the test holes represent the condition a%
those locations at the time of exploration.' Changes in soil
types and the thickness of layers can be expected between the
test holes. The stratification lines represent the approximate
boundary between soil types and the transition may be gradual.
The soils which wilI support the structure mostly classify as
fine grained silty sand.
LABORATORY TESTING
Direct shea'r and consolidation tests were conducted on
,representative samples of the foundation soils., The shear and
consolidation test ~results were consistent ,. with the field
conditions and with results on similar soils. The test results
are attached. The soils are moisture sensitive.
Two "R" Value tests were performed on near surface samples of
soil. The "R" Value ranged from 34 to 45. This corresponds to a
modulus of subgrade reaction (K-Value) of about~100 psi/in. Test
results are attached.
A soluable sulfate test was performed On a near surface sample
taken from the site in accordance with ASTM D-516. The sulfate
content was determined to be less than 0.1 percent. This is
considered to be .noncorrosive. No special precautions are
'indicated although a 5.0 sack, 0.55 water cement .ratio dense
concrete with Type II cement is recommended.'
A soluable chloride test was also performed on a near surface
sample in accordance with ASTM D-512. The chloride content was
determined to be 102 ppm. This is considered to be very
corrosive. Special precautions are indicated to be necessary.
Buried metal pipe should be protected form corrosion.
The dry density and moisture content of the undisturbed samples
were determined. The test results are shown on the logs of test
holes.

DESIGN CALCULATIONS
The allowable bearing capacity for spread footings was computed
by the simplified method of determining bearing ,capacity
presented in Soil Mechanics in Enqineerinq Practice by Terzaghi
and ~ Peck, page 222. The results of the bearing capacity
calculations incorporating a safety factor of 3 are tabulated
below for typical footings:

In our opinion, the settlement will be about 1/2 inCh.
GENERAL RECOMMENDATIONS
The natural ground is loose. Some of the loose soil should be
removed, replaced in layers, and compacted in accordance with the
"Recommendations for Constru~ction'' which follow. The footings
will be on compacted fill and should be designed in accordance
with the "Recommendations for Design".
The recommendations for construction indicate the relative
importance of certain aspects of the construction specifications.
The recommendations for constrUction are not complete grading
specifications or requirements.
The contractor should review the soil report. The report is for
the design of a certain structure and the information may not be
sufficient to determine the subsurface condition over the entire
site. Substantial variation should be anticipated.
The plans and specifications should be. checked.by the designer
for completeness and compatibility of our recommendations with
the related features of the project. If desired, this office
will assist in the review.

RECOMMENDATIONS FOR DESIGN.
place exterior ·footings at least 24 inches below the lowest
.~'adjacent finished grade. The depth of interior footings should
be at least 24 inches below the top of the concrete slab. The
minimum width of both the exterior and interior footings should
be 12 inches.
Continuous footings, 12 inches deep and 12 'inches wide, may exert
an allowable foundation pressure of 1000 pounds per square foot.
This pressure may be increased 200 pounds per square foot for
each additional foot of depth and 200 pounds per square foot for
each additional foot of width but may not exceed 3000 pounds per
square foot.
Square footings 12 inches deep and 36 inches wide may exert an
allowable foundation pressure of 1200 pounds per square foot.
This pressure may be increased 2000 pounds per square foot for
each additional foot of depth and 200 pounds per square foot for
each additional foot of width but may not exceed 3000 pounds per
square·foot.
Neglect the weight of the footing below the lowest adjacent
grade.
Reinforce continuous footings with at least one (1) No. 4 bar of
steel near the top of the foundation wall and at least one (1)
No. 4 bar of steel near the bottom of the footing.
Horizontal forces may be resisted by the footings with a sliding
coefficient of 0.25. Horizontal forces also may be resisted by a
passive pressure of 150 pounds per cubic foot, equivalent fluid
pressure.
Increase the allowable foundation pressure 33 percent for
earthquakes and other temporary forces.
Prevent water from ponding adjacent to the foundation. Grade the
ground surface to direct water away from the building and drain
planters.

PAVING CALCULATIONS
Calculations were performed for both asphalt concrete and
Portland cement concrete and were based on an "R" Value of 34 and'
a traffic index of 9. The calculations for asphalt concrete
-paving- are in accordance with the California Highway Design
Manual, Section 7-641 as modified by the County of Kern. The
calculations show the section should be 0.42 feet of asphalt
concrete on 1.15 feet of Class II aggregate base. Other traffic
loading conditions can result in other sections.
The thickness of the Portland cement concrete sections are based
on the nomograph by the Portland Cement Association (1981). The
results are as follows:

A minimum of 4 inches of compacted aggregate base should underly

RECOMMENDATIONS FOR CONSTRUCTION
Grading shall be in accordance' with the plans and specifications.
Vegetation on the surface shall be removed from the site prior to
excavation and grading.
A minimum of 2 feet of compacted fill should be placed below the
bottom of foundations. For exterior footings this will require
about 4 feet 'of existing soil be excavated and replaced as
compacted fill. For interior footings, the compacted fill placed
to provide the dock high pad may be sufficient to provide the '2
feet of .compacted fill below footings. If not additional
earthwork may be required.
On completion of the loose natural soil removal, the prepared
subgrades shall be examined by the soil engineer before any fill.

The excavation should extend at least 5 feet beyond the
foundation line.
The subgrade shall be scarified, moistened to near optimum
moisture and compacted.
The existing soil can be reused as compacted fill.
Fill shall be placed in six inch loose layers and compacted by an
approved method ~to a density of at least 90 percent of maximum
density, as determined by procedure ASTM D -1557.
The soil engineer should be notified sufficiently in advance to
permit examination of the subgrade and testing for each two feet
of elevation that the fill surface is raised. The soil engineer
should be notified of any conditions that may affect foundation
stability.
Import fill shall be silty sand, clayey sand or sand and shall
have an expansion index of 20 or less. Ail fill placed to raise
the pad elevation to dock high should have a minimum "R" Value of
50.
The upper 12 inches of the concrete floor s~ab Subgrade should be
compacted to 95 percent of the maximum density prior to
constr~ction.
The areas to receive paving shall be scarified, moistened to a
depth 'of two feet and the upper 12 inches, below existin~ or
subgrade whichever is deeper, compacted to 95 percent of maximum
density as determined by ASTM D-1§57.
Representatives of the soil engineer will observe the work in
progress, make tests of the soil, and review the excavations and
trenChes. The contractor shall supervise and direct the work.and
he shall be solely, responsible for all construction means,
methods, techniques, sequences and procedures. The contractor
will be solely and completely responsible for conditions of the
job site,.including safety of all persons and property during the
performance of the work.
Intermittent visits by the soil engineer does not include review
of the contractor's safety measures in, on, or near the
construction site.

CONCLUSIONS
It is our opinion that the site will be suitable~ subject to the
limitations imposed by this report, for the proposed grading and
construction providing the design and construction are properly

SUBJECT: NEW FEDERAL GOVERNMENT FUELING/UST REGULATIONS
AS part of'the new Federal guidelines for underground
storage tanks there is a section relating to fuel deliveries and
~h~ f~o~ibilit¥ ~o~ a fuel spill in the event that more fuel
is put into the tank than the tank can hold. Viking is the party
that will be held responsible even if it was not our fault.
Therefore, to avoid future costly mistakes and to better control
fuel inventories the following procedures are now in effect for
all diesel fuel, gasoline and fresh oil deliveries. They are as
~follows;
1.-The Facilities Department is presently issuing long shank
locks to the terminals for the purpose of locking the fuel
covers on all tank inlets. This is to prevent any fuel from
being delivered without the knowledge of the terminal. For
those terminals with A.O. Smith or other type of manifold
drop meters, fuel deliveries are to be made through these
meters ONLY~ The surface fill tubes are not to be used, only
the drop meters. This insures correct billing and true
quantities delivered.
2. For those terminals that do not have drop meters the following
procedures are to be followed;
a. The fuel delivery driver will contact an assigned
individual at the terminal to supervise the delivery.
b. This individual will first unlock the fuel caps and
"Stick" the tanks to determine how much fuel can be put
into the tank.
c. You will record the initial readings on the Inventory
Sheet along with how much water is in the tank. This is
done by putting a small amount, 3 or 4 inches, of water
sensing paste on the bottom of the stick. The paste can be
acquired by requesting, it from the Facilities Department.
d. The driver will hookup directly to the camlock fitting on
the tank fill neck pipe with the fuel hose.
e. After the tank is filled "Restick" the tank and record the
reading in inches and gallons. If you have a drop meter or
electronic tank level meter, record the reading. Make sure
that the reading that you have is within a reasonable
amount of what the driver says was put into the tank. If
his truck has a drop meter, see if the figures match.

If there is a large discrepancy, more than 50 or 100
gallons in 10,000 gallon diesel fuel delivery, note the
amount and try to resolve it With the driver and/or the
Terminal Manager if necessary.
f. After the drop has been made relock the caps and sign
for the delivery.
During the unhooking of the hoses from the delivery truck
please make sure that the.driver has a 5 gallon bucket to catch
drips or spills from his hose. Also have some adsorbent
available in the event that something is spilled so that it can
be cleaned up quickly. If there is an overfill or spill, contain
the material and report it to the Terminal Manager and Facilities
Department as quickly as possible.
These forms will be part of the Facility Audit conducted
by the MIS Department. Each month, you will also send a copy to
the Facilities Department for our records. Again, this is a
Federal law and MUST be followed.
To properly "Stick" a tank make sure that the measuring
stick 'that you have matches the size of the tank. The sticks are
labeled as to what size they are for. Some sticks have multiple
sizes for use on different tanks. As an example a four sided
stick will read a 6,000, 8,000, 10,000 and 12, 000 gallon tank on
the same stick. Match up which tank size to use. Lower the stick
slowly to avoid splashing or bouncing the stick off the bottom of
-- the tank. Remove the stick and estimate the gallons and inches of
fuel. Most sticks are divided into quarter inch markings which
will allow you to estimate the amount of fuel within 10 gallons.
By putting 3 or 4 inches of water sensing paste on'the
bottom of the stick you can also tell how much water is in the
tank. If there is more than 3 inches of water you should inform
the Facilities Department and your Terminal or Operations. If you
have excess water in the tanks it can be pulled up into the power
units and clog the injectors or f~eeze fuel lines. It can also
promote the growth of algae which can destroy the quality of the
fuel and cause the fuel system to clog up.
