Dear Mr. Brandom:
One underground diesel tank, two underground gasoline tanks, and one underground waste
oil tank were removed on April 17, 1998 at the BS&E Equipment Rental property located at
6319 District Boulevard in Bakersfield, California (see Figure 1).
The diesel and gasoline tanks had volumes of approximately 2,000 gallons and the waste oil
tank had a volume of approximately 500 gallons. They had been in place for approximately
twelve years and Were in good condition when removed. Minor soil contamination was
observed within the excavation. The dispensers were located along the southern edge of the
diesel and gasoline tanks excavation. The piping ran over the tops of the tanks. The tank
abandonment was witnessed by Mr. Steve Underwood of the Bakersfield City Fire
Department, Office of Environmental Services.
Eight soil samples were collected from beneath the tanks by Smith-Gutcher and Associates as
directed by Mr. Underwood. Two samples were collected from below each of the tanks.
The samples were collected from 2 and 6 feet beneath the bottom of the tanks at the test hole
locations shown on Figure 2.

The soil samples were collected using a hand driven core sampler after the test holes were
excavated to the appropriate depth with an excavator. The samples were collected from the
excavator bucket. The hand driven COre sampler was driven into the soil. The core sampler
contained one 2 inch diameter by 2 inch long brass liner. The sample was removed from the
sampler and the liner immediately labeled and covered With Teflon seals and polyethylene caps
and sealed in a plastic bag. The liner Was labeled with the test hole number and depth. The
sample was then place in an ice chest on blue ice for transport to the laboratory.
The soil samples were analyzed for total petroleum hydrocarbons (TPH) as diesel or gasoline
were appropriate and benzene, toluene, ethyl benzene, and total xylenes (BTX&E). They also
were analyzed for MTBE. The samples from below the waste oil tank Were analyzed for volatile
organic constituents Using EPA Method 8260. The samples were delivered to BC Laboratories
in Bakersfield, California for analyses (see Attachment A).
Test Hole No. I was located below the waste oil tank. No EPA Method 8260 constituents were
detected in the 2 or 6 foot' soil samples collected from below the tank.
Test Hole No. 2 was located below the diesel tank. MTBE was reportedly detected in the 2 foot
soil sample at a concentration of 0.047 rog/kg. No TPH, BTX&E, or MTBE constituents were
detected in the 6 foot soil sample.
Test Hole No. 3 was located below one of the gasoline tanks. TPH was reportedly detected in
the 2 foot soil sample at a concentration of 3.6 rog/kg. No BTX&E or MTBE constituents were

detected in the sample. No TPH, BTX&E, or MTBE constituents were detected in the 6 foot
soil sample.
Test Hole No. 4 was located below the second gasoline tank. No TPH, BTX&E, or MTBE
constituents were detected in the 2 or 6 foot soil samples.
Based on the results of the investigation, only very minor gasoline and diesel contaminated soil
exists below the eastern most gasoline tank and the diesel tank. It appears, based on the
analytical results, the depth to groundwater, and the use of the subject property and surrounding
properties that further characterization or remediation work at the site is not warranted.

STATE REGISTRATION REQUIREMENT
Failure to renew your state registration is a violation of Section 25287,
California Health and Safety Code, and will result in your Permit to Operate the
underground tank(s) being revoked. ,~
Owners of underground storage tanks must register those underground storage
tanks with the State of California Water Resources Control Board and renew that
registration every five years. Our records indicate five years have passed since your last
State registration pursuant to Section 25287 of the California Health and Safety Code.
This means that for state registration renewal you must submit a state surcharge
of $56.00 for each tank. Please make your check payable to the City of Bakersfield.
You have 30 days from the date of this letter to return the state surcharge to 1715

UST Emercency Response Plan
This response plan is established in the event of any
unauthorized release of fuel occurs. Immediate notification
to the Manager' Allen Romanoff or the Owner: Bob Phares will
be accomplished in the event of any unauthorized release or
recordable release of fuel from the underground storage tanks
located at B.S. & E. Co., 6319 District Blvd. Bakersfield, Ca.
t. in the event of any unauthorized release, the Manager or
Owner will first access the situation and then notlfy ,,,ALP~
(phone (805) 589-5648) who can perform any cleanup, assessment~
remediation, or hazardous waste removal if required. They are
available "on_call"_ 24. hours, per. day and located in Bakersfield.
2. Based upon CALP!'s assessment of the situation and. deem it
necessary, the Hazardous Material Division of the Bakersfield
City Fire Dept. will be called (805]~ 326-3979. Note' If
released hazardous substances reach the environment, increase the
fire or explosion hazard, are not cleaned up from the secondary
containment within 8 hours, or deteriorate the secondary
containment, then the HMD will be notified within 24 hours.
3. CALPI will furnish to B.S. & E. Co. recommendations and all
necessary equipment to be used for correcting any unauthorized
release.
FUEL UNDERGROUND STORAGE TANKS MONITORING PROCEDURE
This procedure is specifically established for the fuel tanks at
B.S. & E. Co., 6319 District Blvd., Bakersfield, Ca. The tanks
are double-wail fiberglass with a secondary containment and
sloping back to tank suction tubes. The pumps are suction type
with a single one way valve all located above ground.
1. Standard Inventory Control Monitoring (tank gauging five to
seven days per week at the tank fill tube) will be utilized using
our Fuel Audit Sheets.
2. SUction~pipi-ng-wil! be m.onitored at the same time as the
manual tank gauging for the presence of air in the pipeline.
This will be done by the following method:
A. Visual inspection (check (,~ the suction pipe check
column on the fuel audit sheet after inspection) to ~
include'
Observe the pump when used for:
1. Cost/quantity display wheels skip or jump during
operation.
Pump is on but no fuel is being pumped.
3. Suction pump seems to overspeed when first turned
on and then slows down as it begins to pump liquid.
4. A rattling sound in the suction pump and erratic
flow, indicating an air and liquid mixture.
3. if our manual stick measurement device is damaged in any way
-which--would prohibit_~se; cause unreadable markings~ or change
stick measurements~ an immediate replacement wil-!-be procured.
4. If there is any problem (above references or any.damage to
hoses or valves) the *Manager will be immediately notified. The
*Manager will isolate the exact problem and make immediate
repairs and/or notify the appropriate agencies.
5. An annual report will be submitted to the Hazardous Material
Division of the Bakersfield City Fire Dept stating whether the
inventory reconciliation da~a is within the allowable variations.
6. Any newly assigned personnel directed to conduct this
monitoring will rea,~ this procedure and will be shown how to read
the measurement from the stick and tested before being
allowed to "stick the tanks"

Waste Oil UST Audit Sheet
This procedure is established for the 500 ga!. tank located at
B.S. & E. Co., 6319 District Blvd. Bakersfield, Ca. Any unauth-
orized release of material will immediately require notification
of the Manager, Allen Romanoff or the Owner, Bob Phares. They
will upon determining the exact cause of the release will contact
CALPI at 589-5648 for remediation. CALPI's response would be
immediate since they are a local environmental protection com-
pany. Their recommedations will be considered as fully reliable
responses to be taken by B.S. & E. Co.
The waste oil tank will be manually audited by taking a stick
reading to last over a 48 hour period of time with no additions
or deletions from the tank occurring during this time. Both
readings will be noted on this Audit Sheet and totalled monthly.

~If there is a waste oil withdrawal (pick-up), the date, the
Company's name and the amount of gallons picked-up will be logged
on a separate line.
The manual audit of the waste oil tank should occur at the
same time as the fuel UST's are done.

event of an unauthorized release: Bakersfield City Fire Dept.,
Hazardous Materials Division'.
