O. Box 10376 Bakersfield, CA 93389 Dear Sir: On Monday, December 14, 1981, our on-call sanitarian received a complaint alleging that an acid mist was escaping from your facility located at Brimhall and Coffee Roads. On Wednesday, December 16, 1981, I paid a visit to your yard to ascertain if there were any material.handling problems at your facility. During this visit, I noticed that there were numerous spills of materials in your unlined yard. Such spills may be in violation of Section 25181, California Health and Safety Code. The basic intent of this law is to prevent hazardous materials from being disposed in an uncontrolled manner. The usual way we ascertain compliance with these laws in a case such as yours is through labora- tory testing of the soils. However, due to the large area covered by spills and the many compounds that could have been spilled, I feel that laboratory testing would be prohibitive. Therefore, to assess any possible soil contamination hazards, we are asking you to send material safety data sheets (USDOL Form OSHA-20) for the following proprietary compounds: 1. Surfatron DO-44, DO-49, and DN-71 2. Gyptron T-50 and WTC 30 3. Formatron ¥-12 4. Drilltron B-143 5. Cleartron ZB-81 6. Emulsotron X-241 7. Cotrun R-2211, RN-106 8. DTRON SC-14, B-1588 9. Scortron GR-47 10. T-55 11. YR-0033 12. B-469 13. Code 495 14. T-42 15. LST-6 and LST-7 16. WR-3017 and WR-8039 Don Blurton, Manager ~ Champion Chemical Company Page Two December 18, 1981 We also recommend that to prevent any violent chemical reactions in your yard, you remove the sodium hydroxide drum from the pallet.containing three drums of formic acid. Thank you for your.~0operation in ~his matter. Very-truly yours, ~i~ ..... · Leon M Hebertson, M.D.. Health Officer Vernon S. Reichard, Director Environmental Health Division Robert D.
