Dear Sir:
On Monday, December 14, 1981, our on-call sanitarian received a complaint
alleging that an acid mist was escaping from your facility located at Brimhall
and Coffee Roads. On Wednesday, December 16, 1981, I paid a visit to your yard
to ascertain if there were any material.handling problems at your facility.
During this visit, I noticed that there were numerous spills of materials in
your unlined yard. Such spills may be in violation of Section 25181, California
Health and Safety Code. The basic intent of this law is to prevent hazardous
materials from being disposed in an uncontrolled manner. The usual way we
ascertain compliance with these laws in a case such as yours is through labora-
tory testing of the soils. However, due to the large area covered by spills
and the many compounds that could have been spilled, I feel that laboratory
testing would be prohibitive. Therefore, to assess any possible soil contamination
hazards, we are asking you to send material safety data sheets (USDOL Form OSHA-20)
for the following proprietary compounds:
