This investigation provides 'further assessment of the extent of soil contamination associated with a waste oil tank in the northwest corner of the site. The soil sampling and testing program utilized in this investigation was proposed in response to the requirements of the Kern County Health Department (KCHD) (Appendix "A"). Three perimeter borings were located ten feet from the center of the former tank to assess the lateral extent of the contamination. Samples were obtained at the depths of 5, 10 and 15 feet below the ground surface. Based on field and laboratory testing, it appears that the zone of contamination is less.than 13 feet deep with a maximum radius of 10 feet, centered at the center of the former tank. This 'investigation was. performed subsequent to the removal of an underground waste oil storage tank and preliminary soil testing. This report is based on a field exploration program of three boreholes, laboratory analytical t.ests of soil samples, and in part on previous preliminary tests. It is our understanding that the property was. an old gas station site. The gas station was probably constructed in the 1940's, by ARCO. The station was purchased by the Bakersfield Californian in 1971, and was leased out and used as a service st'ation from 1971 to 1979. The station was converted into parking and loading areas around 1980. The subject tank was located at the northwest corner of the property. The tank was installed with the construction of the gas station and had not been used since the station was converted to parking. Through the years of usage, spent oil and chemical solvents may have been discharged into the tank. The tank, made of steel, was about 4 feet in diameter, 4 feet long and buried under 3 feet of soil cover. PREVIOUS WORK The subject tank was removed on January 19, 1987 by McNabb Construction Inc. of Bakersfield, California. Two soil samples were collected at the time of the tank removal. These samples BSK & Associates Page 2 Were reportedly obtained at 2 and 6 feet below the bottom of the tank. Chemical analysis of soil samples ·was performed by BC Laboratories in Bakersfield, California. · Test results, included in Appendix "A", indicated non-detectable levels of · benzene, toluene, xylene, total petroleum hydrocarbons and total organic halides in both samples. The oil and grease, however, was tested to.be 14,520 ppm for the 2 foot sample and. 92 ppm for the 6·foot sample. A small amount of discolored soil was removed SITE LOCATION AND DESCRIPTION The waste oil tank was located in the northwest corner of the parking lot at· the intersection of 17th and Eye Streets (see Site Plan, Figure.l). The closest strUcture to the site is a medical office building that abuts the west border of the site approximately 15 feet from the center of the tank. FIELD EXPLORATION The current field exploration by BSK & Associates was performed on February 19, 1987. Three borings were drilled to assess the lateral extent of'contamination from the former waste oil tank. Approximate boring locations are shown on Fi'gure 1. Samples were obtained at 5, 10 and 15 feet below the ground surface. Borings B-1 and B-2 penetrated a thin asphalt cover. Boring B-3 was relocated from the intended location to avoid a six inch concrete slab. A geologist was responsible for preparation of field boring logs, recording of field conditions, soil sample handling and preservation, and control of the field equipment cleaning process. BSK I Page 3 The'dri-lling was performed with a truck-mounted .drill rig using 8" hollow stem augers. The augers acted as continuously advancing steel casings preventing test holes from caving above the levels to be sampled~ Soil samples were obtained by lowering a 2.5 inch inside diameter sampler inside the hollow stem auger and driving it into undisturbed soils. The sampler was equipped with stainless steel liners designed to receive intact soil specimens. The sampler was cleaned with.distilled water prior to '~each sampling .action. Clean stainless steel liners were placed ~inside the sampler .Steam cleaning of the augers was also performed prior to entering the site and between test holes to prevent cross contamination. .. ..mmm~ m The samples were capped with aluminum fo·il, then with pressure fitted plastic caps, and sealed with adhesive tape. Each of the samples was labeled with an adhesive-backed, label including boring designation, depth of sample, and initials of the individual preparing the sample. The samples were placed in an insulated chest for preservation and transported to BC Laboratories in Bakersfield, California. A Chain of Sample Custody form was prepared which recorded the name of the individuals col.lecting, transferring, and analyzing the samples. A copy of the Chain of Custody form is included in Appendix "B" The'boreholes were backfilled to the ground surface with grout containing sand, gravel, and 7 sacks of Portland Cement per cubic yard. Borehole cuttings were ~tockpiled at the site for eventual disposal by the owner· BSK & Assoc ate~ Page 4 -' SOIL AND GROUNDWATER CONDITIONS The native soils· encountered at the site consist of interbedded silty sand'and sand. These soils have been classified as Younger Alluvium,. consisting of' alluvial fan, channel, and flood plain deposits of the· ancestral Kern River. A total of 3 borings, B-1 through B-3, ·were drilled in the v~cinity of the former waste oil tank site. The uppermost soil encountered in drilling was a brown silty sand. The silty sand grades to light yellowish brown, fine to coarse sand at about 12 feet below the ground surface..SOme gravel was n~ted at the maximum depth of exploration of I5 feet. ~ .·.7 Groundwater was not encountered during our field exploration. Information published by the Kern County Water Agency (KCWA) indicates that the depth to groundwater in this area is greater than 100 feet. The boring logs, presented in Figures 2 through 4, should be consulted for a more detailed description of the subsurface conditions. The logs contain both factual and interpretive information. Horizontal lines,~designating the interface between differing materials, represent approximate boundaries. The transition between soil layers is typically gradual. LABORATORY ANALYTICAL TESTING Laboratory tests were performed by BC Laboratories Inc. Soil samples were tested for the presence of·oil and'grease, and total l~ad, per the request of Mr. Bill Scheide of the Kern County Health Department (KCHD). BSK Associates' Chemical tests on soil samples were conducted in accordance with the following listed E.P.A, meth6ds. Constituent E.P.A. Method Oil and ~Grease, 413.1 Total Lead 7421 T~tal lead testing is conducted by a process of total digestion. The sample is digested in nitric acid, filtered, and injected in an inductively coupled emissions spectrometer. For oil and grease the soil sample is prepared by fre'on extraction. Freon is then evaporated 'and the extracted oil and grease is weighed. The test results are included in Appendix "B" and summarized in Table 1. All Units in mg/kg BSK ~ As_~dd[3~L~ · ' CONCLUSIONS Preliminary tests, performed by others in conjunction with tests from this investigation, suggest a zone of contamination with a vertical depth of 6 feet below the bottom of the.tank (13 feet bel'ow the ground surface) and a lateral extent of approximately 10 feet from the tank center. Table 1 summarizes the test results of major c.ontaminants and the Total Threshold Limit Ooncentration {TTLC) for lead. · Lead: TTLC performed on soil extracts indicate total lead . ~. concentrations ranging from a maximum of 3.3 mg/kg to less than i laboratory detection limits (2.5 mg/kg). These concentrations are' also lower than the soluble threshhold limit concentration (STLC) of 5 mg/kg and, assuming that the lead was entirely organic,'lower than DOHS action'levels of 13 mg/kg.. The lead concentrations found in the tests appear to be background ~ concentrations. The concentration range produced by the test i indicates ,non-hazardous" conditions. Oil and Grease: Oil and grease concentrations ranging from 42 to less than 20 mg/kg were measured in the test specimens. The action level for oil and grease in soil is typically set by the local enforcement agencies (e.g. Kern County Department of Health, KCHD) to reflect site conditions such as permeability of the soils, the depth to groundwater, and aquifer characteristics. Where there is a reasonable separation between the contaminated soil and groundwater, it is our understanding that the KcHD requires soil with oil and grease concentrations higher than 1000 mg/kg be removed and disposed of at a proper disposal site. Information published by. KCWA. indicates that the depth to groundwater below the site is greater than 100 feet. Except for the soil sample obtained at 2 feet below the tank bottom, all oil and grease concentrations were well below the 1000 mg/kg action level. BSK & Associate~ Page 8 Benzene' Toluene, Xslene: Preliminary soil testing performed by. others for benzene, toluene, xylene, total petroleum hydrocarbons and total halides indicated non-detectable levels 2 feet organic below the tank. {See BC Labo'ratory Report, Appendix "A"). RECOMMENDATIONS Tests performed, in conjunction with this investigation produced lead, and oil and grease concentrations below action levels. Tests performed in conjunction with an earlier investigation (Mc Nabb Construction) indicated.oil and grease concentrations in excess of the KCHD action level. The data suggest that contamination in concentrati'ons greater than action levels is concentrated'in the immediate'area of the tank and does not extend beyond a radius of 10 feet nor a depth of 6 feet below, tank bottom (13 feet below surface). Given the non-volatile nature of the contaminants, aeration of soils is not a likely option for clean-up. Dis o~.f contamiJl~~to a suitable landfill appears to be the more expedient solution,. Moreover, limited work space and site location would likely make on-site clean-up difficult. The actual configuration of the' extent of contaminated soils should be established during excavation. The contaminated soils should be removed to' the levels set by the KCHD. The actual volume of contaminated soil may be different than the volume implied by the radius and depth of contamination previously described. Partial removal of the concrete slab may be necessary to reach contaminated Sqils. periodic laborato'ry te~ting of soils should be performed during excavation and clean-up to allow complete removaT of contaminated soils. BSK & Assooates Page 9 LIMITATIONS The findings and conclusions presented in this report are based on the data obtained from the test borings and sampling performed at the locations shown on the Site Plan {Figure 1), and the soil sample analytical test results. The report does not reflect Variations which may exist between borings and sampling points. · These variations cannot be anticipated nor can they be entire~y accounted for in spite of exhaustive additional testing. ~'This report has been prepared in accordance with generally accepted engineering practices for the area, based on the of local and state jurisdictions. This department has reviewed the lab analysis for the five underground storage tanks removed at the downtown facility on I707 Eye Street, Permit #A340- .6; The samples indicate no significant contamination present underneath tanks ~-~ through #4. Those four tank abandonments are complete. "However the waste oil tank (tank #5) .on the north end of the proper~y has contamination and -squires a site characterization. Per our telephone conversation of January 21, 1987, this departmen~ requests further exploration 'to find the full lateral and vertical extent of :he contamination. This can be accomplished by exploratory borings outside the ~erimeter of the tank hole. A proposal must be submitted to the Kern County Health Department and approved prior to exploration. The work must be planned .nd directed by an approved environmental assessment contractor. You have 30 ays to submit the proposal to this office for approval. To help you with developing this proposal, I have included a copy of the its characterization proposal outline. Use it as a guide in preparing your ~roposal. In this case, there is some evidence to suggest the plume of'contamination s shallow. You still must find the lateral extent as well as prove that the full depth is less than 10 - 12 feet as indicated by the soil analysis. Once you have found the full extent of contamination, be prepared to propose a method of disposal or treatment for the contaminated Soil. We can discuss those options at a later date. Corner of l?th and Eye Street Bakersfield, CA SUBJECT: Soil Contamination/Oil and Srease REFERENCE: BSK & Associates assessment of soil contamination 'report dated March 6, Dear Mr. Scheide: Per the meeting you had with Henry C°il and Bill Bieber of Tilden- Coil Constructors Inc., our construction managers, on March 1987 we request you review the BSK & Associates report and a decision of "No Action" be taken as to the finding of the referenced report, for the following reasons; a) The three fuel tanks were removed by McNabb Construction, for the owner, of their own free will to Clean-up an existing condition. b) The owner has new fuel tanks per present day codes at the · new production facility. c) Now that the three fuel tanks have been removed the owner will construct a new parking lot with landscaping on the corner per City codes. This not only provides off street parking but enhances this downtown street corner. d) Per page 6 of the BSK report as the tanks were being ~emoved soil samples were taken and tested. The oil tank (the two other tanks were gasoline) soil tested 14,520 ppm at 2' below center of the tank, and 92 ppm at 6'. ?~-TH~~~ soil was removed and disposed cf per e) What the report doesn't tell you or make clear is that the badly contaminated--~bll.having-beeh'"-~e~0v~d~ the excavation was back-filled and compacted to grade. The area was then re-tested per the three borings as noted in the report and the findings were as noted on page 6. The~test results were all under 50 ppm except for the one at 64 ppm, and your guideline is lO00 ppm. From this the level of Contamination is insignificant. P.O. Therefore there is little or no problem with ground water contamination. Soil and Groundwater Conditions Based on the drilling we have performed for other pro'jeers in the vicinity of the site, the soils at the tank site likely consist of silty sand and sand. These soils are classified as recent alluvial and fan deposits derived from the Kern Canyon to the east. Information published by Kern County Water Agency indicates that the groundwater elevation in this area is at a depth greater than 100 feet. Proposed Work We propose a field expldration program of 3 borings to be drilled in the tank excavation vicinity. Approximate test hole locations are shown in Figure I. The borings, located about 10 feet from the cente= of the former tank, .would provide an indication of the lateral extent of contamination. Each of the samples would be labeled with an adhesive-backed label including boring designation, depth of sample, and initials of the individual preparing the sample. The samples would be stored in ice chests and delivered to BC Laboratories for testing. It is understood that cuttings resulting from borings would be stockpiled at the site and eventually disposed of by the owner. Bakersfield, California 93302 Attn: San Hefner Purchasing Agent Dear Ms. Hefner: This department has reviewed the lab analysis for the five underground storage tanks removed at the downtown facility on 1707 Eye Street, Permit #A340- 16. The samples indicate no significant contamination present underneath tanks #1 through #4. Those four tank abandonments are complete. However the waste oil tank (tank #5) on the north end of the property has contamination and requires a site characterization. Per our telephone conversation of January 21, 1987, this department requests further exploration to find the full lateral and vertical extent of the contamination. This can be accomplished by exploratory borings outside the perimeter of the tank hole. A proposal must be submitted to the Kern County Health Department and approved prior to explOration. The work must be planned and directed by an approved environmental assessment contractor. You have 30 days to submit the proposal to this office for approval. To help you with developing this proposal, I have included a copy of the site characterization proposal outline. Use it as a guide in preparing your proposal. In this case, there is some evidence to suggest the plume of contamination is shallow. You still must find the lateral extent as well as prove that the full depth is less than 10 - 12 feet as indicated by the soil analysis. Once you have found the full extent of contamination, be prepared to propose a 'method of disposal or treatment for the contaminated soil. We can discuss those options at a later date. Tank #4 does not have lines that connect it to either other tanks or to any fuel pumps. We therefore cannot implement fuel monitoring on this tank.
