SPECIAL MEETING 1. ROLL CALL Present: Agency Members Miller, Anthony, Arriola, Davenport, Mishoe, Prince, Raphael Absent: None 2. PUBLIC STATEMENTS Madeen Ray, President of the Assistance League of Bakersfield, spoke regarding the Southeast Redevelopment proposals and submitted written material. Cheryl Gagosian asked if her property located at 1231 "N' Street would be affected by any of the proposals. City Manager, Alan Tandy stated that her property is not located within any of the four proposals before the agency. Renee Nelson requested to speak after the presentations. Written material was submitted by K. C. Athletic Assoc. regarding City Center Project proposal for a multi-use sports facility. Motion by Raphae~ seconded by Davenpo~ to con,hue Public S~men~ at ~e end of the Present,ohs. ACTION TAKEN APPROVED REPORTS Oral report on the Process for Evaluating Development Proposals. Alan Christensen, Assistant City Manager & Interim Economic Development Director gave a Computer Presentation. 254 Bakersfield, California, June 21, 2000 - Page 2 o REPORTS continued b. Presentations by: 1. Olympic Ventures International David Millazzo gave a Computer Presentation. 2. Grapevine Development Company Max Busara gave a presentation and displayed a chart. 3. Ehrenkrantz Eckstut & Kuhn Architects Dave Cross gave a computer presentation, displayed charts and submitted written material. Mr. Cross introduced the Construction Design Team: Terry Zinger, Vice President of Sports & Entertainment Construction, Bernards Bros. Construction Company; Sam Grillias, Principal with Grillias Pirc Rosier Alves; and Jeff Cohen, Economics Research Associates; who each spoke briefly. Closing comments made by Mr. Cross. 4. Ray Olmscheid Development Paul Crawford gave a computer presentation and displayed charts. Mr. Crawford introduced Robert Lyons, Director of Operations of Rosetti & Associates; Shelly Gardener, COO of Community Sports & Events; who each spoke briefly. PUBLIC STATEMENTS continued Renee Nelson spoke regarding redevelopment funds and their use. Ruth Gelman requested a needs assessment and an economic feasibility study be done regarding the projects. Art Powell spoke in support of the ad-hoc committee and their recommendation. Marvin Dean commended the development companies and their presentations and would like to see local participation and fair market value to the property owners affected. ACTION TAKEN 255 Bakersfield, California, June 21, 2000 - Page 3 PUBLIC STATEMENTS continued Stephanie Campbell spoke regarding revenue that could be put back into the redevelopment fund from ticket sales and parking fees through these types of projects; if businesses currently within the development project site to possibly be given incentives or assistance to move to other sites and continue to earn income. Curtis Nell spoke in support of a multi-level facility. kb Mary Helen Barro spoke regarding the need for community participation in these types of projects, and the Brown Act. Unidentified speaker commented on the need for a gym or ballpark to keep youth busy and away from gangs. Edith Bradford spoke regarding her property on "N" Street and the parking problems associated with events at Centennial Garden and the Convention Center. Albert Heinz, property owner in the redevelopment area, spoke regarding the need for more redevelopment in the area south of California Avenue. Mishoe requested staff get back to Ms. Campbell regarding her questions. (2.£) ACTION TAKEN REPORTS continued Report No. RA1-00 of the Ad-Hoc Committee regarding Responses to Requests for Statements of Interests. Agency Member Mishoe read the report. Motion by Mishoe, seconded by Arriola to accept the report and place on file. Motion by Raphael, seconded by Prince to authorize Execution of Exclusi~le Right to Negotiate with Olmscheid Development.
