The ROC will immediately notifY the .local emergency dispatch, State Office of Emergency Service, and/or the National Response Center. Notifications must include: · name and telephone number of caller · name and address of facility · time and type of incident · name and type of involved material(s), to the extent known · the extent of injuries, if any, and · possible hazards to human health and the environment, outside the facility The Emergency Coordinator will immediately implement appropriate provisions of this Plan in order to minimize hazards to human health or the environment from fires, explosions or unplanned sudden or non-sudden release of hazardous materials. The Emergency Coordinator will also take all reasonable measures to ensure that fires, explosions, and releases do not occur, reoccur or spread to other areas. As necessary, processes will be halted and affected areas will be isolated. In addition, the Emergency Coordinator will also be responsible for monitoring other facility areas to ensure that problems do not occur when these areas are unattended or non-operational. Evacuation Plan While supervisors are responsible for removing personnel from the immediate hazard area, only the Emergency Coordinator can implement facility evacuation. This will be done whenever the Emergency Coordinator judges that such'an evacuation is necessary to protect human health. The evacuation will follow the 'procedures described below as closely as possible; however, the Emergency Coordinator may deviate from these procedures to provide a more effective plan for evacuating the area. · The Emergency Coordinator will notify the public address dispatcher or announce an area or facility evacuation · Personnel are to stop all machinery and secure operations as appropriate and as time permits · All personnel in the hazard area are to walk, not run to the nearest facility exit. Exit routes are posted in each shop · Personnel are to report to pre-designated rally poinls. Personnel should not proceed to rally points located within 500 feet of lhe evacuated · Foremen are to account for all department members · Entry of unnecessary visitors, contractors, and employe6s will be prohibited during the evacuation period · Safety equipped personnel will be assigned by the Emergency Coordinator to control access of hazard area · When the facility incident has been resolved, the Emergency Coordinator will notify the public address dispatcher and request that an announcement be made · Non emergency personnel will not be allowed to re-enter the facility until the All Clear message has been announced To insure that all evacuations are conducted efficiently and safely, the follOWing pre-planning is necessary: · Emergency exits for specific facility areas should be posted in each shop · Shop for foremen should know where all electrical equipment power controls are located for possible shut down in an emergency · Shop foremen should pre-plan systems for accounting of personnel during an emergency evacuation drills should be conducted annually · Assign pre-designated rally points Material Recovery/Decontamination The first step in the decontamination procedure is to collect all hazardous or potentially hazardous material. Safety-equipped personnel will collect liquids using portable pumps or absorbents. Solids will be collected using shovels, brooms, and similar items. All collected materials will be transferred to approved containers. All containers will be identified and labelled as they are filled. Contaminated facility sudaces, e.g., floors and walls, will be cleaned before area use is resumed. To clean the surface, safety-equipped personnel will remove all contaminated materials and residues and triple clean the area using appropriate cleaning agents. If a cleaning solution is ineffective in removing visual signs of contamination, an alternative solution will be tried. Additional cleaning procedures such as sanding or sandblasting may be required in extreme cases where visual signs of contamination cannot be removed using standard cleaning solutions. Diking will be provided around areas to be cleaned, as appropriate. All cleaning and rinsing solutions and all diking materials will be collected and properly disposed of. The Emergency Coordinator must inspect the cleaned area prior to resuming operations. If a very toxic or large quantity of material was involved, the Health & Safety (H&S) Department must also inspect the area. The H&S Department will collect area samples (e.g. wipe samples) if, in their estimation, the area may not be adequately cleaned. Contaminated equipment will be inspected by the Emergency Coordinator, who will determine if the item should be decontaminated or disposed. This determination will be made for both facility operational equipment and emergency equipment. Equipment to be decontaminated will be triple cleaned using an appropriate solution. All equipment cleaning will be conducted in a bermed or other appropriate area. The Emergency Coordinator must inspect all cleaned equipment before it is returned to use. SECTION 3 EMPLOYEE TRAINING All Employees All new employees are trained in safety and emergency response procedures within six months of hiring with refresher training provided annually. The training program includes the following: · Procedures for on- and off-site notification of emergencies · Location and content of facility emergency response plan · Evacuation and re-entry procedures including individual responsibilities during an emergency, and meeting point after evacuation Hazardous Material Handlers Hazardous material handlers are trained annually in 3 to 4 hour sessions in the following areas: · Safe methods for storage, disposal and handling of hazardous materials including proper labelling of containers and manifesting of hazardous waste. · Proper fitting and use of personal protective equipment for use during normal handling and emergency response. · Proper use and locations of fire and spill control equipment · Knowledge of specific hazards of each chemical to which employees may be exposed. · Review of contents and location of Material Safety Data Sheets. Emergency Responte Personnel Emergency response personnel receive training in the following areas in addition to the above training. This training is provided quarterly in eight hour sessions. · Rescue and containment procedures · Procedures for shutdown of operations · Use and maintenance of emergency equipment · Coordination/notification of response agencies, dispatch center and clean-up contractors. The Atchison Topeka & Santa Fe's (ATSF) program for hazardous materials management includes: · Periodic reviews of facility operations to determine potential for hazardous materials incidents. · A determination of the possible means by which hazardous materials could be released and the steps that should be taken to eliminate those means. · The provision of adequate equipment, supplies, structures, or other physical means (i.e. protective clothing, respirators, forklifts, emergency first aid supplies) for personnel who handle hazardous materials. Fa-e extinguishers and absorbents are also present on-site. · A training program for personnel who handle hazardous materials. The program covers: hazardous material identification proper storage labeling requirements safety equipment and protective clothing use transportation requirements emergency response and prevention Preventative Proceduret Preventative procedures implemented by ATSF to mitigate potential releases of hazardous materials include: inspection programs secondary containment systems precautionary operational procedures training Inspection programs include periodic checks on equipment conditions in order to prevent a release resulting from a malfunction. Inspections are also conducted periodically in storage areas where containers of hazardous materials or hazardous waste are kept. This ensures the containers are not deteriorating or leaking. Secondary containment systems are built around aboveground storage tanks to prevent the widespread release of a hazardous material. A program that will include monitoring for releases from tanks and/or secondary containment is currently being implemented for all underground storage tanks containing hazardous materials. Precautionary operational procedures include equipment checks and test periods, caution or warning notices about equipment or procedures, and periodic fire and evacuation drills. Training program procedures to teach employees the safe and proper management of hazardous materials and the required actions in case of an emergency are discUSSed in Section 3. SECTION 2 EMERGENCY RESPONSE Basic Implementation If an employee discovers an existing or potential emergency situation, the employee will immediately notify the supervisor'or the Emergency Coordinator. If the event is a spreading fire, the employee may call the fire department directly. If the situation is a minor event, the supervisor will immediately implement and coordinate appropriate response procedures. If the situation is a major event, the supervisor will initiate appropriate area responses and immediately contact the Regional Operations Center. The Emergency Action Plan Flowchart (page 4) shows the notification and response procedures. The Regional Operations Center (ROC) is designated as that Region's emergency coordination center. Each ROC coordinates and maintains a ROC Preparedness Plan that includes phone numbers for local emergency services, key railroad personnel, and local and state agencies requiring notification. The supervisor will provide the Emergency Coordinator with the information necessary for the Emergency Coordinator to generally evaluate the situation. The Emergency Coordinator has technical assistance capability, full facility access, site familiarity, and the authority to make decisions and commit company resources for incident mitigation. Definition of an Emergency Responses to facility spills, fires, or explosions have been divided into two categories: minor events and major events, depending upon the extent to which the event threatens human health or the environment. Minor events require immediate responses to the situation but do not require formal implementation of emergency procedures. Major events do require full implemenLa~on of the Plan. If the responder is notified by anyone else, or is the first to detect a situation, immediate notification must be made to the Emergency Coordinator and ROC. At the scene, responders will serve as advisors and a resource to the Emergency Coordinator. As is the case in any accident or incident, safety is the first consideration. After review of the potential or existing hazards of the situation, the Emergency Coordinator will confirm whether or not the implementation of full emergency procedures is required. If Plan implementation is not necessary, the Emergency Coordinator will request that appropriate personnel continue area response effort. Dear Mr. Huey: In compliance with your request for additional information concerning Santa Fe's Bakersfield facility, we are sending you the following: ° A signed Certification Form ° Revisions to YOUr. computer printout of the Business Plan information. (These revisions are typed onto the main body of the printout and are written by hand onto the hazardous material inventory). ° A revised site map and chemical inventory to be substituted for the ones in the original Business Plan. ° Hazardous Material Inventory Forms filled out with the appropriate i nformati on. In several cases, we modified the information contained in your computerized inventory as we filled out the new forms. Where we did so, we used a trans- action code of "A". When a chemical name was in question, we used that which appeared on the MSDS. A1 so, we left blank most of the boxes for hazard classification based on advice from your assistant; she informed us that classifications are automatically assigned by the City's computer program. In one case, we indicated a deletion of railroad flares from the inventory with transaction code "D". Where the information is the same as that originally submitted but is just appearing in the new form, however, we used transaction code "U". Finally, as you will notice, the Bakersfield facility does not use any acutely hazardous materials, nor are any of its hazardous materials trade secrets.
