Pursuant to our conversation of November 6, 1989, Coast Gas Inc. wishes
to secure Bakersfield Fire Department approval to lease railroad track space
from the Atchison, Topeka, and Santa Fe Railway Company at 1501 "F" Street,
Bakersfield, CA, 93301. The purpose of such a procedure is to provide pri-
vate track space for surge holding of tank cars in order to forego rail car
demurrage charges. Our business plan for this project is as follows:
Coast Gas proposes to lease 600 linear feet of track space from the
Railway Company at 1501 "F" Street in Bakersfield. The subject track is
numbered 444 at the far west end of the railroad yard. This track space
will be able to accomodate ten rail cars.
As a normal course of business Coast Gas receives tank car shipments
of liquified petroleum gases (LPG), primarily propane for distribution to
Coast Customers. Coast Gas forecasts to receive approximately 250 tank
cars of propane during the period of November 1, 1989 through March 30,
)990. Each tank car will hold approximately 30,000 U.S. gallons. Coast
plans to ship and receive cars as ratable as possible throughout the term.
However, with the nature of .transportation business, cars do get stacked
up in transit into batch deliveries.and receipts. Albiet we would have
space to inventory ten cars, my best estimate is that, periodically 'as

lease track space. We have the capability to unload eight to ten cars
every 24-hour period at our terminal. Therefore holding time on the lease

the Bakersfield City Fire Department to obtain lease track space for our
business plan.

time is ten cars at 30,000 gallons, (that would be 300,000
gallons). Complete the highlighted sections of the Business Plan
(Hazardous Materials Management Plan) sections 1, 2, 5, 6A thru D
and Section 7A and B.
For the site and facility diagram Dortion of the plan a layout mad
of the section of track that this track lease may occupy. We do
understand that a specific location may vary but show the entire
section of track that the lease may occupy at any one time. Locate
all pertinent landmarks, schools or hospitals that may be adjacent
to this section of track and any cross streets by name.
