Operations at the "Former Automobile Club of Southern California"
located at 2301 "F" Street in Bakersfield, California.
Dear Mr. Fuette:
This report documents the Operation and Maintenance (O&M) activities at this site
performed to date by AquaGeosciences, Inc. (AGI)o AGI submits this report as per your
request and in compliance with applicable site permits.
AGI monitors the Vapor Extraction System (VES) and associated equipment in
accordance with San Joaquin Valley Unified Air Pollution Control District
(SJVUAPCD) conditions. Furthermore, AGI performs additional monitoring actions to
ensure understanding of the progress of this site's soil remediation. These activities
include: Monthly measurements of influent and effluent vapor streams for VOC's, with
a PID or an FID instrument; and weekly routine maintenance, gauge and instrument
readings, and equipment checks. These.pedodiq and on-going activities allow AGI to
monitor the sYstem completely and efficiently.
The following summary identifies the tasks performed by AGI in order to implement the
Remedial Action Plan specifications and those conditions mandated by site-specific
permits issued by the responsible regulatory agencies:
· In late March 1995, AquaGeosciences,lnc. was contracted by the Automobile
Club of Southern California to construct, operate and maintain a Vapor
Extraction System at the subject site.
· By mid May 1995, AGI completed the construction of the VES system and
implemented normal start-up procedures to insure proper and long term system
performance.

· On June 5, 1995, AGI, bY request from and in the presence of Ms. Kris Estill of
the San Joaquin Valley Unified Air Pollution Control District (SJVUAPCD),
collected two Tedlar bag samples. Samples were collected from the influent
and effluent vapor streams. Calculations, based on analytical test results,
yielded a VOC's destruction efficiency of approximately 98.3%.
· Field PI D readings taken on June 8,. 1995, of both influent and effluent vapor
streams, resulted in the calculation of a destruction efficiency to be
approximately 99.8 %
· Based on:
a) Analytical test results of the monthly Tedlar bag samples of influent and
effluent vapor streams;
b) Chamber and Stack temperatures; and
c), An estimated quantity of gasoline contamination of approximately 5,000
gallons, a quantitative estimate of this system's performance is as follows
Average influent VOC's concentration = 1,715 ppmv
Average Flow = 235 SCFM
Average Amount of gasoline extracted = 16gals/day
Operation Time = 75 days
Approx. Amount of Gasoline extracted = 1,200 gallons
.With an average VOC's destruction efficiency of approximately 98.3 %:
Daily Potential of VOC's Emission = 1.57 lbs/day
the above 'calculations reveal that the system is functioning in compliance with the ATC
conditions, excePt for the average flow which is above the maximum of 200 SCFM.
But, the modest flow rate increase still resulted in higher VOC's destruction efficiency
and lower daily Potential Emission (PE) than permit limits. However, AGI will reduce
future flow rates to below ATC limit.
AGI's conclusions are as follows:
1. Quantitative field data indicate that this system is still an economical and
effective choice for soil remediation at this site; and
2. AGI's estimate that soil remediation leading to possible site closure, based
on past system pedormance, will be completed in approximately two hundred
and twenty five days. However, since this system has been operating for a
short period of time, a more representative estimate should be arrived at after
three to four months of continuous system operation.
AGI's recommendation is as follOws:
· Continued operation of the existing Vapor Extraction System.
