Based upon the sample results submitted, this Department is satisfied that the assessment is complete. Based on current requirements and policies, no further action is indicated at this time. This form has been completed under penalty of pre jury and to the best of my kno.ledge is tru REQUIREI~f~NT$ FOR TEI~PORARY OR PEI~4ANENT CLOSURE/ " ABANDONNENT OF UNDERGROUND STORAGE TANKS Kern County Ordinance Code pertaining to the regulation of underground tanks storing hazardous substances describes requirements for the proper abandonment/closure of these tanks. Section 3912.5.03 states that: No person shall close an underground storage tank unless the person undertakes ail of the following actions after first obtaining a permit from the Permitting Authority. A. Demonstrates to the P~rmitting Authority that ail residual amounts of the hazardous substance or hazardous substances which were stored in the tank prior to its closure have been removed, properly disposed of, or neutralized. B. Adequately seals the- tank to minimize any threat to the public safety and the possibility of water intrusion into, or runoff from, the tank. C. Provides for, and carries out, the maintenance of the tank as Permitting Authority determines is necessary, for the period of time the Permitting Authority requires. D, Demonstrates' to the Permitting Authority that there has been no significant soil contamination resulting from a discharge in the area surrounding the dnderground storage tank or facility. The following is an excerpt from the Standards and Guidelines developed by the Kern County Health Department for implementation of this iaw. V. Option 2-Operator/Owner shall undertake the followtnM actions (Section 3912.5.03}. a. Complete both sides of appiication for Permit for Temporary or Permanent Closure/Abandonment of UnderKround 'ranks. If application is approved, permit will be issued listing any conditions applicable to the abandonment. b. The required assessment to demonstrate that no significant soil contamination has resulted in area around tanks shall be accomplished by analyses of soil or ~roundwater samples taken from area under and/or around tank(s) per the following requirements: l. Minimum numbers of sampies required for preliminary assessment: Tanks - ~cparate sample for ~ve~-y 150 ~nk ~-ea if nampi~ are PipinM - separate sample for every 15 linear feet of pipe run. Z. Minimum depths required for~preliminary assessment: 2 feet below tank or pipinM, and, B feet below tank or pipin5, S. Samples must be analyzed for constituents representative of substance(s) stored· Acceptable example requirements for common substances are: gasoline - benzene, toluene, xylene, EbB waste oil - oil. grease extraction, and lead diesel - total h~drocarbons 4. The above ~re ~eneral guidelines for minimal preliminar~ assessments and are not intended to represent the onl~ requirements should further investigation be indicated. The full areal and vertical extent of all contamination resulting from an unauthorized release must be determined. c. Obtain permit for temporary closure from local fire department. d. Seal tank and draw-off lines in tamper-proof manner to minimize threst to public safety and possibility of water intrusion into tank. f. If the assessment required ~bove indicates environmental contamination due to tank leakage. Permitting/Enforcement Authority w~ll provide direction for proper site mitization. Results of ~ample ~n~ly~es are t'o be submitted to Permitting Authority within 3 days of analyses completion. B. Permanent Closure 1. Removal of Tank And Product Piping a. Recommended unless not feasible (ii,will be responsibility of the OWner/Operator to substantiate nonfeasibility). b. The required assessment to demonstrate that no significant soil contamination has resulted .in area around tanks ~hall be accomplished by analyses of soil or groundwater samples taken from area under and/or around tank(s) per the minimum requirements listed above in Option 2, paragraph b. subsections 1-4. c. Obtain permit for removal of tank from local fire department. d. Alt product must be removed, properly disposed of, and/or neutralized from tank and piping system observing local fire department requirements for explosion and fire safety, and applicable State Department of Health Service requirements for disposal of hazardous substances. e. Purge flammable vapors in vessel by approved method such as displacement by use of Carbon Dioxide which will render remaining tank gases inert. f. Extreme care must be exercised during all aspects of handling and removal of tanks containing flammable vapors. g. If assessment described above indicates environmental contamination due to tank leakage, Permitting/Enforcement Authority will provide direction for prpper site mitigation· Results of sample analyses are to be submitted to Permitting Authority within 3 days of analyses completion. 2. Abandonment In Place a. Complete both sides of application Permit for Temporary or Permanent Closure/Abandonment of Underground. Tanks.- If application is approved, permit will be issued listing any conditions applicable to the removal. b. The required assessment to demonstrate that no significant soi~ contamination has resulted in area around tanks shall be accomplished by analyses of soil or groundwater samples taken from area under and/or around tank(s) per the minimum requirements listed above in Option 2, paragraph b. subsection !-4. c. Obt~in permit, for tank abandonment from local fire department. d. Al! product must be removed, properly disposed of, and/or neutralized from tank and piping system obse. rving iocai fire department requirements for explosion and fire safety and applicable State Department of Health Services requirements for disposal of hazardous substances. e. Fill tank with approved inert material. f. Notice shall be placed in deed to the property describing exact location of the rank(s), the hazardous substance(s) contained, and closure method. ~. Results of sample analyses are' to be submitted to Permitting Authority within ~ days of analyses completion.
