(B) This procedure and any addition/s to or revision/s of, prior to their implementation, must be approved by the Facility Director or his&er designee. V RESPONSIBILITY: (A) The Plant Operations Manager or his/her designee is responsible for implementing this procedure. (B) All staff members and all inmates are responsible for adhering to this procedure. V1 METHODS: (A) DEFINITIONS AILE AS FOLLOWS: (1) CAUSTIC A material which is able to bum person or corrode objects by chemical action. (2) TOXIC A poisonous material that can destroy the life or health. (3) FLASH POINT A mimimum temperature at which a liquid will give off sufficient vapors to form an ignitable mixture ~vith or near the surface of the liquid. . (4) FLAMMABLE - A substance with a flash point below 100 LIQUID degrees F. (5) COMBUST][BLE - A substance xvith a flash point at or above LIQUID 100 degrees F. (B) The procurement o:[ hazardous materials are under the control of the Maintenance Supervisor. Every. effort is made to replace a hazardous substance with a product that is less likely to be abused or misused in a correctional setting. Employees are to use special care when using such materials. (C) STO1L4GE RESPONSIBILITIES: (1) All paint supplies, caustic and flammable materials are to be stored in a fireproof metal container in the maintenance area. (a) The fireproof cabinets must be secured or supem'ised by a staff member when they are in use. The doors and cabinets are to be located so that they do not obstruct access to exits, stairways and other areas normally used for emergency evacuation. (b) All flammable and toxic materials are stored in their original containers. (c) The manufacturer's label describing the contents or antidotes is not to be removed from any of the materials. (2) The Plant Operations Manager is responsible for the control and accoun.tabili~' of all caustic, poisonous, flammable or hazardous :fluids, substances or chemicals used in the facility. NOTE: All such substances must be accounted for before, during and after their use. (3) Any supe~4sor overseeing an inmate crew that uses an)' of the · materials indicated above is to comply with this directive and may check out and use these materials,only ~vith the approval of the Plant Operations Mana,oer. (4) Every quarter, the Plant Operations Manager inspects all storage areas and takes inventory of these substances. (a) The area where these substances are stored and used have a ventilation system that provides at least six (6) air changes per hour. (D) Supplies-on-hand records of all hazardous substances are maintained as followed: (1) Each work section (kitchen, maintenance, etc.,) will maintain an inventory of all the types and amounts of caustic, flammable or poisonous substances in their area, and it will include their location. (2) The Manager of any section may contact the Maintenance Supervisor to answer questions, for assistance, or to define additional haz,~-dous and/or dangerous iterrds. (3) A copy of the inventory is maintained by the Maintenance Super~,'isor and additional copies are to be given to the Faciliv,.; Director for review on the first da); of each quarter beginning ~January 1st. (4) Maintain a complete set of Material Safety Data Sheets (MSDS) of lnazardous, toxic, volatile substances for each substance used in the work area. (5) Maintain a constant daily inventor3' of all hazardous substances used or stored within the work area. Inventory lists are to be kept in a safe place separate from where items are stored and inaccessible to the inmates. (6) Provide appropriate training on the hazardous substance/s used within the work area prior to using the substance/s as follows: (a) Any ]hazard associated with the use of the substance/s or mixture/s ..... (b) The precautions of handling substance/s to prevent or minimuize exposure to the hazardous substance ..... (c) Proper use and care of protective clothing and apparatus necessary for handling hazardous substances. (d) Emergency procedures for spills, fire, disposal and first aid. CRef: "Material Safety Data Sheets") (7) Unstable or unusable substances will be removed and disposed of in a safe ar,.d healtlfful manner xvhich complies ~vith all Federal, State and local laws. (8) A contract for hazardous waste disposal is arranged with a licensed, approved hazardous waste transporter. Cole Services Ph. # 322-8258 (E) Inmates are not allowed to use any of the above described materials unless the3' are under the supervision of a Mesa Verde CCF staff member. (F) SAFETY TRAININ G: (1) Safety meetings will be conducted twice per month by the Inmate Work Supervisor. The topics to be discussed will include the following: (a) The potential occupational hazards in the work area that are associated with the job assignment. (b) The codes of safe practices and work conditions, and protective equipment required for specific job assignment. (c) The hazards of any chemical to which an inmate may be exposed to while performing his work assignment. (1) Train inmates regarding the information which ~' is stated on the "Material SafeD' Data Sheets." (d) Explain the disciplinaD' procedures that are to be utilized to enforce compliance with the code of safety practices. UPDATED - JANUARY 2001
