(AEC) is pleased to present the following summation of work required to investigate the "seepage pits" for the presence of hydrocarbons resulting from the normal use and operation of a clarifier at the Vermeer facility, 51~6 Golden State Avenue, Bakersfield, California. Background The following background is a re-creation from the memory of Mr. Phil Bradford, former owner of the subject property, and records reviewed at the Bakersfield Building Department. During March 1981, Mr. Bradford, owner of the City Cab Company, erected twb steel-constructed buildings consisting of an office and maintenance shop on the subject property. Concurrent with this construction was the installation of a collection drain in the southernmost open-endeld steam-cleaning bay, concrete constructed clarifier in the northernmost open sided wash bay, and two "seepage pits" located approximately 20-feet north of the clarifier. In November 1981 Mr. Bradford received a buildi!lg permit to erect a pre-fabricated building over the "seepage pits". The City of Bakersfield requested that Mr. Bradford write a letter stating that the pre-fabricated building was constructed over the seepage pits and that Mr. Bradford, and all subsequent owners, would retain liability for the seepage pits, and all construction over them (see attached letter). This information was also supposed to be recorded on the chain-of-title for the property; however, it appears that the letter was never recorded. AEC conducted a Phase I on the property during November 2001 and discovered the clarifier, and subsequent seepage pits. Based on our findings AEC recommended additional investigation proximal to the seepage pits. AEC removed the circular storm drain cover ow,r the clarifier and discovered that the interior of the clarifier was filled with silt and that it was the reason that the steam wash bay was not draining the collected rain water through the subsurface piping. Vermeer remove~J the silt and sludge within the confines of the clarifier so that it could be more clearly viewed. An inlet pipe from the collection drain was identified as was an outlet pipe that trended to the north to the assumed location of the seepage pits. Because there was a hydrocarbon odor within the clarifier, AEC recommended that the seepage pits be investigated prior to the property being sold. Drilling and Sampling Methods On December 27, 2001, AEC advanced one slant boring (approximate 25 to 30 degree angle) beneath the 25' x 30' pre-fabricated building that is constructe'd over the top of the seepage pits. The boring was aligned in a westerly direction and positioned to encounte'r the seepage pits at approximately 30 vertical feet bgs. The boring proceeded smoothly until river rock and (':obbles were encountered at approximately 22 vertical feet below ground surface. Bakersfield City Fire Department terminated the angle drilling efforts. The soil encountered from grade level to 22-feet bgs exhibited no visible signs of staining, or discoloration, and no hydrocarbon odor. Also, an AEC senior geologist collected water samples from the interior of the clarifier (Clar-W-1) and submitted the sample to the laboratory for analysis. On January 4, 2002 AEC re-mobilized to the site with a limited-access GeoProbe drilling rig that could advance vertical bores around the sides of the seepage pits. AEC advanced two "push-probe" borings to approximately 26-feet bgs at which depth river rock and cobbles were again encountered. Soil samples from the two soil borings exhibited no visible hydrocarbon stain or detectable odor. Since the borings were unsuccessful in obtaining the proposed final depth of 40-feet bgs, AEC was relegated to analyzing the deepest sample from each boring (TH-2 @ 25' and TH.-3 @ 25'). Also, AEC collected another 1 Liter amber jar of water from the clarifier because our initial water sampling of December 27, 2001 was insufficient in water volume to complete the requested analyses at the prescribed detection limits. The lithology, and other pertinent data, was recorded on field boring logs in accordance with ASTM Method D 2488-84 for visual description and identification of soils. Soil samples for the angle boring were collected in 2-inch diameter by 6"-inch long brass sleeves i'n a split-spoon sampler driven by a 140-pound drive hammer having a 30-inch drop. Soil samples were driven at intervals of 5-feet beginning at 13-feet bgs. Lithology, blow counts, and recovery were recorded on the! boring logs. The soil samples collected using the GeoProbe rig were obtained in acetate sleeves hydraulically pouned into the soil. Soil samples were sealed with teflon tape, capped, taped, and labeled, then placed in an ice chest chilled with chipped ice. The samples were recorded on a chain-of-custody, then transported to BC Labs, a California Certified Laboratory. Two soil samples (TH-2 @ 25', and TH-3 @ 25')i were analyzed for TPH-gasoline and diesel (8015 modified), and BTXE/MTBE. The water sample was analy~',.ed for Total Recoverable Petroleum Hydrocarbons (TRPH), TPH~gasoline, TPH-diesel, and Volatile Organic Compounds (VOCs) by 8260B. Because the soil samples exhibited no stain, or odor, the automotive metals suite were not recommended. AEC recommends removing all I waste liquids remaining within the clarifier vault then high-pressure cleaning the interior; followed capping off the inlet and outlet piping in the clarifier which will take the system out of service. If a clarifier system is necessary for the new business operation, it will require an upgrade to a closed system that will negate the release of hydrocarbons to the storm drain or Subsurface leach field. (AEC) is pleased to present the following work plan to investigate the "seepage pits" for the presence of hydrocarbons resulting from the normal use and operation of a clarifier at the Vermeer facility, 516 Golden State Avenue, Bakersfield, California. Background The following background is a re-creation from tile memory of Mr. Phil Bradford, former owner of the . subject property, and records reviewed at the Bakersfield Building Department. During March 1981, Mr. Bradford, owner of the City Cab Company, erected two steel-constructed buildings consisting of an office and maintenance shop on the subject property. Concurrent with this construction was the installation of a collection drain in the southernmost open-ended steam-cleaning bay, concrete constructed clarifier in the northernmost open sided wash bay, and two "seepage pits" located approximately 20-feet north of the clarifier. In November 1981 Mr. Bradford received a building permit to erect a pre-fabricated building over the "seepage pits". The City of Bakersfield requested that Mr. Bradford write a letter stating that the pre- fabricated building was constructed over the seepage pits and that Mr. Bradford, and all subsequent owners, would retain liability for the seepage pits, and all construction over them (see attached letter). This information was also supposed to be recorded on the chain-of-title for the property, however, it appears that the letter was never recorded. AEC conducted a Phase I on the property dudng November 2001 and discovered the clarifier, and subsequent seepage pits. Based on our findings AEC recommended additional investigation proximal to the seepage pits. AEC removed the circular storm drain cover over the clarifier and discovered that the interior of the clarifier was filied with silt and that it was the reason that the steam wash bay was not draining the collected rain water through the subsurface piping. Vermeer removed the silt and sludge within the confines of the clarifier so that it could be more clearly viewed. An in~et pipe from the collection drain was identified as was an outlet pipe that trended to the north to the assumed location of the seepage pits. Because there was a hydrocarbon odor within t~he clarifier, AEC recommended that the seepage pits be investigated prior to the property being sold. Drilling and Sampling Methods AEC recommends advancing one slant boring (25 to 30 degree angle) beneath the 25' x 30' pre-fabricated building that sits over the top of the seepage pits. AEC estimates that the boring will be advanced to 40- feet which will equate to a vertical depth of 35-feet below ground surface (bgs). Soil samples will be collected at intervals of 5-feet commencing at 15-feet bgs. Drilling will be conducted using a Mobile B-80 drill rig with continuous flight, hollow-stem auger. The lithology, and other pertinent data will be recorded on a field boring log in accordance with ASTM Method D 2488-84 for visual description and identification of soils. Soil samples will collected in 2- inch diameter by 6"-inch long brass sleeves in a split-spoon sampler driven by a 140-pound drive hammer having a 30-inch vertical drop. Soil samples will be driven at intervals of 5-feet beginning at 13-feet bgs. Lithology, blow counts, and recovery will be recorded on the boring logs. Soil samples will be sealed with teflon tape, capped, taped, and labeled, then placed in an ice chest chilled with chipped, ice. The samples will be recorded on a chain-of-custody, then transported to a California Certified Laboratory. All soil samples will be analyzed for Total Recoverable Petroleum Hydrocarbons (TRPH) by EPA Method 418.1 (or equivalent). Selected soil samples will be analyzed for TPH-gasoline and/or diesel (8015 modified), and Volatile Organic Compounds (VOCs) by 8260B. If required, the automotive metals suite may be recommended on the soil sample exhibiting the highest TPH concentration. Please forward either a copy of your existing State approved mechanism to show financial responsibility or else complete the attached Certification of Financial Responsibility form. An attached letter from the State Water Resources Control Board lists the approved financial responsibility mechanisms required to pay for corrective actions resulting from leaking underground fuel tanks. Remember, most tank owners only have to show fi~ancial responsibility for at least $10,000 of clean up liability. The Underground Storage Tank Clean Up Fund (USTCF) may be used as the mechanism to cover the remaining accidental release liability. The total amounts of financial responsibility required (check boxes from section A of form) are as follows: If you don't sell product from you tanks, and you pump less than 10,000 gallons per month, check "$500,000 per occurrence". Else, or if you are in the business of selling from your tanks, check "1 million dollars per occurrence". For owners of 101 or more petroleum underground storage tanks, check the '2 million dollar annual aggregate" box. All others need only check the "1 million dollars annual aggregate' box. Please be aware that failure to provide the financiall responsibility document to this office within 30 days will result in your Permit to Operate being revoked. Temporary closure is hereby granted under the following conditions contained in Title 23 of the California Code of Regulations: 2671. Temporary Closure Requiremenlls (a) An Owner or operator shall comply with all of the following requirements to complete and maintain temporary closure of an underground storage tank: (1) All residual liquid, solids, (:,r sludges shall be removed and handled in accordance with the applicable provisions of in accordance with Chapters 6.5 and 6.7 of Division 20 of the Health and Safety Code. (2) If the underground storage tank contained a hazardous substance that could produce flammable wapors at standard temperature and pressure, it shall be inerted, as often as necessary, to levels that will preclude an explosion or to lower levels as required by the local agency. (3) The underground storage tank may be filled with a non corrosive liquid that is not a hazardous substance. This liquid shall be tested and the test 'results submitted to the local agency prior to removal from the underground storage tank at the end of the temporary closure report. (4) Except for required venting, all fill and access locations and piping shall be sealed using locking caps or concrete plugs. (5) Power service shall be disconnected from all pumps associated With the use of the underground storage tank unless the power services some other equipment which is not being closed, such as the impressed-current cathodic protection system. (b) The monitoring required pursuant to the permit may be modified by the local agency during the temporary closure period. In making a decision to modify monitoring requirements, the local agency shall consider the need to maintain monitoring in order to detect unauthorized releases that may have occurred during the time the underground ..storage tank was used but that have not yet been detected. In all cases, corrosion protection shall continue to be operated. (c) The underground storage tank shall be inspected by the owner or operator at least once every three months to verify that the temporary closure measures are still in place, the inspection shall iinclude but is not limited to the following: (1) Visual inspection of all locked caps and concrete plugs. (2) If locking caps are used, at least one shall be removed to determine if any liquids or other substances have been added to the underground storage tank or if there has been a change in the quantity or type of liquid added pursuant to subsection (a) (3) of this section. (d) At the end of a temporary closure period over 12 months, including any extension granted by the local agency, the owner may reuse the underground storage tank only if the tank meets the requirements of Article 3 for new underground storage tanks or is upgraded to meet the requirements of Article 6. (e) All new and existing underground storage tank systems which have been temporarily closed must continue to comply with repair and recordkeeping requirements, release reporting and investigation requirements, and release response and corrective action requirements specified in this chapter and Chapter 6.7 of the Health and Safety Code. Failure to comply with the requirements will immediately terminate the temporary closure status. Upon termination of temporary closure, either through non-compliance or by expiration of the 12 month term, the tank(s) must either be integrity tested and repermitted for operation or else removed from the site under a valid permit for permanent closure. At that time it was noted that an acceptable inventory control program needs to be implemented in order to satisfy the leak detection monitoring requirements for underground storage tank operations in Kern County. Electronic leak detection monitoring would also satisfy the requirements. Enclosed is a copy of UT-10, the Standard Inventory Control Handbook, and several copies of the Kern County Inventory Control forms. If any questions arise or If instruction is desired in completing these forms please contact me at the number given below. it was also noted during the inspection that a Product tight overfill box needs to be installed at this facility as required by Kern County Ordinance Chapter 8.48, for underground storage tanks. At the time of the inspection it was mentioned that this tank was tentatively scheduled for removal within the year. If a timetable for removal of this tank is submitted in writing to this Department, some of the requirements listed above could be reduced or waived.
