Dear Mr. Mbaba:
REPORT OF VIOLATIONS
On September 18, 1991 the Depaztment of Toxic Substances Control
(DTSC) conducted an inspection of Environmental Protection
Services (EPS) located at 1601 "H" Street, Bakersfield,
California. As a result of that inspection, violations of
hazardous waste statutes and regulations were identified.
Violations
1. Hazardous Waste Control LaM, Section 25163.(a)(2) EPS
violated the Hazardous Waste Control Law,
Section 25163(a)(2) in that on or about August 8, 1991, EPS
transported a hazardous waste without having a valid registration
in his possession.
2. Hazardous Waste Control Law, Section 25163(e) EPS violated
the Hazardous Waste Control Law, Section 25163(e) in that on or
about August 8, 1991, EPS transported a hazardous waste in a
vehicle that had not been inspected by the California Highway
Patrol.
3. Hazardous Waste Control Law, 'Section 25169.1(b) EPS violated
the Hazardous Waste Control Law, Section 25163.1(b) in that on or
about August 8, 1991, EPS transported a hazardous waste in a
vehicle that did not display a Certificate of Compliance.
Schedule of Compliance
Immediately
(a) Comply with Chapter 6.5, Division 20 of the Health and Safety
Code and Regulations in Chapter 30, Title 22, California Code of

Regulations.
The issuance of the Report of Violations and Schedule of
Compliance does not preclude DTSC from taking administrative, or
civil action as a result of the violations noted herein.
