POLICY FOR HIGH PRESSURE AIR TRANSFER/SCBA FILLING
OVERVIEW:
High pressure gas is a useful tool, however, if proper safety
precautions are not observed serious accidents can occur.
Severed fingers, air embolism and death from cylinder explosions
are not uncommon.
Strict observance to the procedures detailed herein will
significantly reduce the potential for mishap.
The following rules will apply to 'all high pressure gas transfers.
1. The only p&rsonnel authorized to perform high pressure air
transfers will be those persons instructed in the safe
operation of cascade air systems, compressor operations
and emergency first-aid -

2. Prior to filling high pressure gas cylinders, the person
conducting the gas transfer shall perform the following:

b. General overall exterior
c. Damage to valve and gauge assembly
Should doubt exist as to the safety of a cylinder, valve or
gauge, the cylinder shall not be filled.
Regulators, valves and burst discs will be serviced by

Valve protection caps must remain in place Unless container is secured with valve
outlet piped to use point. Do not drag, slide or roll cylinders Use a suitable
hand truck for cylthder movement. Use a pressure reducing regulator when connecting
cylinder to lower pressure (~3,000 pstg) piping or systems. Do not heat cylinder by
any means to increase the discharge rate of product from the cylinder. Use a check
valve or trap in the discharge line to prevent hazardous back flow into the cylinder.
SPECIALStoRAG~RECOMMENOAT,ON~
Protect cylinders from phystcal damage. Store in cool, dry, well-ventilated area
away from heavily trafficked areas and bmergency exits. Do not allow the temperature
where cylinders aye stored to exceed 130F (54C). Cylinders should be stored upright
and firmly secured to prevent falling or'being knocked over. Full and empty cylinders
shou~ be segregated.. Use a "first in-First out" inventory system to prevent full
cylinders being stored for excessive periods of time.
SPECIAL PACKAGING RECOMMENOATIONS
Dry air is noncorrosive and may be used wi'th all materials of construction. Moisture
causes metal oxides which dye formed with air to be hydrated so that they increase
in volume and lose thetr protective role (rust formation). Concentrations of S02,
C12, salt~ etc. in the moisture enhances; the rusting of metals in air.
Compresse~ ga~ Cylihde~ ~hould not be rdftlled except by qualified producers of
compressed gaseS. Shtpmen~ of a comp~essbd gas cylinder which has not been filled
by the owner or with his (written) consent is a violation of Federal law (49CFR).
