1.0 INTRODUCTION
This report presents the results of Soil sampling and analytical testing associated with the
removal of one 5,000-gallon double-wall steel diesel Underground Storage Tanks (UST) and
associated piping located at the SBC SA098 facility (formerly Pacific Bell) at 3221 S "H" St
Bakersfield CA 93304-5649 ("Site") (Figure 1).
hydrologue Inc. (HI) was retained by SBC, the property owner, to: 1) collect soil samples
following the UST removal from beneath the former location of the USTs, fuel dispenser and
product piping (if any); 2) supervise any additional excavation work related to defining,
removing, and confirmation of contaminated soil removal; and 3) prepare a report describing the
UST removal and any additional activities related to the UST removal. The protocols and
procedures for removal of the UST are in conformance with those of the Bakersfield Fire Dept.
Environmental Services.
All work was performed under the direct supervision of a HI California Certified Hydrogeologist/
Registered Geologist.
2.0 FIELD WORK
2.1 UST Cleaning/Removal
SBC provided the required permits for the removal of the UST (Appendix A). HI prepared a
Health and Safety Plan for UST removal activities, which was followed and kept on-site during
all field activities.
SBC retained a separate contractor to excavate, remove and dispose of the UST.
On May 11, 2004, Oil Conservation Services (DTSC ID # CAD 980 673 842) was contracted to
remove the rinsate and clean the UST. The UST was checked for flammability and oxygen
content and the Lower Explosive Level (LEL) and oxygen percentage inside the UST was
monitored by the rinsing sub-contractor. Air purging of the UST was continued until the readings
reached the regulatory LEL levels. The UST interior was then water blasted using a mixture of
water and detergent under a pressure of 10,000 psi. Loose scale, sludge and rinsate were removed
by a rinsing sub-contractor vacuum truck. When the sludge and other debris were removed and
the LEL reading reached regulatory levels, the washing ceased. The UST was degassed if
necessary as per local air quality rules and regulations. Dry ice was then added to the UST which
was witnessed by the inspector(s). The rinsate and sludge generated from UST cleaning activity
was manifested (Uniform Hazardous Waste Manifests [Appendix BI) and transported to a full
approved and permitted Treatment, Storage and Disposal (TSD) facility by a licensed hazardous
waste transporter. A copy of the manifest was provided to the inspector(s) witnessing the UST
removal.

The UST was removed on May 11, 2004. Upon removal, the UST was visually inspected and

found to be in a good condition with no apparent holes or cracks. The UST contained the
Underwriters Laboratory, Inc. UST inspection label (27952) for hazardous fluids storage. The
UST was transported for destruction and scrap metal recycling to Oil Conservation Service in
Fresno and then on to Livi's Iron and Metal in Fresno, California (Appendix C). Inspector Mr.
Steve Underwood was present on-site to witness UST removal activities.
During UST removal activities, HI monitored vapor concentrations around the excavation using a
handheld Photovac Microtip Photoionizer Detector (PID) Model MP-1000 calibrated against an
Isobutylene gas standard. Vapors ranging up to 0.0 parts per million by volume (ppmv) were
detected.
Approximately 19 feet of flexible double-walled product piping was also removed (Figure 2).
The product Piping was visually inspected and determined to be in a good condition with no
apparent holes or cracks. The soil exposed during product piping removal did not show any
olfactory evidence of hydrocarbon contamination.
2.2 Soil Sampling Following UST Removal
All soil sampling was conducted under the direct supervision, direction and approval of
Inspector- Mr. Steve Underwood. The inspector mandated that below UST sampling was not
necessary.
Only one soil sample was collected undisturbed from the piping excavation. Soil samples

product piping associated with the UST

No groundwater was encountered during UST removal and soil sampling activities. All
backfilling was completed directly by SBC without HI involvement.

2.3 Analytical Testing
The County Inspector directed that the soil sample collected from below the piping be
analytically tested for Total PetroleUm Hydrocarbons with a Diesel Standard using Modified
EPA Method 8015 (TPH-D); and for Benzene, Toluene, Ethylbenzene and total Xylenes and
MTBE using EPA Method 8021B
The soil samPles were analytically tested offsite by Associated Laboratory (AL). AL is State
certified for hazardous waste testing (Certification No. 1338) using a 24-hour turn-around-time.

3.0 DISCUSSION AND CONCLUSIONS
Based on the data contained in this report, the following are concluded:
· Field observations, and air monitoring indicated that there was no unauthorized release
from the UST
· The CUPA inspector based on field observations mandated that no sampling was
necessary below the former UST
· No TPH-D, BTEX or MTBE were detected in the soil samples obtained from beneath the
product piping.
Based on the information contained herein, on behalf of SBC Communications (Former Pacific
Bell), HI hereby respectfully requests that site closure be granted by the County for the UST and
product piping removal activities.
4.0 LIMITATIONS
Our professional services have been performed using that degree of care and skill ordinarily
exercised, under similar circumstances, by reputable environmental consultants practicing in this
or similar localities. The findings and conclusions presented herein are based primarily upon the
analyses of test results from the soil and/or water and/or air samples during this study. This report
has been prepared exclusively for SBC Communications (CLIENT) for the subject site at a
specific point in time, and hence it DOES NOT contain sufficient information for other parties or
other uses. No third party shall have the right to rely on HI's opinions rendered in connection
with this report without HI's written consent. This report shall not create an5 rights or benefits to
parties other than CLIENT and HI. The conclusions and recommendations included in this report
are based on information contained or referenced herein, and our best judgment. No other
warranty, expressed or implied, is made as to the professional advice contained in this report. No
right or interest in the contract associated with this report may be assigned by either HI or
CLIENT without the written permission of the other party, and any attempted assignment shall be
wholly void and totally ineffective for all purposes. No delegation of any duty owed by either HI

APPENDI'X E: SOIL SAMPLING PROTOCOL
All soil sampling ,.vas conducted under the direct
supervision and al:~proval of the Regulatory Agency
Inspector.
UST SAMPLES
Soil sampling wa~. accomplished by the backhoe
bucket approximately 2 to 4 feet below, the former
UST. The soil sa~.nples were collected in two 2.5-inch
diameter by 3-inc!l long brass sleeves. A HI geologist
collected the soil ~;amples from soil contained in the
backhoe bucket b!., manually pushing a clean brass ring
with one end seal ::d with aluminum foil and a plastic
cap into the soil. !:ollowing sample retrieval, the other
end of the brass r ng was sealed with Teflon foil and a
plastic cap. The s :>il sample was sealed with Teflon or
Arlon tape, label~'d with the sample identifications,
date and time of,'.ampling and HI project number, and
immediately placard into a chilled ice chest using
frozen blue and c:ushed/ce. The sample was logged on
chain of custody 'ecord forms and delivered to the
State Certified L;,boratory for hazardous waste testing
(Appendix A).
STOCKPILE SAMPLES
Soil samples IDs prefixed with "SP" were collected
from soil excava~ ed and stockpiled during the USTs
removal activitie i; (Figure 2). The soil was excavated
during UST excavation activities and stockpiled on
Visqueen plastic sheeting adjacent to the excavation.
The stockpile soil samples were obtained by hand
augering approximately one foot into the stockpile.
PRODUCT PIP lNG SAMPLES
Soil samples IDs prefixed with "P" are collected
undisturbed from the piping excavation along the
former product 1: iping associated with the UST. Soil
sampling was ac zomplished by hand augering
approximately 2 ½ to 4 feet below the former piping
invert and then cbtaining a soil samples using a
stainless steel hand core sampler equipped with a
sliding drive hammer. The soil samples were collected
in two 2½-inch diameter by 3-inch long brass sleeves
mounted within :i 2½-inch diameter hand core sampler.
The drive sampl.~r was hand driven into the
undisturbed soil at each sampling depth. The soil
samples were pr.)perly labeled and handled as
described above
FUEL DISPENSER SAMPLES
Soil samples [D:~: prefixed with "D" are collected
undisturbed frorq below the former fuel dispensers
associated with .:he UST. Soil sampling was
accomplished b',' hand augering approximately 2 ½ to 4
feet below the fi}rmer dispenser and then obtaining a
soil samples using a stainless steel hand core sampler
equipped with a sliding drive hammer. The soil
samples were collected in two 2½-inch diameter by 3-
inch long brass sleeves mounted within a 2½-inch
diameter hand core sampler. The drive sampler was
hand driven into the undisturbed soil at each sampling
depth. The soil samples were properly labeled and
handled as described above.
Prior to use, all sampling tools and implements were
washed in a non-phosphate cleanser solution, rinsed
with tap water and then distilled water.
EPA METHOD 5035
This section is only applicable if warranted by permit
and/or regulations. The sampling and preservation
protocols uses the ESS Lock N' Load 5035 Soil
Syringe Sampler (or equivalent). The Soil Syringe
Sampler sampler is a one-time use tool which collects
approximately 5 grams of soil. The soil collected from
the Soil Syringe Sampler sampler is then transferred
into pre-weighed 40-mL vials with appropriate
preservatives.
Method 5035 requirements for sampling and
preserving soil can be met in 2 ways:
[] VOA vial prepared with sodium bisulfate
preservative (5mi of de-ionized ultrapure water
and I gram of Sodium Bisulfate preservative)
- low level volatiles. Once in the field,
Hydroiogue will measure out 5 grams of soil
with the Soil Syringe Sampler or equivalent
and add it to the VOA vial. Since the entire
~ sample is consumed during each test, H1 will
use two VOA vials per soil sample boring.
[] Standard boring sleeve followed by
preservation in the lab - both high and low
level volatiles
If necessary, HI will also use the following:
[] VOA vial prepared with methanol preservative
(5 m~ of methanol (MeOH))- high level
volatiles. Once in the field, Hydrologue will
measure out 5 grams of soil with the Soil
Syringe Sampler or equivalent and add it to the
VOA vial. Each methanol sample can be
analyzed more than once; therefore, only one
method VOA is needed. The methanol solution
becomes the actual representation of the soil
sample being submitted. Since the MeOH
virtually "masks" the low-level analytes, only
volatiles with concentrations exceeding 200
ppb appear when analyzed.
