RESOLUTION DETERMINING THAT CERTAIN FAIRBANKS-
MORSE TRICKLING FILTER PUMP EQUIPMENT CANNOT BE
OBTAINED THROUGH THE USUAL BIDDING PROCEDURES
AND AUTHORIZING THE FINANCE DIRECTOR TO DISPENSE
WITH BIDDING THEREFORE, NOT TO EXCEED $54,000.
WHEREAS, the CITY of Bakersfield is in need of trickling filter replacement
pump parts at Wastewater Treatment Plant 3 due to normal wear; and
WHEREAS, the CITY currently has Fairbanks-Morse trickling filter pump
equipment which has been in service at Wastewater Treatment Plant 3; and
WHEREAS, the CITY desires to perform routine maintenance on these pumps to
maintain pumping capacity necessary for secondary water treatment; and
WHEREAS, compatible Fairbanks-Morse replacement pump parts are only
available from rio-Systems, Inc; and
WHEREAS, the Finance Director recommends the Council find said Fairbanks-
Morse replacement pump parts can only be reasonably obtained from rio-Systems Inc.
which is the municipal sole source distributor of these parts for the Southern and Central
California region, recommends that the Council dispense with the bidding, in accordance
with subsection D.2 of Section 3.20.060 of the Bakersfield Municipal Code.
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Bakersfield as
follows:
1. The above-recitals are true and correct and incorporated herein by reference.
The Council hereby finds that the purchase of Fairbanks-Morse trickling filter

The Finance Director is authorized to dispense with bidding therefore and to
negotiate the purchase of same, not to exceed $54,000.
