BSK & Associates (BSK) is pleased to submit this Report of Soil Sampling Activities and Sample Analytical Results
(Report) for the above-referenced site (Site). Soil sampling, sample analytical testing, and report preparation services
associated with the project were conducted in general accordance with BSK's Proposal 03400209 dated October 27,
1998.
Soil sampling and analytical testing activities were conducted to provide an indication whether soil beneath an on-Site
underground storage tank (UST) has been impacted by petroleum hydrocarbons and to develop an opinion whether
abandonment-in-place would be an appropriate option for permanent closure of the UST. The Bakersfield Fire
Department (BFD), Office of Enbironmental Services, is the UST regulatory oversight agency associated with the
Site. Soil sampling and analytical testing activities were conducted in accordance with BFD requirements.
This Report contains a summary of Site background information, procedures and findings of the investigation, and
BSK's conclusions and recommendations. A Generalized Site Plan (Figure 1), Generalized Cross Section (Figure
2), and copies of laboratory reports and the sample chain-of-custody are attachments to this Report.
BACKGROUND INFORMATION
Based on information you provide .d and BSK' s Site observations, an approximately 4-foot-diameter by 6- to 10-foot-
long UST (an approximately 550- to 1,000-gallon capacity tank) is near the south-central side of the Site building
(Figure 1). Information you provided and a gasoline odor (detected by BSK) associated with the tank's fill cap
indicates that the UST was formerly used to store gasoline. Measurement by BSK indicated that the bottom of the
tank is approximately 7.5 feet below ground surface (bgs).
Based on information obtained during soil borings activities conducted by BSK in the Site vicinity, rocks and deposits
beneath the Site vicinity generally include a heterogeneous mix of poorly sorted clay, silt, sand, and gravel.
According to information obtained from the Kern County Water Agency's 1997 Report on Water Conditions dated
February 1, 1998, groundwater beneath the Site vicinity is likely greater than 200 feet bgs. No bodies of surface
water are on the Site or immediately adjacent properties.

INVESTIGATION PROCEDURES AND OBSERVATIONS
Soil sampling activities were conducted February 18, 1999. Prior to conducting field activities, hand-auger boring
locations were marked and Underground Service Alert was notified 48 hours prior to the start of field work to identify
subsurface utilities.
BSK collected soil samples at approximately 2 and 6 feet beneath the bottom of the UST (i.e., approximately 9.5 and
13.5 feet bgs, respectively). Samples were collected from 2 angled hand-auger borings (designated borings HA-1
and HA-2 on Figures 1 and 2) advanced such that the bottom of the borings (i.e., sample locations) were beneath the
approximate center of the tank. Borings HA-1 and HA-2 were advanced approximately 45 o and 25 °from vertical,
respectively. Hand-auger boring and soil sample locations are indicated on Figures 1 and 2. Mr. Steve Underwood
of the BFD was on Site and observed hand-auger boring and soil sampling activities associated with HA-1.
Soil samples were collected from the bottom of the hand-auger borings in 2-inch-diameter by 6-inch-long stainless-
steel tubes using a drive sampler. Boring and sampling equipment were cleaned with non-phosphate detergent and
rinsed twice with water prior to use. Soil sample numbers were designated by boring number and the approximate
depth bgs where the sample was collected. For example, soil sample HA-l-9.5 was collected from the bottom of
hand-auger boring HA-1 approximately 9.5 feet bgs. A label indicating the sample number and other pertinent
information was affixed to the sample tubes. Samples were transported to the laboratory in an ice chest maintained
at approximately 4 °Celsius. From collection to analysis, samples were handled following industry-standard chain-of-
custody procedures.
During hand-auger-boring activities, BSK observed boring cuttings and soil samples for indications of petroleum
hydrocarbons. No obvious indications (e.g., soil discoloration and odor) of petroleum hydrocarbons were observed
in boring cuttings or soil samples. Borings were backfilled with hydrated bentonite chips (1 bag per hole) and boring
cuttings.
SOIL SAMPLE ANALYTICAL RESULTS
Soil samples were analyzed by B SK Analytical Laboratories in Fresno, California (a California Department of Health
Services-certified laboratory). Soil samples were analyzed for total petroleum hydrocarbons as gasoline (TPH-G),
for benzene, toluene, ethylbenzene, and total xylenes (BTEX), and for methyl tertiary butyl ether (MTBE) according
to U.S. Environmental Protection Agency methods 8015/8020. Laboratory detection limits for TPH-G, BTEX, and
MTBE were 1, 0.005, and 0.05 milligrams per kilogram, respectively.
Copies of laboratory reports and the sample chain-of-custody are attached to this Report. As the analytical reports
indicate, neither of the samples collected beneath the UST contained detectable concentrations of TPH-G, BTEX,
or MTBE.
SUMMARY, CONCLUSIONS, AND RECOMMENDATIONS
No petroleum hydrocarbon odors were detected and no soil discoloration generally associated with petroleum
hydrocarbons was observed in the cuttings or soil samples collected from borings HA-1 or HA-2. Laboratory reports
indicate that neither of the samples collected beneath the Site UST contained TPH-G, BTEX, or MTBE.
Based upon field observations during boring/sampling activities and soil sample analytical results, soil beneath the
Site UST does not appear to be impacted by petroleum hydrocarbons. Based on findings of this investigation, it
appears that abandonment-in-place is an appropriate option to obtain permanent closure for the subject UST.

BSK recommends that the BFD review the investigation findings contained herein and authorize abandonment-in-
place of the Site UST. Following authorization by the BFD, BSK recommends that you make arrangements at the
earliest opportunity to have the subject UST abandoned-in-place by a licensed contractor in accordance with BFD
requirements.
LIMITATIONS
This Report has been prepared for the purpose of evaluating the condition of Site soil with respect to petroleum
hydrocarbons in the vicinity of the Site UST. No soil engineering or geotechnical recommendations are intended or
should be inferred.
Conclusions presented in this report are intended only for the purpose, Site location, and project indicated. It should
be recognized that this investigation was not intended to be a definitive study of soil conditions at the Site.
Conclusions and recommendations presented herein are based on BSK's evaluation of subsurface conditions
interpreted from field observations and analytical test results of discrete soil samples obtained from a limited number
of subsurface sampling locations at the Site. Analytical results of soil samples collected as part of this investigation
may not be representative of overall Site conditions. Furthermore, information regarding the Site background and
Site groundwater conditions from the sources identified should be considered accurate only to the degree by which
such information may be supported by further corroboration or documentation.
This investigation was conducted and this Report was prepared in accordance with generally accepted methodologies
and standards of professional practice in Kern County, California. No other warranties, either expressed or implied,
are made as to the professional opinions and recommendations contained herein.

Re: The existing underground storage tank at I.C.L., 200 Kentucky Street, Bakersfield.
Dear Mr. Underwood:
I recently visited the subject site to observe the location of the filler cap of the subject
tank. It was found approximately 2'-0" from the north wall and 7'-6" from the west wall
of an adjacent 50' x 100' warehouse building. The tank depth is 9' (approx.).
To excavate the tank using standard excavation procedures would place the existing
warehouse building at great risk of partial collapse. It is our recommendation that the
tank be filled and abandoned in accordance with the procedures recommended by the City
of Bakersfield Office of Environmental Services.

SECOND NOTICE OF VIOLATION &
SCHEDULE FOR COMPLIANCE
Dear Mr. Milton:
It has been over thirty (30) days since we spoke by phone with
regard to your selection of a contractor for your illegally abandoned tank
removal. A follow-up letter was sent to you on July 28, 1998 requesting a
meeting, and your current progress. You have failed to respond.
You tank has not been properly permitted and has been out of
service, therefore you are in violation of the following section of the
Uniform Fire Code as adopted by the Bakersfield Municipal Code Chapter
15.64
Section 7902.1.7.2.3. Uniform Fire Code (1994 Edition)
"Underground tanks which have been out of
service for a period of one (1) year shall be
removed from the ground in accordance
with section 7102.1.7.4 and the site be
restored in an. approved manner."
The specific remedial actions necessary to return the property to
compliance have been provided to you in our correspondence dated July 7,
1998.

NOTICE OF VIOLATION AND SCHEDULE FOR COMPLIANCE
Dear Mr. Milton:
It has come to our attention that you currently own property located at 200
Kentucky Street in Bakersfield which contains at least one (1) underground storage tank.
The tank has not been properly permitted and has been out of service, therefore, you are
in violation of the following sections of the Uniform Fire Code as adopted by the
Bakersfield Municipal Code, Chapter 15.64:
Section 7902.1.7.2.3, Uniform Fire Code (1994 edition).
"Underground tanks which have been out of service for
a period of one (1) year, shall be removed from the
ground in accordance with Section 7902.1.7.4 and the
site shall be restored in an approved manner."
In order to avoid regulatory action, you must either properly permit and bring the
tank up to code, or else apply for a proper abandonment and removal of the tank within
14 days of this notice.
