INTRODUCTION This report outlines the underground storage tank (UST) removal and results of Lutrel Trucking and Environmental Service, Inc. (LUTREL) operations on one (1) 8,000 gallon Steel UST at 14th and N Street, Bakersfield, California. The UST removal was authorized by the Public Works Department, City of Bakersfield on June 19, 1998. II. PURPOSE AND SCOPE The purpose of the UST removal was to eliminate the possibility of an accidental release resulting in soil and/or groundwater contamination. Lutrel presented one scenario for removal, 1) Excavate, recycle and backfill. Scope of work for this remediation project involved the following: Permits were obtained by Lutrel on June 19, 1998. Excavation of the subject tank began on June 22, 1998. The UST was rinsed, pumped and, loaded on a flatbed truck and transported to a State-Certified recycler as a non-hazardous material. The rinsate from the UST was transported to a licensed recycler for processing. Samples were taken by having the excavator bucket excavate to the prescribed depth, two feet and six feet below the bottom of the tanks, grabbing the sample with a six inch brass tube from the bucket and capping both ends of the tube with Teflon® tape and plastic. The samples were labeled and transported in a cooler immediately to BC Labs'for analysis. The samples were analyzed for TPH-d, BTEX and Volatile Organics. Data from these analyses were evaluated to assure the owner, City of Bakersfield and the Bakersfield Fire Department that the excavation had no contamination above action levels for this area from the USTs. Lutrel Trucking, Inc.. City of Bakersfield Page 1 t I I II I ,! l l I I i I I I I I I Mr. Steve Underwood of the Bakersfield Fire Department was on site to witness the actual removal of the USTs and the sampling of the soil. III. BACKGROUND INFORMATION Information regarding the site location, site description, site geology and hydrogeology, and project history is presented in the following sections. a) Project Location: The project site is located at the comer of 14th and N Street, Bakersfield in the County of Kern, California. The site is west of N Street bounded by 14th Street on the South. (See Map #1) b) Site Description The site is a level, completely paved property. The tank was discovered whil~ paving was taking place. California Water Service is the company in charge of domestic water service. All sewage is discharged into the sewage system operated by the City of Bakersfield. The UST was located on the northwest comer of 14th and N Streets. (Map #2). It was approximately eight feet in diameter with the top approximately three feet below the surface. (see Figure # 1). IV. SITE GEOLOGY AND HYDROGEOLOGY The site is located within the San Joaquin Valley geomorphic province of California. Near-surface soils at the site consist of sand, sandy silt and silty clay which are Quaternary alluvial deposits of the Kern River, located approximately 1.75 miles northwest of the site. According to the Kern County Water Agency Water Report of, 1997, groundwater is approximately 200 feet below grade. This shallow unconfined aquifer recharges the deeper confined and semi-confined groundwater basin which provides the community and agricultural water supply for the southern valley. Average rainfall in the Bakersfield area is approximately seven inches per year and does not contribute to the groundwater recharge by surface infiltration. Lutrei Trucking, Inc.. City of Bakersfield Page 2 I I I V. SITE HISTORY Information regarding the site history was obtained from the property owner, the County of Kern and the Kern County Public Library. The Site was subdivided into Commercial parcels during the 1900's. The site is being developed by the present landowner, the City of Bakersfield. The UST was used to store diesel fuel. Prior use of the tank was for fueling vehicles with Diesel. The tank appears to have been used over the past 20 years. There were no indications of leakage as the tank appeared to be in good shape with no holes when they were inspected after removal. VI. PROJECT HISTORY The Bakersfield City Fire Department is concerned that USTs have the potential to degrade water quality of the unconfined aquifer which underlies the County of Kern. Because these tanks commonly contains organic hydrocarbon compounds, the City Fire Department has required that owners of property known to be equipped with these types of systems demonstrate that the tanks are replaced with double walled tanks with leak detection systems and that the soil beneath the impacted by organic constituents. system components has not been Table 1 Description TPH-g Benzene Toluene Ethyl-Benzene Xylene mg/kg mg/kg mg/kg mg/kg mg/kg Tank ~ 2' ND ND ND ND ND Tank ~ 6' ND ND ND ND ND VII. LTl SITE CHARACTERIZATION FINDINGS Soil Profile Subsurface soils in the area of the investigation generally consist of silty sands underlain by interbedded layers of poorly graded sand and silty clay to a maximum depth of 19 feet. Lutrel Trucking, Inc.. City of Bakersfield Page 3 I i I I I I I b) Results of soil sample analysis Laboratory results of the soil samples tested for Benzene, Toluene, Ethyl-Benzene and Xylene and Total Petroleum Hydrocarbons-Diesel (TPH-d) are presented in Table 1. Laboratory documentation is provided in Appendix A. Samples tested for BTEX, and TPH revealed no detectable amounts of Benzene, Toluene, Ethyl- Benzene, Xylene, and Diesel were present in the. subsurface soils at two feet and six feet below the tank. c) Extent of Soil Contamination Based on the results of the analytical testing of the soil samples, no soil was removed. Since the normal action limit is 100 mg/kg, the decision not to excavate under the USTs was made. The entire area was backfilled and compacted back to the original surface elevation. VIII. CONCLUSIONS On the basis of the findings, the following are our conclusions: · Soil profile at the site consists of silty sand, poorly graded sand, silty clay and gravely sand to the maximum explored depth of 19 feet. · No groundwater was encountered. IX. REMEDIAL ACTION ALTERNATIVES The Bakersfield City Fire Department requires that three significant levels of contamination are found. They are: Removal, and 3) Insitu Remediation. (3) remediation options be evaluated if 1) No Further Action, 2) Excavation / Lutrel Trucking, Inc.. City of Bakersfield Page 4 i i I I I ! ! I I I I I I I I I X. LUTREL CONCLUSIONS AND RECOMMENDATIONS a) Conclusions The contamination located beneath the tank has been reported as below the action limit of 100 mg/kg resulting in "No Further Action". These levels are documented by TPH-d, and BTEX analyses from samples taken at the bottom of the excavation. Field observations, measurements, and laboratory analyses indicate that this site does not pose a present or reasonable threat to groundwater due to the contamination levels and depth to groundwater. b) Recommendation As a result of the findings described in this report, we recommend that a No Further Action" declaration be granted by the Bakersfield City Fire Department for the former UST site at 14th and N Street, Bakersfield, California. The owner, The City of Bakersfield understands that at sometime in the future, they may be required to conduct a site assessment to determine the extent of any contamination found during the removal of these UST. There was no hazardous substance contained in the vessel upon discovery. It was empty with the exception of some silt and water and perhaps a minor amount of residual oil which constitutes the load in question. Our office does not have any records of the prior use of the tank, but it appears to be consistent with that of boiler fuel-oil tanks that were in use during the first half of the century.
