Dear Mr. Popplewell: This is to inform you that this department has reviewed the results for the preliminary assessment associated with the closure of the tanks located at the above stated address. Based upon laboratory data submitted, this office is satisfied with the assessment performed and requires no further action at this time. The product lines were dismantled from the UST to the generator. We connected the product lines from the vault to the generator. 1-28-98 we excavated and rinsed the UST diesel. The LEL and oxygen levels were monitored and brought down to safe levels. Bakersfield fire inspector Steve Underwood was on site to witness the tank being removed. Inspector Underwood witnessed and directed me as I pulled four samples from below the tank. Based on the results of the samples taken I do not foresee any further action needed in closure of this site. This report and the sample results will be submitted to the Bakersfield Fire Department attn. Inspector Steve Underwood. The final closure will come from BFD. An attached letter from the State Water Resources Control Board lists the approved financial responsibility mechanisms required to pay for corrective actions resulting from leaking underground fuel tanks. Remember, most tank owners only have to show financial responsibility for at least $10,000 of clean up liability. The Underground Storage Tank Clean Up Fund (USTCF) may be used as the mechanism to cover the remaining accidental release liability. The total amounts of financial responsibility required (check boxes from section A of form) are as follows: If you don't sell product from you tanks, and you pump less than 10,000 gallons per month, check "$500,000 per occurrence". Else, or if you are in the business of selling from your tanks, check "1 million dollars per occurrence". For owners of 101 or more petroleum underground storage tanks, check the "2 million dollar annual aggregate" box. All others need only check the "1 million dollars annual aggregate' box. Dear Mr. Boon: This letter is being sent in response to your request for a written statement on the current status of the permit for Castle and Cook's underground storage tank located .at 10,000 Ming Ave. in Bakersfield, Ca. In July 1988 an application was received by the Kern County Environmental Health Services Dept. for a permit to operate one 6,000 gallon underground storage tank at 10000 Ming Ave. in Bakersfield, Ca. The permit application was reviewed and the facility was invoiced for the state surcharge and the annual permit fee for their permit to operate in September. The facility has paid all permit fees, and is currently up-to-date on payment of fees. Due to the department's delay in issuing written permits, and monitoring requirements the facility was not sent a permit; however was regarded as being permitted by the department-due to prompt payment of fees. The facility was inspected by a representative of this department on June 1, 1990. The inspector instructed the operator in current monitoring requirements and ordered installation of an overfill box within 30 days of the inspection date. The operator stated that the facility had passed a tightness test 3 years ago; however a copy of the test results had not been submitted to the department.
