The purpose of the investigation was to identify soils that have been impacted by oilfield operations and to develop a remedial plan for the clean-up of any impacted soils. The property owner, Ernest Antongiovanni, wishes to redevelop the Site for residential use. 1,1 Site Location, Description and Topography The Site is located just north of Panama Lane, along the east side of Buena Vista Road, in BakerSfield, California (Figure 1). The Site is bounded by an irrigation canal to the north, Buena Vista Road to the west, and agricultural fields to the east and south. Elevations throughout the property are approximately 320 feet above mean sea level. The general topography is flat and has a slight gradient to the west. The Site consists of approximately 80 acres of land currently used for production of crude oil and natural gas that is surrounded by agriculture. The Site contains one active oil well, one active wastewater injection well and several historically abandoned oil and gas production wells (Figure 2). 1.2 Geology The southern San Joaquin Valley has been filled by a thick sequence of Cretaceous, Tertiary and Quaternary sands, shales, clays and diatomites deposited in environments ranging from deep marine submarine fans to continental alluvial fans. The stratigraphy of the southern San Joaquin basin is variable, as might be expected in a tectonically active area. Total thickness for the combined Mesozoic and Cenozoic section may be over 9,500 meters near the San Joaquin Valley syncline axis (Bartow, 1991). In the southern part of the valley block, there is a northward thinning trend for the Cenozoic, and particularly for the Neogene, and a northward trend toward shallower marine and non-marine facies. Middle Tertiary deposits located in the Temblor Range represent some of the deepest water depositional environments in the San Joaquin basin (Bartow, 1991). The Gosford Oilfield lies east of the west-side fold belt on the southern flank of the westward plunging Bakersfield arch, just two of many major subsurface structural features located in the southern San Joaquin Valley, east of the Temblor Range. The Gosford Oilfield produces wet gas and light oil from the predominately sandstone Late Pliocene and Upper Miocene Etchegoin Formation. 1,3 Hydrologic Conditions The Gosford Oilfield watershed lies to the southwestern of the southern Sierra Nevada Range. The Kern River, located in the southern Sierra Nevada Mountains, undergoes a dramatic change in slope as it spreads to the west, from the confines of the Kern River Canyon onto the grasslands of the southern San Joaquin Valley. Surface water from the Temblor Coastal Range flows to the east and supplies little water to the southern San Joaquin Valley aquifers. Runoff flows from the Kern River gets diverted through irrigation canals and recharge basins of the Kern Water Bank, located west and northwest of the Site. Two groundwater types are recognized in the area between Buena Vista Hills and Bakersfield: · Bicarbonate-rich (HCO3.) waters derived from the Sierra Nevada, on the east side of the valley, infiltrate from the Kern River throughout the alluvial fans. · Sulfate-rich (SO4) waters from the Coast Ranges, on the west side of the valley that infiltrate into the alluvial fans from surface runoff. Gary Hamilton from the West Kern Water District indicated that groundwater in the vicinity of the Site is seasonal and ranges in depth from 90 to 150 feet below ground surface (bgs). The water quality of the water wells in the vicinity of the Site is considered good by the Kern County Water Agency. Environmental Site Investigation, The Termo Company Page 2 i:\docs~O0 l'~s\O 123 lO.O0~fadlityinv.doc I Kennedy/Jenks Consultants I I Section 2: Environmental Assessment Methodology I I I 2,1 General Overview Kennedy/Jenks performed a Phase II Environmental Site Assessment (Phase II Assessment) of the Site to investigate areas where soils might be impacted by oil and gas production operations. This Phase II Assessment was conducted in general accordance with methodology presented in the WOrk Plan approved by the City of Bakersfield Fire Department on 16 October 2001. The objective of the investigation was to: (1) Determine the approximate vertical and lateral extent of soil impacted by oilfield operations. (2) Collect samples of impacted soil for analysis of constituents of concern. I I I (3) Recommend actions to complete the investigation and clean-up of the Site. Prior to the time that this environmental investigation was conducted, the City of Bakersfield excavated a trench along the east side of Buena Vista Road and installed a new sewer trunk line. Review of City of Bakersfield Fire Department Files indicates that crude oil impacted soil was encountered during trench excavation. As such, an additional objective of the investigation was to determine whether former oil wells and flow lines located along the western edge of the site were one source for the crude oil impacted soil discovered in the sewer trunk line excavation. I I I The Work Plan included preparation of a Health and Safety Plan and a Sampling and Analysis Plan (SAP). The SAP described the methodology that would be used to investigate features that were suspected to have been impacted by oilfield operations at the Site. Kennedy/Jenks directed the activities of an excavation contractor in trenching operations to collect soil samples for analysis. Sampling locations were selected based on information gathered from Site Reconnaissance and review of City of Bakersfield Fire Department Files; locations that experience has shown are typically impacted in oilfield operations, and an interview with the oilfield operator (Bill Nickerson). I I I I I The following features were investigated: · Tank Farm and Processing Facility Well Head sites · Oil and Gas Flow Lines · Two Small Sumps · Shop and Field Office Buildings The original Work Plan proposed trenching in the vicinity of several previously abandoned oil and gas wells. There was no road access to many of these proposed locations and trenching would have destroyed crops planted at these locations. I I Kennedy/Jenks Consultants to within active oilfield area at suspected flow line locations. Original trench locations are shown on Figure 2. The trench locations excavated during this investigation are shown on Figure 3. Based on the historical use of the Site, we .assumed that the primary constituent of concern in the soil would be weathered crude oil. Samples were collected typically from areas that either showed visible crude oil staining or from areas below staining that appeared to be visibly clean. We collected five soil samples for analysis of total petroleum hydrocarbons (TPH) full screen (C4-C40), seven soil samples for analysis of volatile organic compounds (VOCs) by EPA Method 8260, two soil samples for analysis of semivolatile organic compounds (SVOCs) by EPA Method 8270 and two soil samples for analysis of CAM 17 metals by EPA Method 6020/7040 to verify the absence of these constituents in the soil. The analysis performed for each sample location is shown on the Chain of Custody Form, located at the beginning of Appendix A. The City of Bakersfield Fire Department approved the following soil TPH clean-up goals for the Site: · TPH gasoline range (C4-C12) - 10 mg/kg · TPH diesel range (C12-C22) - 2,000 mg/kg · TPH motor oil range (C23+) - 2,000 mg/kg The approved soil clean-up goal for other constituents of concern(VOCs, SVOCs and metals) is the U.S. EPA Regional IX Preliminary Remediation Goals for a residential scenario. A more detailed discussion of sampling program follows below. 2.2 Health and Safety In accordance with the Occupational Safety and Health Act (OSHA), a site specific Health and Safety Plan was prepared prior to all sampling. Sampling personnel had completed certified 40- hour OSHA Hazardous Materials Training. 2.3 Sampling Procedures Termo and Kennedy/Jenks personnel marked the locations for sixteen trenching locations on 8 October 2001. Kennedy/Jenks contacted Underground Service Alert (USA) to notify all utilities of the planned trenching activity. USA assigned the project number of 389569. Trenching was conducted on 16 October 2001. All soil samples were collected in pre-cleaned eight-ounce glass jars. Upon retrieval from the side walls or bottoms of trenches, the samples were then affixed with a label, supplying information including the project identification, the sample number, the collection date and time, and the collector's initials. All samples were chilled and transported under EPA chain-of-custody protocol to Zymax Analytical Labs in San Luis Obispo, California, a state-certified analytical laboratory. I I The Tank Farm is located near the center of the Site and measures approximately 100 ft by 50 ft. Five investigative trenches (TG-5, 6, 9, 10 and 15) were excavated in strategic locations around the perimeter of the Tank Farm to a depth of 4 feet below ground surface (bgs). Oilfield chemical bulk storage tanks are located in the vicinity of Trench TG-10. Trench TG-6 is located in the vicinity of the crude oil load out line. It was not possible to conduct trenching operations within the Tank Farm area itself due to the inability to access this location using a backhoe. Trench locations are shown on Figure 3. All of the trenches appeared visibly clean and discoloration was only seen in surface soil, with crude oil impacted soil limited to a depth of approximately 1 foot bgs. Samples were collected from three of the five trenches, at the three foot interval in Trench TG-6 and at the four foot interval in Trenches TG-10 and 15. ColleCted samples were analyzed for TPH and VOCs. I I I I, 2,5 Well Head Location (16X) One trench (TG-1) was excavated near the northwest side of the active well (16X) cellar to a depth of approximately eight feet. The soil appeared to be stained at the surface to approximately 1 foot bgs. One sample was collected at five feet bgs near the bottom of the active well cellar in what appeared to be visibly clean material. The collected sample was analyzed for TPH and VOCs. The trench location is shown on Figure 3. Trenching was not conducted adjacent to the active injection well or previously abandoned oil and gas wells because these wellheads were located in the middle of an agricultural field, with no road access to the locations. Attempts to access these locations would have caused significant damage to agricultural crops. I I I I .I I I 2,6 Oil and Gas Flow Lines In service and out of service oil and gas flow lines run in all four cardinal directions from the Tank Farm out to active and former wells. One active flow line routes oil and gas well fluids from Well 16X to the Tank Farm in a northeasterly direction. A second active flow lines routes oilfield produced water from the Tank Farm to a Class II injection well (#1) in a southeasterly direction. The approximate locations of active flow lines and known out of service flow lines are shown on Figure 3. Five trenches were excavated along the former flow lines that ran to wells to the Tank Farm. Trench TG-2 was excavated adjacent to the active flow line from Well 16X. Trench TG-7 was excavated along the active flow line from the abandoned gas Well 25. Trenches TG-3 and 4 were excavated along the western edge of the Site, approximately 30 feet east of the sewer trunk line. Trench TG-14 was located in what is believed to be the approximate location of the former Well #14 and its associated flow line. Trench locations are shown on Figure 3. No PID readings or visual indications of contamination were detected in any of the trenches (TG-2, 3, 4, 7, 9, and 14). As such, no samples were collected for analysis. During trenching operations at Trench TG-2, the active 16X flow line was accidentally pierced with the backhoe. The flow line was immediately repaired. The small volume of soil impacted by this crude oil release will be addressed during site clean-up activities. 2.7 Two Small Waste Water Sumps Two small wastewater sumps were investigated, one active sump located just north of the Tank Farm and one abandoned sump located along the eastern boundary of the property. These sumps were historically used as secondary sumps to separate crude oil from produced water. The active sump is currently used as an emergency spill containment structure. It appears that this Sump was cleaned out prior to placing a small sump replacement tank in the bottom of the sump. There is no current indication of the existence of the former sump. This location of this sump was identified based on review of historic aerial photographs and knowledge of the oilfield operator. Trench TG-13 was excavated to depth of approximately three feet below the floor of the active sump. There was no visual indication of soil staining. A sample of non-stained soil was collected at three feet bgs for TPH, VOC and metals analysis. Trench TG-8 was excavated in what was believed to be the approximate location of the former sump. There was no visual indication of soil staining or the existence of a sump. As such, no sample was collected from this location for chemical analysis. The locations of both trenches are shown in Figure 3. 2.8 Shop and Field Office Buildings The Shop Building was used to perform maintenance activities and for the storage of drums containing cleaning solvent and oilfield treatment chemicals. Two trenches were excavated between the Shop Building and the Field Office Building (Trenches TG-11 and 12). Each trench was excavated to a depth of 1 foot bgs. Samples were collected at the 2 foot interval from Trench T-11 and from the 1 foot interval from Trench-13. Samples were analyzed for VOCs and SVOCs. Trench locations are shown on Figure 3. Inspection of the Shop Building during investigation activity revealed the existence of a floor drain. It is not known whether this floor drain was used historically and if so the type of fluids that might have been discharged to this drain. Given the location of the drain inside the building, we were not able to access this location for excavation using a backhoe. The drain is presumed to be linked to the septic system on site, although the oilfield operator did not have specific knowledge about this septic system. Environmental Site Investigation, The Termo Company Page 6 i:~docs~O0 l~is\O 123 lO.O0~facilityinv.doc I I I I I I I I I I I I I I I I I I I Kennedy/Jenks Consultants Section 3: Results 3,1 General Site Physical Results Soils in the trenches on the north end of the property are primarily medium brown silt to silty sands, which are damp and moderately dense. Soils in trenches just south of the middle of the tank farm are primarily medium brown silt to silty sands, which are damp and moderately dense to three feet. Below three feet, the soils are course grained yellowish brown sands, which are damp and loose, including soils along the southern portions of the property. 3,2 Chemical Results Soil samples were selected for analysis based upon visual indications of soil staining and PID screening measurement readings. For reporting purposes, TPH concentrations were separated into the following carbon chain lengths: C4-C6, C6-C8, C8-C10, C10-C12, C12-C14, C14-C16, C16-C18, C18-C20, C20-C22, C22~C24, C24-C26, C26-C28, C28-C30, C32-C34, C34-C36, C36-C38 and C38-C40. Carbon chain lengths C4-C10'are quantified against a gasoline standard. Carbon chain lengths C10-C40 are quantified against a crude oil standard. These carbon chain ranges represent, respectively, lighter and heavier hydrocarbon ranges. Longer chained hydrocarbons tend to be less mobile in the environment. The findings for each area are summarized below. Analytical results are summarized in Table 1. Copies of laboratory analytical reports and Chain of Custody documents are included in Appendix A. 3.2.1 Tank Farm Area Below a depth of one foot bgs, no visual indications of staining were observed. TPH and VOCs were not detected in the samples collected from the three trenches sampled (Trenches TG-6, 10 and 15). Barium, cobalt, copper, vanadium and zinc were detected at concentrations below their respective USEPA PRG's for soils in a residential scenario in the soil sample collected from Trench TG-10. The five trenches excavated (TG-5, 6, 9, 10 and 15) laterally delineated the outside of the 50-ft by 100-ft tank farm area. The interior of the tank farm was not investigated. 3.2.2 Well Head 16X The soil in trench TG-1 is a silty, fine grained sand from 0 to 2.5 feet bgs, and a course grained sand from 2.5 to approximately 8 feet bgs. TPH concentrations in sample TG-1 at 5 feet bgs indicated a TPH concentration of 68 mg/kg. This TPH concentration is well below the agreed upon TPH clean up level of 2,000 mg/kg. VOCs were not detected. 3.2.3 Oil and Gas Flowline Areas Soils in trenches TG-2, 3, 4, 7, '9, and 14 are a silty, fine grained sand from 0 to 3 feet bgs, and are a course grained sand from 3 to approximately 5 feet bgs, except for TG-14, where no sand Environmental Site Investigation, The Termo Company Page 7 i:\docs~2001~s~0123 lO.00\facilityinv,doc I Kennedy/Jenks Consultants I I I I I I I was encountered. No samples were collected for analysis, as there were no visual indications of soil discoloration observed and no PID screening measurements recorded for the soils in these trenches. 3.2.4 Two Small Wastewater Sump Areas TPH was detected at a concentration of 49 mg/kg from the sample collected from the three foot interval below the bottom of the active sump from Trench TG-13. This TPH concentration is well below the agreed upon TPH clean up level of 2,000 mg/kg. VOCs were not detected. Barium, chromium, cobalt, copper, lead, nickel, vanadium and zinc were detected at concentrations below their respective USEPA PRG's for soils in a residential scenario. Arsenic was detect at a Concentration of 7.3 mg/kg. Elevated naturally occurring arsenic concentrations are commonly founds in soils in C~lifornia. Although this arsenic concentration is above the USEPA PRG for arsenic in soils in a residential scenario, it is below the 10 mg/kg concentration that typically serves as a screening level for oilfield cleanups in other local jurisdictions in California (i.e. Huntington Beach). The anticipated location of the abandoned sump was investigated by trench TG-8. There were visual indications of a sump found in the trench. No PID measurements were recorded from the soils exposed in the trench. Based on field observations, no sample was collected from this location. I I 3.2.5 Shop and Office Buildings VOCs and SVOCs were not detected in either of the soil samples collected at the 1 foot interval. A floor drain within the Shop Building reportedly discharges to an onsite septic system. The floor drain area was not investigated by trenching due to its. inaccessibility within a building. The septic system was not investigated because there was no available information on its location. Page 8 Environmental Site Investigation, The Termo Company i:\docs~O01 ~Js\O 12310,O0\fadlityinv.doc I I I I I I I I I I I I I I I I I I I Kennedy/Jenks Consultants Section 4: Summary Of Investigation Findings Soil samples were collected from seven of the sixteen trenches excavated at the Site on October 16, 2001 to assess the presence and or absence of constituents of concern. The analysis performed for each sample location is shown on the Chain of Custody Form, located at the beginning of Appendix A. Analysis of soils for the TPH full screen method showed detection of TPH in two of the seven samples collected at concentrations well below the agreed upon TPH soil clean-up levels. One location was in the vicinity of oil well 16X and other location was the bottom the active sump. VOCs were not detected in the any of the seven sample collected for this analysis. SVOCs were not detected in the two samples collected for this analysis. 'Metals were detected at background concentrations in the two samples collected for this analysis. Environmental Site Investigation, The Termo Company Page 9 i:\docs~200 l~is~012310.O0\facilityinv.doc I I I I I I I I I I I I Kennedy/Jenks Consultants Section 5: Recommendations Based on the findings of the Phase II Environmental Site Assessment, Kennedy/Jenks does not recommend any additional environmental investigation of the Site, with the exception for the following three areas that were not accessible at .the time of the investigation: 1. Soil immediately underlying the Tank Farm. 2. Soil in the vicinity of produced water Injection well #25. 3. Soil in the vicinity of the floor drain inside the Shop Building. These areas are best investigated after facility decommissioning is completed in the case of the Tank Farm and Shop Building and during well abandonment activities for the two oil wells. This additional investigation can be conducted consistent with the Sampling and Analysis Plan procedures used during this investigation. Although this environmental investigation gives a good indication of the condition of the property, it is not uncommon to uncover discolored soil during site grading operations at former oilfield properties that was not detected during the Phase II Environmental Site Assessment. Kennedy/Jenks recommends that a qualified .environmental consultant be retained to provide direction to the grading contractor and to collect and analyze suspect soil discovered during grading operations. This monitoring of grading operations will not only address removal of crude oil impacted soil close to the surface, but also any discolored soil associated with previously abandoned oil wells, out of service flow lines and the suspected onsite septic field that could not be located atthe time of the investigation. Consistent with the results from the original Phase II Assessment, no contaminated soils were discovered that had concentrations of constituents of concerns above the previously agreed upon soil clean up levels. As such, on behalf of Ernest Antongiovanni and The Termo Company (Termo), Kennedy/Jenks Consultants (Kennedy/Jenks) requests a "No Further Action Required" letter from the City of Bakersfield Fire Department (Bakersfield Fire Department). BACKGROUND Kennedy/Jenks was retained by Termo to perform a Phase II Environmental Site Assessment (Phase II Assessment) of the Gosford Statex Site. The purpose of the Phase II Assessment was to investigate areas where soils might be impacted by oil and gas production operations in anticipation of plans to redevelop the Site for residential use. The City of Bakersfield Fire Department approved the following soil total petroleum hydrocarbon (TPH) clean-up goals for the Site: · TPH gasoline range (C4-C12) - 10 mg/kg · TPH diesel range (C12-C22) - 2,000 mg/kg · TPH motor oil range (C23+) - 2,000 mg/kg The approved soil clean-up goal for other potential constituents of concern is the U.S. EPA Regional IX Preliminary Remediation Goals for a residential scenario. Kennedy/Jenks directed the activities of an excavation contractor in trenching operations in collecting soil samples for analysis. The following features were investigated: · Tank Farm and Processing Facility · Well Head sites · Oil and Gas Flow Lines · Two Small Sumps · Shop and Field Office Buildings Soil samples were collected from seven of the sixteen trenches excavated at the Site, as shown on Figure 2. Analysis of soils for TPH showed detection of TPH in two of the seven samples collected at concentrations well below the agreed upon TPH soil clean-up levels. VOCs were not detected in the any of the seven sample collected for this analysis. SVOCs were not detected in the two samples collected for this analysis. Metals were detected at background concentrations in the two samples collected for this analysis. Based on the findings of the Phase II Environmental Site Assessment, Kennedy/Jenks recommended that no additional environmental investigation of the Site was necessary, with the exception for the following three areas that were not accessible at the time of the investigation: 1. Soil immediately underlying the Tank Farm. 2. Soil in the vicinity of the floor drain inside the Shop Building. 3. Soil in the vicinity of produced water Injection well #25. Our recommendations stated that it would be better to investigate these areas after facility decommissioning was completed. The Bakersfield Fire Department concurred with this recommendation. Facility decommission was completed in July 2002 and Kennedy/Jenks conducted this supplemental Phase II Assessment on 24 July 2002. GENERAL SAMPLING PROCEDURE Kennedy/Jenks directed an excavation contractor in excavating three trenches- one within the boundaries of the former tank farm, one adjacent to the former shop building, and one adjacent to the former produced water injection well. Trench locations are shown on Figure 2. The supplemental Phase II Assessment was performed in accordance with the methodology approved by the City of Bakersfield Fire Department on 16 October 2002, which was also used during the original Phase II Assessment. Five soil samples were collected for analysis. All soil samples were analyzed for TPH full screen (C4-C40), VOCs by EPA Method 8260 and SVOCs by EPA Method 8270. All soil samples were collected in pre-cleaned eight-ounce glass jars. Upon retrieval from the trenches, the sample containers were affixed with a label, supplying information including the project identification, the sample number, the collection date and time, and the collector's initials. All samples were chilled and transported under EPA chain-of- custody protocol to Zymax Analytical Labs in San Luis Obispo, California, a state-certified analytical laboratory. Chain-of-custody forms are contained in Appendix A. A more detailed description of sampling activity in each of the three trenches is discussed below. TANK FARM The former Tank Farm was located near the center of the Site and measured approximately 100 feet by 50 feet. One trench was excavated across the length of the tank farm, underneath the center of the three tanks that formerly occupied the area, to a depth of 4 feet below ground surface (bgs). The trench location is shown on Figure 2. Discoloration was only seen in surface soil, with crude oil impacted soil limited to a depth of approximately 1 foot bgs. Two samples were collected from the trench at the four foot interval- TG16-4' from the southern portion of the Tank Farm and TG-17-4' from the northern portion of the Tank Farm. Collected samples were analyzed for TPH, VOCs and SVOCs. SHOP BUILDING The Shop Building was used to perform maintenance activities and for the storage of drums containing cleaning solvent and oilfield treatment chemicals. Inspection of the Shop Building during the original Phase II .Assessment activity revealed the existence of a floor drain. The drain was presumed to be linked to an onsite septic system, although the oilfield operator did not have specific knowledge about this septic system. One trench was excavated along the north side of the former shop building to a depth of 4 feet below ground surface (bgs). Trenching was continued to the east beyond the former shop building to attempt to locate the septic system. A septic tank, with approximately dimensions of 4 feet by 10 feet, was revealed during trenching operations. Kennedy/Jenks understands that Termo is retaining a contractor to remove this sePtic tank. The trench location is shown on Figure 2. No soil discoloration was observed. Two samples were collected from the trench at the four foot interval- TG18-4' from an area adjacent to the former shop building and TG-19-4' in the vicinity of the discovered septic tank. Collected samples were analyzed for TPH, VOCs and SVOCs. PRODUCED WATER INJECTION WELL Trenching was not conducted adjacent to the injection well during the original Phase II Assessment because the wellhead was located in the middle of an agricultural field, with no road access to the locations. No DISCUSSION OF RESULTS Analysis of soils for the TPH full screen method showed detection of TPH in one of the five samples collected at concentration of 40 mg/kg, well below the agreed upon TPH soil clean-up level. This location was in the vicinity of the septic tank (TG19-4'). VOCs and SVOCs were not detected in the any of the five sample collected for this analysis. Laboratory analytical results are contained in Appendix A. RECOMMENDATIONS Based on the findings of the Phase II Environmental Site Assessment, Kennedy/Jenks does not recommend any additional environmental investigation of the Site and requests issuance of a "No Further Action Required" letter from the Bakersfield Fire Department. Kennedy/Jenks recommends that a qualified environmental consultant be retained to provide direction to the grading contractor in the 'event that suspect soils or subsurface structures are discovered during grading operations. Ernest Antongiovanni would like to proceed with development of the southwest'portion of the Site as soon as possible. As such, your expeditious review of this letter report and issuance of a "No Further Action Required" letter would be greatly appreciated.
