The tank farm handles one (1) producing well and one (1) injection well. All of the tanks are fixed roof bolted steel tanks. A rupture is very improbable and a leak in a seam would be very visible. The "A" Lease produces 10 barrels of oil and 20 barrels of water per day. The tank farm has a large sump behind it that would catch any large spill and contain it. Ail oil field chemicals are stored in plastic or metal drums for in line injection. The chemical drums are stored in areas with containment basins. A leak from an individual well head would be contained by the well cellar and a flow line leak would be bermed before it could leave the well area. Operators check well sites two (2) times during the day. The tank farm and well sites are surrounded by farm land. 3275 CHERRY AVENUE LONG BEACH, CALIFORNIA 90807 siness Name [NVElqIFORY DOUS MATERIALS I Page/__of?~. O. Box 2767 Long Beach, CA 90801 RE: Canfield Ranch "A" Lease Billing Dear Ms. Black: This letter is in reply to your questions regarding the Canfield Ranch "A" Lease 1996 Hazardous Materials Handling Fee Billing. Although the bills are mailed in January, the billing period is from July 1, 1995 to June 30, 1996. You state that the effective date of transfer of the "B" Lease was February 1, 1996. The current bill is due and payable due to the fact that the city has a policy of not prorating any bills. However, we will make the necessary adjustments for future billings. Thank you, ,m Esther Duran Environmental Services THE TERMO COMPANY P.O. Box 466, Bakersfield, California 93302. The Contact for Stream Energy is Mr. Jeff Smith and he can be reached at (805) 324-8185. Regarding the Hazardous Materials Handling Fee billing for Canfield Ranch, I assume that the 'fees listed on the enclosed billing is for both leases. I am requesting that the billing be reviewed to determine if this is correct or not. If an inspection of the Canfield Ranch "A" Lease is required to determine proper billing, please call me at (310) 595-7401-236. Thank you for your help in this matter. The "A" Lease consists of one (1) 2,000 barrel produced water tank, one (1) 1,000 barrel wash tank and one (1) 1,000 barrel crude .oil storage tank. The tank farm handles one (1) producing well and one (1) injection well. .- The "B" Lease consists of one (1) heater treater (not fired), one (1) free water knock out pressure vessel, one (1) 2,000 barrel wash tank, two (2) 1,000 barrel crude oil storage tanks and one (1) -' 500 barrel waste water tank. The tank farm handles eight' (8) wells of which four (4) are p'roducing and four'(4) are shut in. All of the produced water is injected into the injection well on the "A" Lease. . All of the tanks are fixed 'roof bolted steel tanks. A rupture is very improbable and a leak in a seam would be very visible. The "A" Lease produces only five (5) barrels of oil and 15 barrels of water per day and any leak would be contained in the tank farm. '~ The ,,B,, Lease Produces 60 barrels of oil and 525 barrels of water per day. The tank farm has a large sump behind it that would catch any large spill and contain it. ' All oil field chemicals' are stored in plastic or metal drums for in line injection. The chemical drums are stored in .areas with containment basins. A leak from an individual well head would be contained by the well cellar' and a flow line leak would be discovered .and burmed before it could leave the well area .... .Note: Both the tank farms are surrounded by fam~ land. The "A" Lease consists of one (1) 2,000 barrel produced water tank, one (1) 1,000 barrel wash tank and one (1) 1,000 barrel crude oil storage tank. The tank farm handles one (1) producing well and one (1) injection well. The "B" Lease consists of one (1) heater treater (not fired), one (1) free water knock out pressure vessel, one (1) 2,000 barrel wash tank, two (2) 1,000 barrel crude oil storage tanks and one (1) 500 barrel waste water tank. The tank farm handles eight (8) wells of which four (4) are producing and four (4) are shut in. All of the produced water is injected into the injection well on the "A" Lease. All of the tanks are fixed roof bolted steel tanks. A rupture is very improbable and a leak in a seam would be very visible. The "A" Lease produces only five (5) barrels of oil and 15 barrels of water per day and any leak would be contained in the tank farm. The "B" Lease produces 60 barrels of oil and 525 barrels of water per day. The tank farm has a large sump behind it that would catch any large spill and contain it. All oil field chemicals are stored in plastic or metal drums for in line injection. The chemical drums are stored in areas with containment basins. A leak from an individual well head would be contained by the well cellar and a flow line leak would be discovered and burmed before it could leave the well area. Note: Both the tank farms are surrounded by farm land. 3275 CHERRY AVENUE LONG BEACH, CALIFORNIA 90807 THE TERMO COMPANY P.O.
