BAKERSFIELD, KERN COUNTY
You submitted Third Quarter 2003 Groundwater Monitoring Report (Report) dated 3 November 2003
and prepared by Delta Environmental Consultants, Inc., Monrovia (Delta). The Report documents a
quarterly groundwater monitoring event at the above-referenced site on 3 September 2003. Previous
subsurface soil investigation and groundwater monitoring indicates that gasoline- and diesel-range
petroleum hydrocarbons and the fuel oxygenate methyl tertiary butyl ether (MTBE) leaked at the subject
facility degrading soil and that MTBE has degraded groundwater. A low concentration of MTBE was
detected in one groundwater sample this quarter. We request that you continue quarterly groundwater
monitoring. "Full scan" EPA Method 8260 and dissolved lead analyses should be conducted again
during the fourth quarter 2003 and will probably not be requested thereafter. We anticipate that general
minerals, nitrate and total Kjeldahl nitrogen analyses may also be discontinued provided that you
conduct these analyses again during the first quarter 2004. A summary of the Report and our comments
follow.
Report Summary
Blaine Tech Services, Inc., San Jose (Blaine Tech) collected groundwater sarnples from monitoring
wells MW-1 through MW-5 on 3 September 2003. Depth-to-groundwater was measured from 15.28 to
19.31 feet below the tops of the casings (below TOC). Groundwater flow direction was toward the
southeast with a water table slope of 0.013 feet per foot.
The samples were analyzed for total petroleum hydrocarbons as gasoline (TPH-g) by EPA Method
8015M, and for the analytes that typically comprise a "full scan" EPA 8260B analysis, including
benzene, toluene, ethylbenzene, and xylenes (BTEX), MTBE, TBA (tertiary butyl alcohol), di-isopropyl
ether (DIPE), ethyl tertiary butyl ether (ETBE), tertiary amyl methyl ether (TAME), 1,2-dichloroethane
(1,2-DCA) and 1,2-dibromoethane (EDB) by EPA Method 8260B. The samples were also analyzed for
dissoNed lead by EPA Method 6010B. MTBE was detected in MW-4 at 3.4 micrograms per liter
(gg/L). No other analytes were detected in.the samples. MTBE was detected in MW-3 at 17 pg/L

Samples from MW-1, MW-3, and MW-4 were also analyzed for general minerals (various methods),
nitrate by EPA Method 300.0, and total Kjeldahl nitrogen (TKN) by EPA Method 351.3. Total
dissolved solids (TDS) ranged from 130 to 150 milligrams per liter (mg/L). Specific conductance (EC)
ranged from 230 to 250 micromhos per centimeter. Total hardness ranged from 66 to 74 mg/L.
Alkalinity (as CaC03) ranged from 50 to 66 mg/L. Sulfate ranged from 17 to 22 mg/L. Nitrate was
detected fi'om 0.42 to 1.5 mg/L. TKN was detected in MW-4 at 0.56 mg/L.
Comments

KHM Environmental Management's GRASP Site Assessment Report dated 9 May 2003. Low
concentrations of TPH-g, total petroleum hydrocarbons as diesel (TPH-d), MTBE, and TBA were
detected in subsurface soils adjacent to the UST system. Low concentrations of MTBE were detected in
groundwater samples collected from on-site monitoring wells during previous groundwater monitoring
events. We requested by our 3 July 2003 letter that you subrnit a work plan to investigate the extent of
impacted soil and groundwater. We approved Work Plan.for A&titional Site Assessment (Work Plan)
dated 3 October 2003 and prepared by KHM Environmental Management, Inc. (now Delta).
We request that you continue quarterly groundwater monitoring.
Our letter dated 23 July 2003 requested that you confirm chemicals of concern (COCs) by also analyzing
at least three groundwater samples for the analytes usually reported in a full EPA 8260 analysis
(approximately 63 to 67 analytes) and dissolved lead during the third and fourth quarters of 2003.
Samples for dissolved lead were to be filtered in the field prior to acid preservation or filtered in the
laboratory prior to acid preservation within 24 hours of sample collection. These procedures were to be
noted on chain-of-custody documentation. You conducted "full scan" EPA Method 8260 and dissolved
lead analyses during the third quarter 2003. Provided that you conduct this analysis during the fourth
quarter 2003 and that no significant concentrations of analytes other than BTEX and the fuel oxygenates

analysis may be subsequently discontinued.
Our letter also requested that you conduct general minerals, nitrate, and total Kjeldahl nitrogen analyses
during two non-consecutive quarters to characterize groundwater quality. You were to conduct these
analyses on samples from at least one upgradient and two downgradient mo~xitoring wells. You
conducted these analyses during the third quarter 2003. Conduct these analyses again during the first
quarter 2004. Provided that you conduct these analyses during the first quarter 2004, we anticipate that
these analyses may be subsequently discontinued.
Please submit the Fourth Quarter 2003 Groundwater Monitoring Report by 2 February 2004.

Groundwater Monitoring Report 030903-SH-1
Tkisreport covers the routine monitoring of. groundwater wells at tlfis Shell-branded facility. In
accordm~ce with standard procedm'es that conform to Regional Water Quality Control Board
requirements, routine field data collection includes depfl~ to water, total well depth, tlfictmess of
any separate inuuiscible layer, water colmnn volunae, calculated ptrrge volmne (if applicable),
elapsed evacuation time (if applicable), total volume of water removed (if applicable), and
standard water'parameter instrument readings. Smuple material is collected,' contained, stored,
mhd transported to the laboratory in confomxance wifl~ EPA standards. Purgewater (if appl/cable)
is, likewise, collected and transported to D.K. Envkomrtental.
'Basic field i~ffom~ation is presented alongside analytical values excerpted from the laboratory
report in the cumulative table of WELL CONCENTRATIONS. The full mmiytical report for
the most recent samples and the field data sheets are attached to this report.
At a milzhuum, Blaine Tech Services, Inc. field personnel are certified on completion of a forty-
hour Hazardous Materials and Emergency Response training course per 29 CFR 1910.120. Field
personnel are also enrolled in annual eight-hour refresher courses.
