Soil sampling was conducted during due diligence assessment activities and the removal of the underground storage tanks and the associated fueling system. Remediation (overexcavation) of impacted soil was also conducted. These activities were performed by Pacific Environmental Group (PEG) and Environmental Resolutions, Inc. (ERI), Tosco Marketing Company-approved environmental consulting firms. As presented in both reports, petroleum hydrocarbons encountered in the subsurface were non detectable to Iow concentrations in most areas. Gasoline-range hydrocarbons and BTEX, however, were detected in soil samples from the southern . portion of the tank cavity. This area of impacted soil was overexcavated resulting in non detectable or significantly reduced concentrations of hydrocarbons. Based on these results and the fact that groundwater is greater than 100 feet, it is Tosco's technical opinion that both the lateral and vertical extent of hydrocarbon impact has been adequately delineated and that no threat to groundwater or human health exists at this site. Therefore, Tosco respectfully requests that The Bakersfield Fire Department grant an environmental case closure for this site. Dear Mr. Ralston: At the request of Tosco Marketing Company (Tosco), Environmental Resolutions, Inc. (ERI) performed an environmental investigation at the subject site in conjunction with the removal of three gasoline underground storage tanks (USTs), one used-oil UST, the associated product piping, and the dispensers. Tosco requested ERI conduct the investigation to evaluate soil conditions beneath the site. BACKGROUND The site is located on the west side of Oswell Street, just south of the Oswell Street off-ramp for Highway 178, and north of Mall View Road in Bakersfield, California, as shown on the Site Location Map (Plate P-l). The locations of former USTs, dispensers and dispenser islands, and other selected site features are shown on the Generalized Site Plan (Plate P-2). Properties in the vicinity of the site are predominantly occupied by commercial developments and retail businesses. FIELD WORK ERI performed field work at the site on May 27, 1998, in accordance with ERI's Field Procedures (Attachment A) and Site Safety Plan. Field work and soil sampling are discussed below. Removal of USTs On May 27, 1998, ERI's representative observed Environmental Tank Specialists, Inc. (ETS) of Anza, California, remove four double-wall fiberglass USTs (two 10,000-gallon and one 12,000-gallon gasoline USTs [tanks' TI, T2, and T3, respectively], and one 550-gallon used-oil tank [tank T4]. Inspection of each tank upon removal revealed that the four USTs were intact and had no visible holes, cracks, or staining. Groundwater was not observed within the tank excavations by ERI. Inspector Steve Underwood of the Bakersfield City Fire Department, Office of Environmental Services (BCFD) observed tank removal and soil sampling. The tanks were transported by an ETS subcontractor to A&M Disposal and Recycle in Bakersfield, California for recycling. ERI's representative collected samples of native soil from approximately 2 and 6 feet below the bottom Of each tank (approximately 14 and 18 feet below ground surface [bgs] for the gasoline USTs, and approximately 9 and 13 feet bgs for the used-oil tank). The samples were cOllected at each end of tanks T1 and T2, from the center and at each end of tank T3, and at the center of tank T4. Inspector Underwood of the BCFD observed soil sampling by ERI. Soil sample locations and sample collection depths were approved by Inspector Underwood. Sample locations are shown on Plate P-2. Removal of Product Lines and Dispehsers ETS removed product piping and dispensers prior to the arrival of ERI or BCFD representatives. Product and vapor lines consisted of 2-inch diameter single-wall fiberglass pipe. On May 27, 1998, ERI's representative collected samples of native soil from beneath the four former dispenser locations. Soil samples were collected at approximately 3 and 6 feet bgs beneath the dispensers on each of the two dispenser islands. Soil sampling was observed by Inspector Underwood, and soil sample locations and sample collection depths were approved by the BCFD. Sample locations are shown on Plate P-2. UST Overexcavation On May 27, 1998, ERI's representative observed ETS perform overexcavation of hydrocarbon- impacted soil from beneath the southern end of the gasoline USTs (tanks TI, T2, and T3). Soil was excavated to maximum depths of approximately 25, 22, and 20 feet bgs beneath tanks-TI-, T2, and T3, respectively. The soil removed from the overexcavation area was stockpiled on site. ERI's representative collected native soil samples from the bottom of the overexcavated areas when non hydrocarbon-impacted soil was encountered (based on visual field observations and soil screening for volatile organic compounds using a photo-ionization detector). Samples were collected by ERI at 25, 22, and 20 feet bgs. Sample locations are shown on Plate P-2. LABORATORY ANALYSES AND RESULTS ERI submitted soil samples to BC Laboratories, Inc. (California Certification #1186), of Bakersfield, California for analysis. The laboratory analyses, methods of testing, and analytical results are summarized in Table 1. Copies of the laboratory reports and Chain of Custody Records are provided in Attachment C. The highest total petroleum hydrocarbons as gasoline (TPHg), total ,xylenes, and methyl tertiary-butyl ether (MTBE) concentrations detected in the dispenser islands were 3.4 milligrams per kilogram (mg/kg), 0.31 mg/kg, and 4.2 mg/kg, respectively, in sample S-6-D4, collected at 6 feet bgs beneath the eastern dispenser 'island. Benzene and toluene were also detected at 0.013 mg/kg and 0.036 rog/kg, respectively, in sample S-3-D4, collected at 3 feet bgs beneath the eastern dispenser island. Ethyibenzene was not detected above the stated laboratory detection limit. 2 ERI 188632.R01 Tosco Station gl 1160, Bakersfield, California September 3, 1998 The highest TPHg, ethylbenzene, and total xylenes concentrations detected in the gasoline UST excavation were 7,800 mg/kg, 13 mg/kg, and 1,200 mg/kg, respectively, in sample S-14-T1S, collected at 14 feet bgs beneath the southern end of tank TI. Ethylbenzene was also detected at 13 mg/kg in sample S-14-T2S collected at 14 feet bgs beneath the southern end of tank T2. Sample S- 14-TIS, which contained the highest TPHg of the samples analyzed, was also analyzed for Total Lead. Total Lead was detected at a concentration of 23 rog/kg. The highest benZene, toluene, and MTBE concentrations were detected in sample S-14-T2S, at 14 mg/kg, 0.75 mg/kg, and 15 mg/kg, respectively. The highest TPH as diesel (TPHd) and total recoverable petroleum hydrocarbon (TRPH) concentrations detected in the used-oil UST excavation were 28 mg/kg and 730 rog/kg, respectively, in sample S-9-T4, collected at 9 feet bgs beneath tank T4. The highest residual toluene concentration detected in the overexcavation area samples was 0.010 rog/kg, in sample S-25-T1S, collected at 25 feet bgs at the southern end of tank TI. The highest residual total xylenes and MTBE concentrations detected in the overexcavation area samples were 0.015 rog/kg and 0.26 rog/kg, respectively, in sample S-20-T3S, collected at 20 feet bgs at the southern end of tank T3. TPHg, benzene, and ethylbenzene concentrations were not detected above the stated laboratory detection limit. SAMPLING AND DISPOSAL OF STOCKPILE SOIL ETS excavated and removed approximately 350 tons of backfill material from the gasoline UST excavation and approximately 25 tons of backfill material from the used-oil tank excavation. Backfill material was contained in stockpiles SP1 and SP2, respectively. Approximately 57 tons of hydrocarbon-impacted soil overexcavated from beneath the southern end of the gasoline USTs was contained in stockpile SP3. ERI's representative collected one composite sample from stockpile SP1, and samples from SP2 and SP3 for analyses. Results of laboratory analyses are shown in Table 1. The backfill material from the gasoline UST excavation contained in SP1 was removed from the site by ETS and transported offsite. At Tosco's request, Lutrel Trucking, Inc., of Bakersfield, California transported and disposed of backfill material contained in SP2 (from the used-oil tank excavation) and hydrocarbon-impacted soil contained in SP3 (overexcavated from the gasoline UST excavation), at McKittrick Landfill in McKittrick, California. The disposal documentation is provided in Attachment D. CONCLUSIONS As described above, ERI performed an environmental investigation at the subject site in conjunction with the removal of four USTs, the associated product piping, and the dispensers. The investigation consisted of soil sampling as well as remedial activities in the form of overexcavation. Based on the results of this investigation, ERI presents the following conclusions: The primary source of hydrocarbon contamination to soil and groundwater was represented by the gasoline and used-oil USTs, dispensers, and associated piping. These primary sources have been removed from the site. ERI 188632.R01 Tosco Station #11160, Bakersfield, California September 3, 1998 The secondary source of contamination to groundwater was represented by hydrocarbon contamination in soil. Based on field observations and analytical results collected during soil sampling and overexcavation, hydrocarbon-impacted soil is not present beneath 25 feet bgs in the gasoline UST excavation, and is not present beneath the used-oil tank excavation or the former dispenser island locations. Hydrocarbon-impacted soil was overexcavated from the gasoline UST excavation to a maximum depth of approximately 25 feet bgs. This secondary source of hydrocarbon contamination to groundwater was removed from the site. The average depth to domestic drinking water in the vicinity of the site is relatively deep, approximately 300 feet bgs. The site has been delineated both vertically and horizontally in the areas that were investigated by ERI. It is ERI's and TOSCO's opinion that no further work is necessary and that site closure is warranted with respect to petroleum hydrocarbons in soil at the site. LIMITATIONS This report was prepared in accordance with generally accepted standards of environmental geological practice in California at the time this investigation was performed. This investigation was conducted solely for the purpose of evaluating environmental conditions of the soil with respect to hydrocarbons in soil. No soil engineering or geotechnical references are implied or should be inferred. Evaluation of the geologic conditions at the site for the purpose of this investigation is made from a limited number of observation points. Subsurface conditions may vary away from the data points available. The Site Safety Plan is applicable to personnel of ERI and to subcontractors of ERI. Personnel scheduled to work at the site were briefed on the contents of the Site Safety Plan before work began. A copy of the Site Safety Plan was kept at the work site and was available for reference by appropriate parties during work at the site. The geologist from ERI was the Site Safety Officer onsite. Samplim, Under Former Dispensers and Undereround Storaee Tank,: Soil samples obtained from beneath the dispenser_s were collected by driving a hand-operated percussion sampler fitted with a clean brass sleeve into the soil. The sleeve was removed from the sampler and sealed promptly with Teflon® tape and plastic end caps. Samples obtained from the gasoline and used-oil UST excavations, and overexcavation areas, were obtained with the use of a backhoe by pushing a clean brass sleeve into the soil contained between the teeth of the backhoe bucket. A photo-ionization detector (PID) was used to evaluate the presence of hydrocarbon vapors in soil samples. Field instruments such as the PID are useful for indicating relative levels of hydrocarbon vapors, but do not detect the concentration of hydrocarbons present with the same precision as laboratory analyses. Sampling of Stockpiled Soil These samples were collected and analyzed to characterize the soil for disposal. A PID Was used to assist in selecting samples representative of the stockpile. Each of these soil samples was collected by driving a hand-operated percussion soil-sampling device lined with a clean brass sleeve into the soil after approximately I foot of soil was removed from the stockpile. Each sample sleeve was removed from the sampler and promptly sealed with Teflon® tape and plastic caps. The sample was then labeled and placed in iced storage. Samples were collected as needed for approximately every 100 cubic yards of stockpiled soil; samples were comp·sited into one soil sample for stockpile SP1 by the analytical laboratory. Sample Labeling and Handling The soil samples selected for possible laboratory analysis were removed from the sampler and quickly sealed in their brass sleeves with Teflon® tape and plastic caps. The respective sample containers were labeled in the field with the job number, sample location and .depth, and date, and promptly placed in iced storage for transport to the laboratory. Chain of Custody Records were initiated in the field by the geologist and accompanied the samples to a laboratory certified by the State of California to perform the analyses requested.
