(PEG) has prepared this letter to document a due diligence site assessment performed at the site i:eferenced above. The purpose of the investigation was to evaluate for the presence or absence of petroleum hydrocarbons in soils underlying the site, prior to a potential divestment from the facility by Tosco. This investigation was performed in' aqcordance with a PEG Due Diligence Site Assess~ent Work J>lan ~dated March 11, 1998. PEG's assessment included the fo!lowing activities: installation of nine exploratory borings using GeoprobeTM hydraulic drilling and sampling equipment in the areas of the underground storage tanks (USTs)~ product islands, waste oil tank, and recreational vehicle dump station; collection of surface soil samples from beneath the prodUct dispensers; chemical analyses of selected soil samples; and preparation of this letter. The locations and designations of the exploratory borings and surface soil samples are shown on Figure 1. Soil analytical data are presented in Table 1. Field and laboratory procedures used during the assessment are presented as Attachment A. Boring logs and certified, analytical reports and chain-of-custody documentation are presented as Attach- ments B and C, respectively. 2025 Gateway Place, Suite 440 · San Jose, California 95'110-1014 (408) 441-7500 FAX (408) 441-7539 April 30, 1998 Page 2 SCOPE OF WORK Pre-Field Activities Prior to field drilling and sampling activities, PEG informed the site operator of the scheduled work, and notified Underground Services Alert. PEG also prepared a site- specific health and safety plan for.use during field activities. Borin~ pern:dts were .not required for the work performed during this investigation. Exploratory Borings Drilling ac. tMties were performed on March 23 and 24, i 998. To investigate the UST 'complex, PEG drilled four explorfitory borings, designated P-1 throhgh P-4 (Figure 1, Attachment A). Boring P-4 was used with Borings P-5, P-6, anc~ P-7, to evaluate the 'area of the product dispenser islands. Boring P-8 was drilled to investigate the location of the undergiound waste oil storage tank. Boring P-9 was drilled to investigat~ the area of the recreational vehicle'septic dump station in the southern portion of the sitel The exploratory borings were drilled to total depths ranging from 15 to 20 feet below ground surface (bgs). Surface Soil Samples On March 23, 1998, PEG collected four surface soil samples, designated SS-1 through · SS-4, from beneath the existing product dispensers at the site. Laboratory Analyses " All soil samples were submitted to.a state-certified analytical laboratory for analysis. Soil samples collected from ~he areas of the USTs and product dispenser islands were analyzed' for the presence of total purgeable petroleum hydrocarbons calculated as gaso- line (TPPHcg), benzene, toluene, ethylbenzene, and xylenes (BTEX compounds), methyl tert-butyl ether (MtBE), and total lead. Soil samples collected from the'area of the underground waste oil storage tank and recreational vehicle dump station were analyzed for the presence of TPPH-g, BTEX compounds, MtBE, total extractable petroleum hydrocarbons calculated as diesel (TEPH, d), total oil and grease (TOG), halogenated volatile organic compounds (I-IVOCs), and Cadmium, chromium, nickel, lead, and zinc. In addition, the soil-sample containing the greatest concentration of TPPH-g was analyzed for the presence'Of the fuel oxygenates MtBE, tertiary amyl-methyl ether (TAM~), tertiary-butylalcohol, diisopropylether (DIPE), and erhyl ten-butyl ether (EtBE). 3111871A/REPORT April 30, 1998 Page 3 FI2YDINGS Subsurface Conditions The surficial soils underlying the site consist of dark yellow-brown well_graded sand to a depth of approximately 7 feet bgs. This uppermost sand typically consists of fine to coarse sand, with some subrounded fine gravel. The uplSermost sand generally contains only trade fines, but includes as much as 15% silt in the location of Boring P-1. A dark yellow-brown silty sand underlies the surficial well-graded sand. The silty Sand is 0fa uniform 10-foot thickness, and lies between the depths of approximately 7 and 17 feet bgs. The silty sand is'underlain by a brownish-yellow poorly graded sand. This poorly graded sand consists primarily of subangular to subrounded coarse sand, with lesser fine to medium sand, and trace silt. The poorly ~aded Rand was encountered between.depthS of 17 and 20 feet bgs in the locations of Borings P-1 through' P-4, which were the only b6rings to reach'this dePth. The poorly graded sand is of a minimum thickness of at least 3 feet. GroUndwater was not 'encountered to a depth of 20 feet bgs; the maximum depth explored during this investigation. Laboratory Analytical Results Soil analytical data are presented in Table 1.. Detectable concentrations of petroleum hydrocarbons were present in two samples; Boring P-7 at 15 feet bgs, and Boring P-9 at 5 feet bgs. The soil sample cOllected at a depth of 15 feet bgs from Boring P-7, located north of the eastern product dispenser island, contained concentrations of 5.2 pans per million (,Ppm) TPPH-g, 0.070 ppm toluene, 0.059 ppm ethylbenzene, and 0.56 ppm xylenes. Confir- mation apalyses for fuel oxygenates indicated that this soil sample'did not contain 'd~tect- able concentrations of MtBE, TAME, tertiary-butylalcohol, D~E, or EtBE. However, the confirmation analysis also indicated that the sample did not contain detectable concentrations of toluene or etl~ylbenzene, and reduced the quantified concentration of xylenes.to 0.05 ppm. The soil sample .collected at a depth of 5 feet bgs from Boring P-9, adjacent to the recreational ve_hicle septic dump station, contained concentr, ations ~)f 52 pPm TEPH-d and 350 ppm TOG, but did not contain detectable concentrations of o~her petroleum 3111871A/RF_~PORT April 30, 1998 Page 4 I I I, I I I I I hydrocarbons. S0il samples collected at the'depths of 10.and 15 feet bgs from Boring P-9 did not contain detectable concentrations of petroleum hydrocarbons. CONCLUSIONS The combined results of the laboratory, analyses performed for the soil sample collected at a depth of 15 feet bgs from Boring P-7 'suggest.that petroleum hydrocarbon concen- trations in that area are limited to 5.2 ppm TPPH-g and 0.05 ppm xy!enes. While the most likely origin of these hydrocarbons is inferred to be the northern product dispenser on the easternmost product dispenser island, soil sample SS_-4, collected immediately beneath that product dispenser, did not contain detectable concentrations of petroleum - hydrocarbons. Analytical results for the soil sample collected at 5 feet bgs from Boring P-9 indicate th~ presence of approximately~350 ppm of relatively heavy-petroleum hydrocarbons in shal-' low soils in the vicinity of the recreational vehicle septic dump station.. The borings were logged by a Pacific Environmental Group, Inc. (PEG) geolo- gist using standard geologic techniques. Soil samples for lithologic logging and laboratory analysis were collected at depth intervals of 5 feet or less, by advancing the hollow-stem rods into undisturbed soil. The sampler was then driven using a hydraulic hammer or downward pressure. Soil samples for laboratory analysis were retained in the acetate liners, capped with Teflon® sheets and plastic end caps,'and placed in sealed plastic bags. These samples were placed in a cooler on ice for transport to the laboratory, accompanied by chain-of-custody documenta- tion. Upon completion of drilling and soil sampling activities, the exploratory borings, were back- filled with bentonite. All down-hole drilling equipment was steam-cleaned prior to the drilling of each boring.. Surface Soil Sampling Prior to the collection of surface soil samples, a few inches of soil were scraped from the area to be sampled. Surface soil samples were then collected from the freshly-exposed soil using 2-inch diameter brass sample liners. The samPle liners were hand-filled with soil, and capped with Teflon® sheets and plastic end caps. The samples were then placed in sealed Plastic bags, and transported on ice to the laboratory, accompanied by .chain-of-custody documenta- tion.. Laboratory prOcedures Selected soil samples were analyzed for the presence of total ~purgeable petroleum hydrocar- bons calculated as gasoline (TPPH-g) and total extractable petroleum hydrocarbons calculated 3111871A/REPORT - A - 1 April '30,. 1998 as diesel (TEPH-d) by EPA Method 8015 (modified), for benzene, toluene, ethylbenzene, and xylenes (BTEX compounds) by EPA Method8020, and for halogenated volatile organic compounds (HVOCs) by EPA Method 8010. These analytical methods utilize gas chroma- tography and flame-ionization detection Or photo-ionization detection. Selected soil samples were also analyzed for the presence of total oil and grease by the gravimetric method, EPA Method 413.1. Selected samples were analyzed for the presence of fuel oxygenates, including tertiary- butanol, methyl tert-butyl ether (MtBE), diisopropylether (DI?E), ethyl tert-butyl ether (EtBE), and tertiary amyl-methyl ether (TAME), by EPA Method 8260. This method utilizes gas chromatography and mass spectrometry. Selected soil samples were analyzed for the presence of cadmium, chromium, nickel, lead, and zinc by EPA Method 6000. This analytical method utilizes acid digestion and inductively- coupled plasma.
