Site Description The Kern Community College District previously operated two (2) 5,000-gallon capacity underground tanks of single wall steel construction for storage of heating oil at their Bakersfield Junior College campus, 1801 Panorama Drive, Bakersfield California. The tanks have been out of service for an undetermined period of time. The installation dates of the UST's were also unavailable. The project site is currently operational as a Community College. The two UST's were located within separate areas of the campus facility. One fuel oil tank was located approximately 58 feet west of the southwest corner of the Men's Locker Room at the back of the Gymnasium (Building 6). Specifically the UST was located under asphalt in the center of a driveway approach to an adjacent parking lot. The tank had a north south orientation. The other fuel oil tank was located under asphalt approximately 50 feet west of the southwest corner of the Applied Sciences and Technology Building (Building 14) in the center of an open paved area. The UST also had a north south orientation. As a measure of compliance with the current City of Bakersfield Office of Environmental Services underground storage tank (UST) regulations, HPS Incorporated contacted KES to solicit a proposal to abandon the tanks by removal. HPS Incorporated engaged the services of Kern Environmental Service (KES) to coordinate the removal activities, obtain permits, take soil samples, and prepare a report of £mdings. The underground storage tank installation had no reported history of leakage. Permanent closure by removal, as presented in the Bakersfield Fire Department options for UST closure, was chosen as appropriate for the UST removal operation. IIPS Incorporated subcontracted Asbestos, Environment & Safety (AES) to oversee all KES field operations. AES representative, Mr. Kevin Grauilich, REA, REHS, was present to witness KES field work on this project. B. Permits On January 7, 1999 a permit application was submitted to the City of Bakersfield Office of Environmental Services. Permit No. BR-0254 was subsequently issued for removal of two 5,000-gallon capacity underground storage tanks. A copy of the permit for the fuel tank removal is included in Appendix A - Regulatory Documentation. UST CLOSURE REPORT BAKERSFIELD JUNIOR COLLEGE KES PROJECT NO. 4 98 303 JANUARY 29, 1999 PAGE 2 Ilo C. Subsurface Survey As a result of the close proximity of both UST's to suspected nearby utilities, KES subcontracted with Strata Geophysical Incorporated to perform a subsurface geophysical survey to confirm UST sizes, orientation, and to identify vent line, and supply and return line locations and adjacent utilities. Fieldwork by Strata was performed on January 8, 1999. As suspected, both UST's were noted to be in close proximity to surrounding utility lines including gas, water, and electrical. Universal color coding was employed by Strata to mark approximate locations and depths of subsurface features on the surface of the area surrounding each UST location. KES also contacted Underground Service Alert/USA Dig (Message No. 0347922) on January 11, 1999 for a report of utilities traversing the area. The USA inquiry indicated no facilities owned by oil companies, utility company companies, etc. were identified to be within the area targeted for removal of the UST's. Tank Removal A. Tank Preparation All free liquids had been removed from the tanks prior to KES's commencement of removal activities. On January 13, 1999 KES sawcut surface materials and excavated soils overlying both UST's. Both UST's had a manway to allow access to the UST interior for decontamination and inspection. On January 14, 1999, a steam cleaner was employed to decontaminate the interior of both tanks. Rinseate from the UST's was transported by KVS Transportation Incorporated via a Bill of Lading to Las Palmas Oil and Dehydration in Bakersfield for recycling. After decontamination by KES dry ice was applied to the tank's interior until satisfactory lower explosive limits (LEL) and oxygen content levels were achieved. The inerted tanks were loaded and transported via a Bill of Lading and Non Hazardous Manifest (Consignment No. 107/2365/99) to Valley Tree and Construction/A&M Disposal & Recycle in Bakersfield for scrapping/recycling. A copy of the shipping papers are included in Appendix A. Removal activities were witnessed by a representative of the Bakersfield City Fire Department, Office of Environmental Services and Asbestos, Safety & Environment. A concrete vault structure was present above each UST which extended from ground surface to the top of the UST. The vault structures were removed, broken into smaller pieces and transported offsite to an aggregate recycler along with asphalt paving materials. All concrete and asphalt waste material transported offsite was delivered to California Recycling Group, LLC in Bakersfield. UST CLOSURE REPORT BAKERSFIELD JUNIOR COLLEGE KES PROJECT NO. 4 98 303 JANUARY 29, 1999 PAGE 3 All vent lines and supply and return lines from both tanks were cut at the limits of the excavation and plugged with a concrete slurry mix. Vent lines protruding above the ground at both locations were removed to ground level and also plugged with concrete slurry. Decontamination, rinsing, excavation and removal of all lines to and from the UST's was not included within KES's scope of work. Excavated soil from the underground fuel storage tanks was stockpiled near the excavation. After removal of the UST and collection of required soil samples, the excavation was backfdled with the excavated soil, additional clean soil was imported to restore the UST excavation to grade. Clean fall sand was imported from Granite Construction Company's Arvin Plant. Water was added to backfilled soils to control fugitive dust emissions and to assist with soil compaction efforts. Mechanical placement of soils was undertaken to achieve adequate compaction. No compaction testing of backfilled soils was performed. Observations On January 14, 1999, both fuel oil tanks were removed from their respective locations. Said removal and associated soil sampling was witnessed by the Bakersfield Fire Department Office of Environmental Services representative Mr. Howard Wines. Mr. Kevin Graulich, Asbestos, Environment & Safety representative also witnessed removal and sampling operations. KES Project Manager, Mr. Harold Dean, reported soils surrounding both UST locations appeared to be visually free of fuel oil residues and related odors. The tanks were placed on a truck and transported to Valley Tree/A&M Disposal and Recycle in Bakersfield for disposal as scrap. Documentation is included in Appendix A. Both underground storage tanks were observed to be in good condition with no notable evidence of failure at any point in the system. Soil Sampling A. Sample Procurement and Analysis A total of four (4) soil samples were collected below each tank as directed by the local implementing authority on January 14, 1999 following UST removal activities. Samples were obtained at a depth of two feet and six feet below the bottom of both tanks and one third of the way in from each end. A backhoe was used to excavate representative samples of underlying soils from the two foot below the bottom of the tanks. As a result of physical limitations imposed by the backhoe, representative samples from the six foot depths were retrieved with a hand sampler and extension. UST CLOSURE REPORT BAKERSFIELD JUNIOR COLLEGE KES PROJECT NO. 4 98 303 JANUARY 29, 1999 PAGE 4 The samples were brought to surface grade for collection. Soil samples were collected by Kern Environmental Service Project Manager Harold Dean and Environmental Technician Phil Payne. The soil samples were collected in strict accordance with the City of Bakersfield Office of Environmental Services guidelines for soil sampling. The soil samples were analyzed by BC Laboratories, a California Department of Toxic Substances Control certified lab located in Bakersfield, California. The samples were handled and transported in accordance with EPA SW-846. The soil samples were tested for total recoverable petroleum hydrocarbons (EPA Method 418.1), total petroleum hydrocarbons (TPH) as diesel by DOHS/LUFT Manual Method, Modified EPA 8015M and for benzene, toluene, ethylbenzene, and xylenes (BTEX) and MTBE by Method 8020. Sample collection times and dates are recorded on the Chain of Custody Record (See Appendix B - Chain of Custody and Laboratory Chemical Results). B. Laboratory Chemical Analysis Results Laboratory results indicated the presence of hydrocarbon contaminants in small concentrations at both UST locations. Soil samples from the north end of the tank to the west of Building 14 indicated hydrocarbon contaminants to be present at both the 2 foot and 6 foot depths at less than 150 parts per million (ppm). All samples from the south end of the Building 14 tank were "non-detect" for the contaminants tested. Soil samples from the north and south end of the tank to the west of the gymnasium (Building 6) indicated the presence of minimal concentrations of hydrocarbon contaminants. The soil sample from 2 feet below the north end of the tank had a concentration of 25 ppm Total Recoverable Petroleum Hydrocarbons (TRPH) and the soil sample from 6 feet below the south end of the tank had a concentration of 28 ppm TRPH. No other contamination beneath the Building 6 tank was detected in the samples analyzed. The laboratory analysis is fairly consistent with field observations. Minor concentration levels of contaminants detected by laboratory analysis were most likely not visually apparent to field personnel. V. Conclusions and Recommendations This underground storage tank removal has been conducted in accordance with the City of Bakersfield Office of Environmental Services guidelines. Results of laboratory chemical analysis and field observations indicate that soil beneath both USTs may be impacted by minor concentrations of hydrocarbon contaminants. The local implementing authority will determine any further course of action to be undertaken at this location. Our records show, that your tanks located at Bakersfield College, 1801 Panorama do not meet those upgrade requirements. Huey, Direc o Office of Environmental Services REH/dm enclosure DRAFt" ONLY Introduction Contractor shall supply all labor, materials, equipment, insurance, permits and disposal to remove and close two heavy fuel oil underground storage tanks CUSTs), each with a capacity of approximately 5,000 gallons, at Bakersfield Community College, California. One UST is located beneath a driveway to a parking lot behind the Gymnasium Building and the other UST is located beneath the quadrangle next to the AST building and sits near underground vaults. Both of these USTs are located near a buried high-pressure natural ghs line and/or other utility lines. Scope of Work Following are the tasks required to remove/close the subject UST: O) Conduct a geophysical survey, employing the vertical gradient magnetics method, and/or ground penetrating radar, to search for USTs and delineate USTs location, as well as subsurface utility lines. Mark the approximate lateral dimensions of each UST identified on the ground, as well as subsurface utility lines. (2) Apply for and purchase all permits required for the removal and closure of the UST -- City of Bakersfield Fire Department (Fire Department) and San Joaquin Valley Air Pollution Control District (APCD). Contractor will, if necessary, furnish the client with a temporary State of California EPA Hazardous Waste Generator Number. (3) Prepare a site layout with UST locations and, after discussion with Fire Inspector, include proposed soil sampling locations. (4) Prepare site-specific health and safety plan for submittal to Fire Department for approval (to be performed by Site Safety Officer, Kevin Graulich, of Asbestos Environment and Safety in cooperation with contractor safety officer). (5) Obtain site mapping 0fburied utility lines from Underground Service Alert's Digalert service. (6) Break out and dispose of paving material. (7) Excavate soil around each UST until it is sufficiently exposed for subsequent removal. (8) During excavation and subsequent UST preparation and removal activities, monitor ambient air for aromatic hydrocarbon volatile organic compound (VOC) vapors with a MicroTip photo- ionization detector (PID), if required by APCD perlnit. Record all VOC vapor readings on a field log. (9) Remove all liquids, sludges, and/or solids from each UST and haul to an approved disposal facility under manifest. Include manifests in the final closure report. (10) Triple rinse each UST interior prior to removal. Haul rinseate to an approved disposal facility under manifest. Include manifests in the final closure report. (11) Use dry ice to inert USTs to lower explosive levels (LELs). A marine chemist or certified industrial hygienist will certify that that each UST is clean and ready for removal. Include certificate in the final closure report. (not required in this jurisdiction, fire inspector on site will do this) Remove each UST from the excavation by crane in the presence of Fire Inspector. Drain, rinse and cap pipe runs for removal at a later date (base bid). (Remove piping runs, accessible within vaults and basements, to the boilers as alternate 1). Load each UST onto a flatbed truck, secure, and, along with any piping, transport to an approved disposal facility as non-hazardous for recycling in accordance with applicable regulations. Include manifest of proper disposal and a certificate of recycling in the final closure report. Collect soil samples from depths of two-to-six feet beneath the UST excavation inverts, one third of the way in from each end, for laboratory analysis. Collect all soil samples in clean brass tubes driven into soil collected by backhoe bucket. Trim tube of excess soil and seal with teflon sheeting and plastic end caps. Label each sample and store on ice in a thermally-insulated field cooler, chilled to approximately 4 degrees Centigrade. A California Registered Geologist will supervise sample collection and handling. Deliver clean imported fill material. Backfill, compact, and repave. Remove all debris and leave site in clean, workmanlike condition. Transport samples and chain-of-custody documents to state-certified analytical laboratory for analysis. Analyze samples by the laboratory by EPA Method 418.1 for total recoverable petroleum hydrocarbons (TRPH), by EPA Method 8015 Modified for total petroleum hydrocarbons in the diesel carbon chain range (TPH-D), and by EPA Method 8020 for benzene, toluene, ethylbenzene, and total xylenes (BTEX) and methyl tertiary butyl ether (MTBE). Prepare draft final closure report, following Fire Department protocols, requesting final closure with "no further action." Submit report to Assured, which will submit the final closure report to the Fire Department. The report will include a vicinity map, site layout, description of field observations and field and laboratory methods, laboratory results, PID readings, interpretation of laboratory results, conclusions, and recolrunendations. It will include in appendices the laboratory report and chain-of-custody documentation, pemqit applications and permits, all manifests, certificates of UST cleanliness, UST disposal and recycling certificate, and all receipts. We regret you will not be receiving one. On December 23, 1998, your current underground storage tank(s) will become illegal to operate. Current law would require that your permit be revoked and, without a compliance sticker it will be illegal for you to receive fuel deliveries after January 1, 1999. After 90 days of closure, your tank will be considered illegally abandoned and we will take action to properly close these tanks. If you do not comply with our tank closure requirements, we will find it necessary to take legal action, including, but not limited to citation and/or injunctive relief. I feel we must inform you of how serious an impact non-compliance will be to your business. On December 23, 1998 (December 22, 1998 deadline) this office will be forcedto revoke your permit to operate, effectively shutting down your fueling operation. On January 1, 1999, Senate Bill 1491 takes effect, banning fuel deliveries for those who have not met the compliance upgrade. After 90 days of closure, your tanks will be considered illegally abandoned and we will take action to properly close these tanks. If you do not comply with our tank closure requirement, we will find it necessary to take legal action, including, but not limited to citation and/or injunctive relief. It is this offices sincere hope, that we do not have to pursue such action, which is why we continue to update you. Pollution Control loans, thru the SBA, are intended to provide loan quarantees to eligible small businesses for the financing of planning, design, or installation of pollution prevention controls, which includes underground storage tank facilities. The vast majority of businesses are eligible for financial assistance fi.om the SBA. The SBA defines an eligible small business as one that is independently owned and operated and not dominant in its field of operation. For those applicants that meet the SBA's credit eligibility standards, the agency can quaranty up to eighty percent (80%) of loans of $100,000. Seventy five percent (75%) of loans above $100,000. Lynn Knutson, Chief of Finance for the SBA says, "If customers apply immediately, and meet the requirements, funding is available". During the month of January, our office had six sites (14 tanks) which are now in compliance. This is a very big "first step". In regards to the fuel oil tank that still needs to be tightness tested, you assured me that you would check with other testing outfits to see if they would have the proper equipment or testing methods to accommodate the plumbing of the tank. The testing company will need to apply for a testing permit with this office before any work can begin. Technically, the lack of testing and lack of Certificate of Responsibility are each grounds to revoke the Underground Tank Permit to Operate. If you find that your are completely unable to test the tank due to the plumbing problem, then you must take the tank out of service by removing its contents and locking its fill caps. You should also be aware that all single-wall, steel underground tanks must be removed or secondarily contained prior to December 22, 1998 anyway. A copy of the code section is attached for your reference. Please respond within the next 30 days regarding the Certificate of Financial Responsibility and your intentions regarding the testing of the fuel oil tank. 'Cathodic protection tester" means a person who can demonstrate an understanding of the principles and measurements of all con,mn types of cathodic protection systems as applted to buried or submerged metal piping and tank systems. The term Includes only persons who have education and experience in soil resistivity, stray current, structure-toosotl potential0 and component electrical Isolation measurements of buried ~etal piping and tank systems. "Emergency containment" means a containment system for accidental spills which are Infrequent and unpredictable. 'Existing underground storage tank" means any underground storage tank that was installed prior to January 1, 1984. The term Includes any underground storage tank which has contained a hazardous substance tn the past and, as of January 1, 1984, had the physical capability of being used again (I.e., tt had not been removed or completely filled with an inert solid). "Farm tank" means any one or combination of tanks located on a farm that holds no mere than 1,100 gallons of motor vehicle fuel which Is used primarily for agricultural purposes end is not held for resale. Underground storage tanks containing hazardous wastes as defined in section 25316 of the Health and Safety Code if the person owning or operating the underground storage tank has been issued a hazardous waste facilities permit for the underground storage tank by the Department of Health Services pursuant to section 25200 of the Health and Safety Code or grantedlinterim status under section 25200.5 of the Health and Safety Code.
