Dear Mr. Palmgren:
Upon review of the previously submitted laboratory results from
your facility, this office has determined that the extent of the
contamination plume, associated with the tank previously located on your
property, has still not been adequately defined.
This office requires (in accordance with Chapter 6.7 of the
California Health and Safety Code and Chapter 16, Title 23 of the
California Code of Regulations) that further assessment be done to
define the vertical and horizontal extent of the contamination plume.
Please submit a work plan for further assessment, to this office,
with in 30 days from receipt of this letter. The work plan should follow
guidelines found in: Appendix A - Reports, Tri - Reqional Board Staff
Recommendations for Preliminary Evaluation and Investigation of
Underground Tank Sites; January 22, 1991.~
Additionally, be advised that oversight cost for this project will
be billed to you at a rate of $62.00 per hour.

In response to your request, Earth Systems Consultants Southern California (ESC) is pleased to
present this proposal to conduct an expanded Phase II environmental site assessment at the
above referenced site.
The subject site formerly contained a 3,000 gallon underground gasoline storage tank, fuel
dispenser, and associated product pipeline that were removed on May 1, 1992. Approximately
50 cubic yards of gasoline impacted soil were' excavated and remedtated on site, starting on July
1, 1992. The excavated soil was remedlated using aeration and oxygenation methods.
Confirming tests'on samples collected on September 23, 1992 Indicated the remediation was
successful. Samples collected at the base and three of the side walls of the excavation indicated
that there was gasoline contaminated soil left in place, cThe-maximum concentration of Total

The purpose of this site assessment Is to evaluate the approximate lateral and vertical extent of
contamination remaining at the site.. Because of the covered area_at the western edge of ~the
~f0rmer' tank site, determining the I~ts'of .contamination in this directlOn~-will require slant

An assessment of grounch~ater quality beneath the site is beyond the scope of this p~oposal. It is
anticipated, however, that groundwater will not be encountered.

1.0 Health and Safety Plan Preparation - In accordance with California. and Federal
Occupational Safety and Health Administration rules 5192 and 1910.120, respectively, a site
specific safety plan will be prepared prior to the commencement of field activities at the site.
2,0 Workplan - Prepare a workplan for submission to, and approval by, the City of
Bakersfield Fire Department, Hazardous Materials Division. The workplan will describe the
work to be performed, boring locations, site plan, and laboratory testing.
3.0 Drilling and Sampling - A minimum of 48 hours prior to initiating site. work,
Underground Service Alert will be notified of ESC's intent to drill on the site.-
A total of three soil borings are proposed to be drilled to a depth of' approximately 40 feet.
(Refer to the enclosed Proposed Boring Locations map, Figure 1), The proposed depth of 40 feet
may not be attained in alt locations because of cobbles and boulders in the underlying formation.
If refusal is encountered in the upper five to ten feet, another attempt will be made in the
vlcinity, As indicated in the referenced report, drilling with hollow stem auger will be
difficult.. If this method is unsuccessful, more expensive drilling methods may be required,
The proposed drilling and soil sampling will be performed using standard environmental
drilling procedures. Groundwater is not anticipated to be encountered, however, if the borings
do encounter groundwater, they will be terminated at that depth. Soil samples will be collected
at regular five foot intervals for a total of approximately of 24 samples. Samples will be
screened in the field for volatile organic vapors using a photo.ionization detector. If the field
'testing device indicates the presence of contamination at the proposed terminus of the boring,
the City of Bakersfield Fire Department inspector and the Client will be consulted about
continuing the drilling until non-detectable field readings am observed. (Agency protocol
requires that ten feet of clean soil be achieved in order to define the vertical extent of
contamination.)
The samples will be sealed with Teflon, capped, labeled, and placed In an Ice chest with ice and
delivered under Chain-of-Custody documentation to a California certified hazardous waste
testing laboratory. The soil borings will be logged during drilling and sampling, Soil borings
will be backfilled with grout to grade surface level.
Soil talllngs and decontamination water generated by field activities will be contained onsite in
55-gallon drums. These drums shall remain onsite and are the property of the Client. Upon
receipt of the laboratory analysis, proper disposal of the material can be identified. THIS
PROPOSAL DOES NOT INCLUDE THE COST OF THAT DISPOSAL.
4.0 Laboratory Analysis- Soil samples will be tested for Total Petroleum Hydrocarbons
(TPH) as gasoline using EPA Test Method 8015m and for the volatile aromatic organic fractions
of benzene, toluene, ethylbenzene, and xylenes (BTF_.X} using EPA Test Method 8020.
5.0 Report of Findings- ESO will prepare a Report of Findings documenting the
procedures utilized and the observations and findings, The report will contain boring logs and
location maps, field observations, laboratory results, chain-of-custody documents, and
findings.

A retainer of $6,000 is required, as well as a Work Order signed by the party responsible for
payment, to commence work on the project. Due to the anticipated rocky conditions at the site,
if the proposed 120 feet of drilling cannot be accomplished In two eight hour days (on-site)
then additional time and materials fees will be charged in accordance with the current Fee
Schedule.
ESO anticipates that work may begin within three to five working days following receipt of the
signed Work Order and retainer, Usually four to six weeks are required for approval of the
health and safety plan and the workplan by the City of Bakersfield Fire Department. Field
activities may proceed approximately one week thereafter. The written report should be'
available ten days following the receipt of the final laboratory report. Typical laboratory
turnaround time is seven working days. if results are needed sooner, the samples may be
submitted on a rush service basis for a surcharge.
Client-Provided Information
ESC requests that the following Information be provided or obtained by the Client prior to
initiation of the assessment report:
A map or plat showing the subject property's boundaries, underground utilities. USTs,
and product piping: ESC shall not assume responsibility for determining prOperty lines,
utilities, nor buried USTs and appurtenances.
Verbal or written authorization from' the current property owner for E[SO personnel to
enter the subject property and conduct this assessment, prior to performing the site
work.

CONDITIONS
This fee quotation shall remain in effect for 90 days from the date of this proposal at which time
if it is not fully executed, ESC reserves the right to modify the proposal in both scope and fee.
The City of Bakersfield Fire Department must approve of the proposed workplan. They may
require changes in scope of work which may affect the proposed cost estimate. If changes are
required, the Client shall be notified of the cost of' any such change.
Invoices shall be submitted upon COmpletion of Scope of Work and are 'due and payable upon
presentation. After thirty days a service charge shall be added at the rate of 1,5 percent per
month, It is further understood that the fees to be charged under this agreement (contract) are
for the professional services up to and including the described report, Additional services after
submittal of the report shall be invoiced at current fee schedule rates,
The Terms attached herewith are incorporated hereunto and made Part of this agreement. Ollent
agrees to limit the liability of Consultant in accordance with Section 12 of the Terms.
Consultant and Client agree that there are risks of hidden contamination and that Consultant has
not been authorized to perform the exhaustive and economically unfeasible investigation
necessary to eliminate such risks.
Consultant agrees to strive to pedorm its services which are intended solely for the use of the
Client, in a proper and professional manner in accordance with current standards of
environmental consulting praotioo~ in the community, and Client agrees to pay for and look to
Consultant only for such performances.
Should unforeseeable site conditions require a different approach or additional work, this
estimate may need to be revised.' ESC shall notify the Client of any major change in the proposed
scope of work prior to initiating such a change. Fees for additional services requested after
authorization or in the field shall be charged at the hourly rates in effect at the time of the
services request.
Cancellation of this agreement by Client mUst be in writing. Client agrees to pay for all
services and materials provided up to time of can~llatton in accordance with Section 11 of the
Terms attached herewith.
If the proposed S~pe of Work, attached Earth Systems Consultants Terms (Exhibit A), and fees
are satisfactory, the return of the attached Work Order form, signed an'd dated by the party
responsible for payment, shall constitute authorization for work on the project to proceed, This
agreement can be terminated by either party upon notification in writing. Earth System
Consultants' responsibility for the project shall end upon completion of the services described
herein or termination of the agreement, unless authorization to perform additional work and
agreement for payment thereof is provided by the Client.
