EMERGENCY RESPONSE NARRAT I ON by Wesley Nicks DATE OF INCIDENT: 10-20-94 DATE OF NARRATION: 10-26-94 LOCATION: Bakersfield Truck Center 7th standard road and Hwy 99 RESPONSIBLE PARTY: Cummings Vacuum Service 5251 Office Park Drive #300 Bakersfield, CA 93309 (805) 631-8362 CONTACTS: 1. Environmental Health) NARRATION: At 16:30 hours I was informed by Canas that Starkey and I were to respond to the above location and sample the contents of a vacuum truck at the request of Bernettie. Canas, Starkey and I arrived at the above location at 17:00 hours. Starkey and I then climbed on the cat walk of the vacuum truck and sampled the liquid inside from two locations. A CGI meter recorded approximately 25 PPM upon opening the hatch. Canas spoke with Hurst and Cummings, and photographed Starkey and I while the samples were obtained. Starkey then labeled the samples and placed them in the refrigerator inside the Haz Mat van V4. On 10-21-94 I took the sample to Zalco labs for analysis. On 10-28-94 Starkey received a call from Ted Cummings regarding the release of the truck in question. Starkey informed Cummings that Kern County did not place any restrictions on the truck and that Cummings needs to contact San Diego County were the case originated. Starkey received numerous calls regarding who would release the truck so it could dump its load. Finely after it was determined that the analysis was non-hazardous the load was dumped. One of the claims was that Canas ordered Cummings not to dump the load until after the samples were analyzed. Canas stated that he told Cummings to contact San Diego County when the analysis was complete.
