satisfied with the assessment performed and requires no

Mr. Varner:
Soils Engineering, Inc. (SEI) has completed the removal and closure of one (1) 500 gallon
underground storage tank (UST) at a residence located at 401 Olive St. in Bakersfield, CA. (site).
See Plate 1 for Location Map. The former UST was located on the west side of the garage and house
near a portable shed as shown on the attached Plot Plan (Plate 2).
Field Work Conducted
On June 2, 2000 the UST was uncovered and prepared for removal with a backhoe. On June 5, 2000
the UST was decontaminated with a high pressure steamcleaner and a degreaser. The rinsate was
containerized in one (1) labeled 55-gallon drum for later disposal. The UST was inerted with 20
Pounds. of dry ice prior to removal. A lower explosion level (LEL) meter was utilized to determine
hydrocarbon vapors and oxygen content prior to removal. The LEL levels and oxygen levels were
at safe concentrations prior to removal.' The UST was removed on June 5, 2000 under permit #BR-
0268 (see attached) obtained from the City of Bakersfield Office of Environmental Services (BOES).
A backhoe was used to remove the UST, which was then placed on a truck, marked and transported
to Valley Tree for disposal/recycling (see attached UST closure certification).
Soil samples were collected from the backhoe bucket at depths of 2' and 6' beneath the bottom of
the former UST location. The soil samples (T-2' and T-6') were sealed, labeled and placed in iced
storage. The soil'samples were delivered to Zalco Laboratories in Bakersfield, CA. for analysis of
Total Petroleum Hydrocarbons as gasoline (TPHg), for benzene, toluene, ethylbenzene, total xylenes
(BTEX) and MTBE, along with total lead.
The excavation was backfflled with in, ported clean fill and compacted up to match existing grade. The
drum of rinsate was pumped out On June 28, 2000 by Cranes Waste Oil and disposed/recycled at
Crosby and Overton's facility in Long Beach, CA. under Hazardous Waste Manifest #99368550 (see
attached manifest).
The analytical results of the soil samples are shown in the following Table 1 and indicate that no

TPHg, BTEX or MTBE concentrations above detection limits were present in the 2 soil samples.
Total lead concentrations were at 20 mg/kg in sample T-2' and at 4.0 mg/kg in sample T-6', both at
levels of no concern.

Conclusions & Recommendations
SEI concludes that the former UST at this site has not had any significant releases of petroleum
hydrocarbons into the surrounding soil.
Based on the above information SEI rec°mmends the closure of this site With no additional
assessment, or remedial action recommended at this site.
