Emergency Procedures Briefly describe your business' standard operating procedures in the event of a release or threatened release of hazardous materials 1. PREVENTION (prevent the hazard) - Describe the kinds of hazards associated with the hazardous materials present at your facility. What actions would your business take to prevent these hazards from occurring? You may include a discussion of safety and storage procedures. Hazardous materials are limited to flammable and combustible liquids, corrosives, and flammable and nonflammable gases. Prevention begins with training our employees to be aware of the hazards presented by each of the hazardous materials stored and used in our facility. All materials are safely stored at several locations in our facility. Absorbents and fire extinguishers are readily available if ever needed, and daily cleanup is routine. MITIGATION (reduce the hazard) - Describe what is done to lessen the harm or the damage to a person(s), property, or the environment, and prevent what has occurred from getting worse or spreading. What is your immediate response to a leak, spill, fire, explosion, or airborne release at your business? Spill absorbent material is supplied in all areas where bulk storage of hazardous aterials and waste are situated. Also, bulk storage of hazardous materials and wastes e in containers which have integral secondary containment or are located in berms or have some other means of minimizing the risk of environmental damage and physical harm. Should a release occur, steps will be taken to contain the material at the source using spill blankets and absorbent. If any storm or sewer drain inlets are threatened by the release, absorbent berms will be constructed around them or a berm will be constructed to divert the flow away from the drain. ABATEMENT (remove the hazard)-- Describe what you would do to stop and remove the hazard. How do you handle the complete process of stopping a release, cleaning up, and disposing of released materials at your facility? Upon confirming a release of a hazardous material has occurred, the dealership's Emergency Coordinator (EC) will begin spill response procedures. If the release is significant and beyond the control ability of dealership personnel, the EC will contact the Fire Department. Only those employees who have been trained on spill response procedures will be allowed to participate in spill containment activities. Absorbent material will be used to contain the spill and protect sewer and storm drain inlets, gutters, etc. For larger spills, the dealership's hazardous waste hauler will be contacted i~ help with the cleanup effort. Should a release occur, steps will be taken to contain the material at the source using spill blankets and absorbent. If any storm or-~ewer drain inlets are threatened by the release, absorbent bar,ms will be constructed around them or a berm will be constructed to divert the flow .away from the drain. ABATEMENT (remove the hazard)-- Describe what you would do to stop and remove the hazard. How do you handle the complete process of stopping a release, cleaning up, and disposing of released materials at your facility? Overview: The quantity and type of hazardous materials handled at the dealership and the nature of our operations present a relatively low risk of a dangerous incident involving exposure to hazardous materials. Further, we rely upon community provided emergency services to provide primary emergency response should such an incident occur. Nevertheless, there are certain emergency response activities that dealership personnel can undertake to do. This is especially true in the event of a spill or other unplanned release of a hazardous material. Should, for example, a bulk oil storage tank fail, a significant release could occur and a prompt dealership response may be required to prevent an environmentally damaging incident. The dealership can also respond in a very limited way to a fire. It is emphasized, however that the Fire Department should be immediately called for anything except the most minor incident. Reporting: ae Obligation To Report: The dealership is required to provide an immediate verbal report of any release or threatened release of a hazardous material that is harmful or potentially harmful to the environment or human health. No report is required for small non-harmful releases such as a quart of drain oil on the shop floor. RePorting Authority: Any employee who detects a reportable release or threatened release of a hazardous material is to immediately notify his or her supervisor who shall then be responsible for immediately notifying one of the following parties who shall have reporting authority. · Jon Wells · Mark Ellis · Steve LyOns If none of these parties can be notified then the supervisor has the authority to make the necessary report. Further, if the employee who detects the release or threatened release is unable to notify his or her supervisor or other dealership management, that employee is to make the required report. Ce Reporting Procedure: This report is to be made to the City of Bakersfield Environmental Services at 805-326-3979 and to the State Office of Emergency Services at (800) 852-7550 or (916) 427-4341. The report is to be made as soon as possible so long as it does not impede immediate control of the release or interfere with emergency medical measures and must include the following about the release or threatened release: The exact location The name of the person that made the report The type and quantity of hazardous material(s) involved The potential hazard(s) presented (known) Appropriate emergency response agencies and designated dealership managers are also to be notified. Emergency Equipment at the Dealership: Penske Cadillac/Lexus relies primarily upon Community provided services for emergency response. Consequently, the. variety and availability of on-site emergency equipment is limited. Response equipment typically present at the dealership includes ae Spill absorption material: The dealership maintains a supply of absorbent material (grease-sweep) in the oil storage room. This material can serve as an effective tool in containing and cleaning up a spill. The material can be used to dam off the flow of a hazardous material. After any release is contained, the absorbent material can be spread over the liquid until it has been placed in sufficient volume to absorb the released liquid. The contaminated absorbent material should then be collected and placed in a drum or other containment for disposal; normally as a hazardous waste. b. Personal Protective Equipment: This equipment is limited to the following: Equipment Location Safety Glasses Rubber Gloves Fire Extinguishers Service office Service office Throughout the dealership This equipment is available for use when routinely handling hazardous materials common to this dealership. It can also be used under emergency conditions. Hazardous waste hauler: Under certain conditions, hazardous waste haulers can be of great service during a release or threatened release of a hazardous material. For example, a hauler can empty a tank that appears to be failing. If a spill is contained, they may be able to pump up a substantial portion of the liquid, thereby reducing the time and cost of cleanup. The following haulers should be contacted in the. event of an emergency: Lube Oil/Used Oil: Asbury Environmental Services, 310-886-3400 Solvents: Safety Kleen, 818-899-4323 Note: In the event the above haulers cannot be contacted, additional haulers can normally be located in the yellow pages of the telephone book under "Oils- Waste" and "Waste Disposal-Industrial". 3. Spill Containment and Clean Up: a. Shut off and eliminate all sources of ignition. b. Attempt to prevent any additional release (if possible). An example would be closing a leaking valve or turning off a pump that is causing a release. Contain the spill by diking around it using sand, earth or other absorbent material. Ensure special attention to preventing spilled material from reaching a sewer or storm drain inlet. d. Absorb spilled material using sand, earth or other absorbent. Floor cleaning/sweeping materials are appropriate and are normally available. © 1997 Kip Prahl Associates - 695 - Page A.3 Se Avoid skin contact and breathing vapors. Wear appropriate protective clothing and equipment. This equipment can include chemical resistant gloves, eye protection and supplied air respirators. ge Ventilate the area with local exhaust systems or by opening available doors and windows. Note: Avoid use of compressed air to speed evaporation of spilled liquid. This practice increases airborne concentrations and increases the possibility of injuries such as eye damage. Dispose of contaminated absorbent in accordance with applicable regulations. This will normally involve disposal of the material as a hazardous waste. If the material is a corrosive, place contaminated absorbent material in polyethylene or polyethylene-lined container for disposal. Note: If the material released is a corrosive (i.e., battery acid), it may be possible to neutralize it after it has been contained. For information on how to neutralize it, the dealership should call the emergency numbers provided on the product Material Safety Data Sheet. First Aid Procedures: Each Material Safety Data Sheet includes first aid information specific to the chemical and should be immediately reviewed to determine proper first aid activities. A physician should also be immediately consulted. General first aid responses include: a. Eye Contact: Flush with large amounts of water for at least 15 minutes. Occasionally lift upper and lower lids. Consult a physician. b. Skin Contact: Remove contaminated clothing and immediately flush contaminated areas with large amounts of water. c. Inhalation: If overcome or affected by vapors, remove from exposure and call a physician immediately. Ingestion: Call emergency medical aid immediately. Consult MSDS to determine if vomiting should be induced or if individual should be provided other first aid measures. Evacuation: Supervisors have the authority to direct evacuation. Refer to Part 4 of this Action Plan. © 1997 Kip Prahl Associates - 695 - Page A.4 Attachment (A) ?art (2) Fire or Explosion Response Plan Fire Prevention: The best means of managing the fire/explosion hazard at the dealership is to prevent any such event. In that regard, the dealership has prepared a Fire Prevention Plan that is included as Exhibit (a) to this Response Plan. Reporting: Any fire or explosion should be reported immediately to the fire department. Telephone number 911. For additional notifications see page A. 1. 3. Firefighting Activities: Fire Department: The dealership will rely primarily upon the fire department for response to a fire or explosion at the facility. The dealership is not equipped, nor are personnel trained to respond to anything except the smallest fire. A fire in a trash can or in a pile of rags could be an example of a small fire. b. Dealership Firefighting Activities: Fire Fighting Equipment: Dealership equipment is limited to small, hand- held extinguishers located throughout the dealership. Properly used, these extinguishers can put out a small fire or control it until the fire department arrives. Portable fire extinguishers are not designed to fight large or spreading fires. These extinguishers carry notations that indicate which class of fire they can be used to fight. These notations consist of a series of numbers and letters (ex: 2A, 20BC) and are further explained as follows: "A": Effective against wood, paper and rubbish. Many fire extinguishers have a triangle surrounding the A. The triangle is the international symbol for an A type fire. The numbers in front of the A, in our example the number 2, means that the extinguisher has been rated as being capable of putting out an A type fire two square feet in area. "B": Effective against flammable and combustible liquids. The square that often surrounds the B is the international symbol for a liquid fire. The number in front of the B, in our example the number 20, is a relative term and means only that the extinguisher can handle a B fire 20 times larger than an extinguisher rated lB. "C": Effective against electrical fires. The circle that may be around the letter is the international symbol for an electrical fire. There is no number rating system for the C designation on a fire extinguisher. A 2A, 20BC extinguisher may therefore be used on any fire that might be anticipated at the dealership. Of note, most of the portable fire extinguishers present at the dealership are rated.as "ABC" units. Further, a "BC" extinguisher may be effective on a Class A fire. © 1997 Kip Prahl Associates - 695 - Page A.5 ii. First fl. Precautions: Before any effort is made to fight a fire, the individual(s) should make sure of the following: · Everyone has left or is leaving the building. The fire department has been notified. The fire is confined to a small area and is not spreading beyond the immediate area. The individual using the extinguisher has an unobstructed escape route to which the fire will not spread. · The individual using the extinguisher is trained in its proper use. It is reckless to fight a fire under any other circumstances. Instead, leave immediately. iii. Use of a Portable Fire Extinguisher: There are general guidelines that apply to the use of portable fire extinguishers. In general, an individual using an extinguisher should stand six to eight feet away from the fire and follow the four step PASS procedure. If the fire does not go out immediately, the individual should leave the area at once. The PASS procedure is as follows: Pull Pin: This unlocks the operating lever on the extinguisher and allows discharge of the extinguisher. Some extinguishers may have other devices that prevent inadvertent operation. · Aim Low: Point the extinguisher nozzle (or hose) at the base of the fire. Squeeze: Squeeze extinguishing agent. extinguishers have extinguishing agent. the lever below the handle. This discharges the Releasing the lever will stop the discharge. Some a button that can be pressed for release of the Sweep From Side to Side: Moving carefully toward the fire, keep the extinguisher aimed at the base of the fire and sweep back and forth across the fire until the flames appear to be out. Watch the fire area. If the fire reignites, repeat the process. Aid Procedures: Smoke Inhalation: Remove the individual to fresh air immediately. Call a physician immediately. Report the situation to representatives of the Fire Department or other emergency response organizations on the scene. Eye Irritation: Flush with large amounts of water for 15 minutes or until irritation subsides. Consult a physician. Skin contact (dermal): Remove contaminated clothing and wash skin thoroughly with soap and water. If material is a caustic, flush thoroughly with large amounts of fresh water. © 1997 Kip Prahl Associates - 695 - Page A.6 Ingestion: Ca 1 emergency medical aid immediately. Consult the appropriate Material Safety Data Sheet (MSDS) to determine if vomiting should be induced or if individual should be provided other first aid measures. Burns: Remove the individual from the heat source and call a physician immediately. Report the situation to representatives of the Fire Department or other emergency response organizations on the scene. Evacuation: Supervisors have the authority to direct evacuation. Refer to Part 4 of this Action Plan. © 1997 Kip Prahl Associates - 695 - Page A.7 Fire Prevention Plan Attachment (A) Part 2 Exhibit (a) Potential Fire Hazards: The dealership stores the number of products that are potential fire hazards. These products generally fall into one of the following categories: a. Flammable liquids such as gasoline, some paints and paint related products, and lacquer thinners. b. Flammable gases. Acetylene is a good example. c. Combustible liquids such as diesel fuel, lubricating oils and some solvents. Proper Handling and Storage Procedures: Flammable materials are to be used only in well ventilated areas. This will prevent a buildup of vapors to a level that could pose a health or fire/explosion hazard. Containers of flammable and combustible materials are to be closed when not in use. They are also not to be stored near a heat or ignition source. Smoking is not permitted when working with flammable liquids. Compressed gases are to be securely stowed at all times and, when not in use, valves are to be closed. Responsibilities: Individual employees are responsible for keeping their work areas free of excessive debris and unwarranted accumulations of flammable and combustible materials. Supervisors are responsible for the overall safety of the work areas under their respective controls. be Subordinate employees adequately maintain their work areas. This includes ensuring that an employee does not accumulate any excessive amount of flammable or combustible materials at his work area. c. Available on-site fire fighting and fire suppression equipment is properly maintained and available for immediate use. d. Spills of flammable and combustible liquids are contained and cleaned up according to dealership guidelines. Training: Supervisors shall ensure that subordinate employees receive on this Plan and how to respond in the event of a fire emergency. In particular, this training shall include: a. Facility Evacuation Procedures © 1997 Kip Prahl Associates - 695 - Page A.8 Attachment (A) Part (3) Other Emergencies Flood: With regard to hazardous materials, the primary concern in a flood is the loss or displacement of these materials by flood water. For example, water can run into an unsecured underground oil storage tank and, since the water is heavier than the oil, it will displace the oil. If flood waters rise high enough, above ground tanks and drums could be similarly affected. When flooding is threatened, it is therefore important to ensure that all hazardous material containers are tightly closed or otherwise fastened shut. Further, steps should be taken to tie down or otherwise secure drams, etc. that might float free during a flood. In addition, utilities to the dealership should be shut off. Any flooding that would result from broken pipes should be incidental and would normally be controlled by shutting off water service to the building. Should assistance be required, authorities should be notified by calling 911. 2. Earthquake: Individual safety in the event of an earthquake is beyond the scope of this Hazardous Materials Emergency Response Action Plan. The following, however, is noted: ae Facility Evacuation: Part 4 of this Action Plan provides details on facility evacuation procedures. b. Spill clean up: When the dealership facility is determined to be safe to enter, commence clean up activities as outlined in Part 1 of this plan. © 1997 Kip Prahl Associates - 695 - Page A.9 Attachment (A) Part (4) Evacuation Procedures Under certain circumstances, most likely a fire, it may be necessary to evacuate the dealership. In the event a supervisor concludes that evacuation is required to protect the health and safety of subordinates, that supervisor has the authority to evacuate those serving under his direction. The supervisor shall, however, ensure that other appropriate personnel at the dealership are notified of the decision to evacuate. The key to a successful evacuation is accountability. Supervisors must be able to quickly account for assigned personnel and to report any who may be missing. With that in mind, evacuation procedures shall be as follows: 1. Order to evacuate is given by Supervisor 2. If time allows, the following activities should be performed: a. Shut off all power to the dealership or area being evacuated b. Close all doors, windows, vents, etc. c. Call 911 for emergency response support (fire dept., etc.). 3. All employees shall promptly evacuate the facility by using the exit point most convenient to each. Employees shall assemble at the service drive entrance on Pacheco Road. 4. Notify adjacent businesses of the incident that necessitated the evacuation. Following the evacuation, supervisors shall account for their personnel. In the event someone is determined to be missing, that fact shall be reported to the evacuation supervisor who shall immediately notify the emergency response organization (fire department, etc.). If one of these senior dealership personnel is not available, the supervisor shall personally report any unaccounted personnel to the emergency response organization. Notes: (1) No one should reenter the dealership in an effort to locate a missing individual. That is the task of the Fire Department or other emergency response organization. Individuals with these organizations are properly trained and equipped to undertake such a task. (2) Personnel shall not leave the evacuation assembly point without the specific approval of their .supervisor. (3) Supervisors shall render all possible assistance to fire department personnel and other emergency responders. Hazardous materials such as lubricants, cleaning solvents and adhesives are commonly used in the servicing and repairing of automobiles. Waste materials such as waste oil and solvents, are also routinely generated during automotive service operations. This Hazardous Materials Management Plan is intended to implement general policies and responsibilities for the prevention of accidental hazardous materials spills, regardless of whether the hazardous materials spill was caused by accident or by natural disaster, such as earthquake or flood. Some examples include lubricating oil, transmission fluid, and cleaning solvents. Additionally, any substance that is corrosive, flammable, toxic, irritating to skin or is a strong sensitizer, which may harm humans or the environment is a hazardous material. 4.2 Hazardous Waste Hazardous wastes follow the definition of hazardous material as listed above, except that hazardous waste has little or no economic value and must be disposed in compliance with federal, state and local regulations. Examples include waste oil and waste solvents. 4.3 Spill or Release of Hazardous Material Any release, emission or spill of a hazardous material into air, ground, storm sewer or sanitary sewer with the potential to cause injury to personnel, pollute the air, water or soil is considered a release or spill of a hazardous substance. 5.0 Material Safety Data Sheets (MSDS) The Dealership has a written Hazard Communication Program in compliance with California and Federal OSHA requirements. All employees handling hazardous material have been trained pursuant to the written Hazard Communication Program. A copy of all hazardous material MSDS, as mandated by the Hazard Communication Program, are available on-site for review by Dealership employees and regulatory personnel. In the event of an accidental spill or discharge of a hazardous material at the facility, the MSDS f'fle will be made available to all responding agencies. 6.0 Definition of an Emergency Emergencies related to a release or threatened release of hazardous substance can be broadly classified into two categories. The first category is the emergency caused by a release or threatened release of hazardous substance caused by operational failure. This includes: · Fire · Explosion · Employee overexposure to chemicals · Employee Injury · Leakage of an above ground tank, supply line, or leakage from other containers · Spill during loading or unloading of hazardous material. These emergencies present a threat to the safety of Dealership employees and the surrounding community, may damage Dealership property, and pollute the. environment. This Hazardous Materials Management Plan is expected to minimize such emergencies. If an emergency does indeed take place, the damage due to such an emergency would be minimal provided the plan is followed. 7.0 Actions to be Taken in an Emergency The quantity and type of hazardous material handled at the Dealership, and the nature of our operations, present a relatively low risk of a dangerous incident involving hazardous material. Further, we rely upon community provided emergency services, such as the Fire Department, Police Department and the Paramedics to provide primary emergency response to such incidents. Nonetheless, employees have been trained in various aspects of this plan as follows: 7.1 Emergency Communications & Records 7.2 Emergency Equipment & Usage 7.3 Hazardous Material Spill Response Plan 7.4 First Aid & Medical Assistance 7.5 Fire, Earthquake & Flood Plan 7.6 Evacuation Plan 7.1 Emergency Communications & Records 7.1.1 Emergency Communications Any employee detecting a spill or release of a hazardous material must report the incident to the Environmental Health and Safety Compliance Coordinator or his alternate. The Environmental Health and Safety Compliance Coordinator or his alternate will summon the appropriate emergency response personnel listed in Section 3.2. If the employee is unable to notify the Environmental Health and Safety Compliance Coordinator or his alternate, the employee can notify the "First Responder and Support Agencies" listed in Section 3.2. If the hazardous material spill affects the entire Dealership, facility personnel will be notified utilizing the public address system. The Environmental Health and Safety Compliance Coordinator or his alternate will contact the "First Responder and Support Agencies" listed in Section 3.2, and will supply the following information in a clear manner: · Nature of the release or threatened release of a hazardous material · Name of the Company · Name of the Caller · Number of People in danger · Exact location of the release/threatened release · Directions to the facility. The notification to the agency, even if over the phone, should be recorded immediately. The report must be accurate and objective. Each person contributing to the report must sign and date the entry. Documentation of the report should include the following: · Agency contacted · Name of the person contacted · Date & Time of call · Summary of Conversation 7.2 Emergency Equipment & Usage The Dealership relies primarily on the "First Responder and Support Agencies" listed in Section 3.2 for assistance with releases or threatened releases of hazardous material. Due to the relatively low risk posed by the hazardous material at the Dealership, shop employees have also been trained in spill containment and fire extinguishing procedures. Equipment used to mitigate these spills are discusses below: 7.2.1 Spill Absorption Material Spill absorption material is stored in the service and/or pans departments. Employees have been trained to contain the hazardous material spills using spill absorption material. Spill absorption material will also be used to create barriers to prevent hazardous material spills from entering the sewer system. Employees have been trained to contain fires without threat of personal injury, and to immediately contact the fire department for assistance. 7.2.3 Personal Protective Equipment (PPE) Personal protective equipment, such as safety goggles and rubber gloves, which are located in the service area can be used when handling a hazardous material as well as during a hazardous material spill. Personal protective equipment are accessible to Dealership personnel and to emergency responders during work hours as well as after hours. 7.2.4 Hazardous Waste Haulers Hazardous waste haulers, while not an emergency equipment, will assist the Dealership with hazardous material spill clean up. Hazardous waste haulers can be contacted by consulting the telephone directory or by calling the local fire department. 7.3 Hazardous Material Spill or Release Response Plan 7.3.1 Reporting Hazardous Material Spills The majority of the hazardous material at the Dealership is stored in storage tanks which are in areas routinely visited by Dealership employees. Therefore any hazardous material spills related to these containers will be detected by Dealership employees immediately. All employees have been trained to report any spill to the Environmental Health and Safety Compliance Coordinator or his alternate. If the threat of a hazardous material spill is imminent, the Dealership employee may engage in spill containment procedures and direct other Dealership employees to inform the Environmental, Health and Safety Coordinator or his alternate. Underground tanks, if any, are monitored pursuant to guidelines from local regulating agency. 7.3.2 Employee Response It is imperative that any employee responding to a spill be trained in hazardous material spill response procedures and be aware of the basic characteristics of the hazardous material released. The major threat posed by the spill of a hazardous material, such as lubricating oil, coolant or gasoline is fire. In addition, evaporation of a substance such as gasoline may generate fumes that may prove to be toxic to employees responding to the spill. Further, if the item spilled is corrosive, the primary threat may be to the skin. Employees are required to adhere to the following steps, though not necessarily in the order given, when responding to hazardous material spills: A) Eliminate all sources of ignition such as cigarettes and welding torches, since the hazardous material spill may be flammable. B) Obtain Personal Protective Equipment (PPE) from areas listed in Section 7.2 of this plan. Corrosive material spill containment will require suitable gloves. Flammable material spill containment will require organic vapor respirators. Ensure that the Environmental, Health and Safety Coordinator or his altemate is informed. If outside help is needed, call the local fire department. Ventilate the area. This may reduce the level of toxic contaminants generated by the hazardous material spill and reduce the risk of fire and explosion. Collect all used spill absorption material and store in an appropriate, properly labeled container. Follow state, local and federal regulations for disposal of the absorption material. The Environmental, Health and Safety Coordinator or his alternate will be able to provide guidance on proper disposal procedures. Material Safety Data Sheets (MSDS) provide excellent information regarding hazardous material spill clean-up and should be consulted for appropriate hazardous material spill response procedures. First Aid & Medical Assistance See Section 7.4. 7.4 First Aid & Medical Assistance The Dealership depends upon the first responders, i.e., the f'u'e department or the ambulance services, for medical assistance. First responders can be reached by phone at 911. PIRK ReCOMPLY Motor City Lexus of Bakersfield 8 © Westates EHS Services, Inc. 7.4.1 First Aid & Medical Equipment The Dealership maintains basic first aid and medical equipment in a first-aid kit and maintains an eye wash station that can be used in an emergency situation. 7.4.2 Response to Chemical Exposure Inhalation: Evacuate the person to an area with plenty of fresh air. Immediately report the situation to the Dealership's Environmental, Health and Safety Coordinator or his alternate or call 911 for medical assistance. Eye or Skin Exposure: Eye wash stations offer an excellent immediate response for eye exposures. For skin contact, remove contaminated clothing and rinse the area with plenty of water. Material Safety Data Sheets (MSDS) should be consulted for specific first aid procedures. Immediately report the situation to the Dealership's Environmental, Health and Safety Coordinator or his alternate or call 911 for medical assistance. It is recommended that the MSDS of the hazardous material causing the injury accompany the individual to the medical facility. Ingestion: Immediately report the situation to the Dealership's Environmental, Health and Safety Coordinator or his alternate and/or call 911 for medical assistance. Refer to the MSDS for the hazardous material to determine what specific first aid procedures should be followed. 7.5 Fire, Earthquake & Flood Plan Emergency, Communications: See Section 7.1. 7.5.1 General All Dealership employees have been trained in emergency evacuation procedures for the facility, as described in greater detail in section 7.6. 7.5.2 Fire & Explosion A) Should fire or explosion occur at the facility, the Dealership will seek assistance from the fire department by calling 911. B) The Dealership employees have been trained to control small fires, such as a trash receptacles fire. To control these small fires, Dealership employees should utilize the numerous portable fire extinguishers (Type ABC) located throughout the facility. For larger fires, the Dealership will depend on assistance from the fire department; There are three types of fires as follows: Type A: Wood, Paper and Trash Type B: Oil, Grease and Gasoline Type C: Electrical Fires PIRK ReCOMPLY Motor City Lexus of Bakersfield 9 © Westates EHS Services, Inc. Fire extinguishers of Type ABC (currently at the Dealership) are capable of controlling any of the fires listed above. However, Type A fire extinguishers are limited to Type A fires, Type B fire extinguishers are limited to Type A or B fires. C) The Environmental, Health and Safety Coordinator or his altemate will coordinate fire fighting activities with the fire department. The Environmental, Health and Safety Coordinator or his alternate will also be responsible for notifying adjacent facilities affected by the emergency. 7.5.3 Earthquake & Flood Plan Earthquakes: Earthquakes may cause disruption of electricity, and electrical fires. The first response to an earthquake may well be evacuation. Employees are directed to stay away from building structures. Evacuation procedures are described in greater detail in section 9.6. Do not enter the building to look for trapped individuals. The safety of the individual entering the building may be jeopardized. Re-enter the building when it is declared safe by proper authorities and only under the direction of the Environmental, Health and Safety Coordinator or his alternate. Flood: Coordinate flood response activity with local police and fire departments. Flood waters may cause electrical shorts and fires. Disconnect all electrical equipment by shutting off electrical mains. Also, shut-off other utilities. Flood waters will displace lighter liquids, such as oil, in tanks or drums. Consequently, all storage tanks must be sealed. Loose drums of hazardous material or equipment may float away with flood waters. Consequently, they should be secured. 7.6 Evacuation Procedures Hazardous material spills, fire, earthquake or flood may require facility evacuation. This will be coordinated by the Environmental, Health and Safety Coordinator or his alternate. In their absence, any supervisor at the facility will coordinate the evacuation. Also, the agencies listed under "Emergency Response Contacts" will be contacted. Evacuation can be carried out through all exits including emergency exits. The objective is to ensure all Dealership employees evacuate to a common location where they can be accounted for. The evacuation supervisor should be able to coordinate efforts with the first responders such as police and fire departments. Foremost is the direction for evacuation of Dealership personnel. This would be followed by mitigation of hazards posed by the storage of hazardous material at the facility. The evacuation supervisor will also access the hazard to the neighboring facilities, if possible, and keep them updated of the situation at the facility. All employees shall assemble at the assembly point noted in the enclosed facility map. Supervisors are required to account for all personnel in their respective departments, and inform the evacuation supervisor. The order to evacuate will be given over the public address system or verbally. If the evacuation is not immediate, employees are encouraged to perform functions as follows: PIRK ReCOMPLY Motor City Lexus of Bakersfield 10 © Westates EHS Services, Inc. · Secure hazardous material containers · Shut off all ignition sources · Close all doors and windows · Shut down utilities (Seek approval from the supervisor first) · Lower hydraulic hoist to ground level. Warnings: Do not re-enter the building, after it has been evacuated, to rescue an individual. Department personnel are trained and equipped to carry on such duties. Do not leave the evacuation point without approval from the evacuation supervisor. Further, we rely upon community provided emergency services to provide primary emergency response should a spill occur. Nevertheless, there are certain preventative activities that Dealership personnel can undertake. Many of the hazardous material are contained in very small containers and any spill would be incidental. Preventive measures for each hazardous material which is stored in large quantity are as follows: Bulk Lubrication Oil Containers Lubrication oil is a non-corrosive material. The steel tanks for storing lubrication oil are considered adequate both structurally and as a medium for storing lubrication oil. Dispensing Bulk lubrication oil is dispensed through pumps which operate on compressed air. The air compressor and the dispensing equipment is shut down at the end of the work shift. Further, the lines carrying lubrication oil are in clear view of employees and any leaks in the pipelines would be detected immediately. Response to a Leak All shop area employees have been trained in responding to leak's from above ground storage tanks (AGST's). Employees will use inert material to dike-off the area and contain the spill as described in Section 7.3. If the spill is small and can be absorbed by spill absorption material kept in the shop area, then the spill will be cleaned up and the absorption disposed as hazardous waste. However, if the spill threatens the environment i.e. discharge into a sewer system, then the supervisor for the shop area or the one of the individuals named in Section 3.0 will contact the fire department Freon 12 Freon 12 is stored in pressurized cylinders as a compressed gas. The pressurized cylinders meet Department of Transportation guidelines. The pressurized cylinders are stored away from direct sunlight so as to minimize any risks of explosion due to expansion of the compressed gas. Other protection includes storage of the pressurized cylinders away from items that may pierce the pressurized cylinders. In the event of an accidental spill, the shop employees will respond as in Section 3.0. Antifreeze Antifreeze is stored in one gallon plastic containers in the parts and service departments. In the event a plastic container leaks, the contents of the container will be transferred to another container. Any spilled material will be absorbed using mops and disposed via the waste coolant storage tank. Compressed Welding Gases Compressed Welding Gases are stored in pressurized cylinders as a compressed gas. The pressurized cylinders meet Department of Transportation guidelines. The pressurized cylinders are stored away from direct sunlight, so as to minimize any risks of explosion due to expansion of the compressed gas. Other protection includes storage of the pressurized cylinders away from items that may pierce the pressurized cylinders. In the event of a leakage in the connecting hoses at the welding torch, Dealership employees will close the main valve on top of the cylinder. Hoses will be replaced before further usage. If the main valve leaks, the area will be evacuated. Facility personnel will contact the local Fire Department and the compressed gas supplier for further assistance. Waste Antifreeze Waste antifreeze is stored in the service area and is collected by a waste antifreeze recycler on a periodic basis. Drums are inspected periodically and any dram that show signs of rust or potential structural weakness are discarded. Any leaks would be detected by shop employees promptly with procedures as outlined in Section 7.3. Waste Oil Waste oil is stored in a storage tank. Shop employee visits the area on a regular basis. The shop supervisor inspects the tank on a periodic basis for leakage's. If any are detected, steps will be taken to remediate the leakage's. Any waste oil leaks from the tanks will be responded to as outlined in Section 7.3. Dealership employees will also be properly trained in emergency response procedures as listed in Section 7. 9.1 Training Schedule Annual Training: All employees will receive annual training in emergency response procedures to be followed in the event of an release of hazardous material. New Employee Training: Each new employee will receive training prior to their initial work assignment from the Environmental, Health and Safety Compliance Coordinator and will be required to attend the annual refresher training session. 9.2 Training Responsibility Emergency response procedure training will be performed under the direction of the Environmental, Health and Safety Compliance Coordinator. Records of this emergency response procedure training will be placed in each employees fde with a copy being maintained by the Environmental, Health and Safety Compliance Coordinator.
