The storage tank is out of service and is empty. The New Lubricating oil is restricted to a 30 gallon make up barrel and the oil in the crankcase of the engine. The outside storage tank has been taken out of service and the tank is empty. The total gallons on site has been reduced as a result. The Inventory Detail for Used Engine Oil should be removed. The quantity on hand should be changed. The reference to the tank should be deleted. One section of this bill directs lessees or renters of real property to provide notifications to the lessor where the lessee knows or has reasonable cause to believe that any hazardous substance, regardless.of quantity, has come to be located on or beneath the leased property. The definition of "hazardous substance" encompasses a broad range of substances. As a result, the law, on its face, suggests that notifications are necessary even due to the presence of minut~ quantities of "hazardous substances" in everyday products'such as office supplies and cleansers. Even where larger quantities of suchsubstances are handled in accordance with the law, the notiCe must be given. Theobligation appears t~ apply whether or not the lessee is responsible for the presence of the hazardous substances.
