One section of this bill directs lessees or renters of real property to provide notifications to the lessor where the lessee knows or has reasonable cause to believe that any hazardous substance, regardless.of quantity, has come to be located on or beneath the leased property. The definition of "hazardous substance" encompasses a broad range of substances. As a result, the law, on its face, suggests that notifications are necessary even due to the presence of minut~ quantities of "hazardous substances" in everyday products'such as office supplies and cleansers. Even where larger quantities of suchsubstances are handled in accordance with the law, the notiCe must be given. Theobligation appears t~ apply whether or not the lessee is responsible for the presence of the hazardous substances.
