As per our phone conversation I am writing you a short
note to recap the events that took place .on or about October
24,1991, resulting in accmp]alnt to your office.
On or about Oct__mbe_ r 24, 1991, Valley Vac Trucking applied
approx. 30 bbls. of Dust Oil ~ulsion, a product frcm Sabre
Oil and Dehydration, on the dirt easement located under the
power lines begining at the address of 8301 Kroll Way. The
product was distributed approx, eight feet wide and three
hundred yards long.
In the afternoon of the day involved a representative of
County of Kern Air Pollution Contmol Distict responded to a
complaint call. concerning the material spread for dust control
at Las Palmas Nursery and after investigating, determined
that there was no justification to the ccmplaint.
The application of the material was an attentot to oontrol
the dust and did in fact acoomplish that goal. I do hope that
this is satifactory for your office and. your records. If

SUBJECT: Property doing business as Las Palmas Nursery, located at 8301 Kroll Way,
APN: 389-010-20-00-5C
Ladies and Gentlemen:
On October 24, 1991, this office received a complaint regarding the possible
application of hazardous waste oils on the roads located at the above-noted address. An
inspection of the site was made on January 16, 1992. It was determined that dust
suppressant materials had been applied on the ground.
Within 14 days of receipt of this letter, please supply this office the following
information: the name, address, and phone number of the person or company that spread
the dust suppressant; a copy of a material safety data sheet of the product that was spread;
and any laboratory analyses of the oil that may have been conducted.
As a result of this investigation and any violations found, you will be billed at the rate
of $65.00 per hour for oversight and abatement of any violations, per Kern County
Ordinance Code G-5541, Section 8.04.120.
