HomeMy WebLinkAboutUNDERGROUND TANK FILE 1Fact Sheet CALIFORNIA ENVIRONMENTAL PROTECTION AGENCY DEPARTMENT OF TOXIC SUBSTANCES CONTROL GIBSON ENVIRONMENTAL MARRIOT DRIVE BAKERSFIELD, CALIFORNIA January2000 Initial Investigation Complete, Removal of Tank Wastes Begins Introduction The California Environmental Protection Agency, Department of Toxic Substances Control (DTSC) is overseeing a Removal Action (RA) for tanks containing contaminated liquids remaining at the Gibson Environmental Facility (Facility) at the end of Mardott Drive, off Gibson Street, near the Rosedale Highway in Bakersfield, California. The RA is the first part of a larger remediation project. This fact sheet contains information concerning the Facility background, investigation results, the RA, California Environmental Quality Act (CEQA) Notice of Exemption (NOE), DTSC contacts, information repositories, and mailing list information. Facility Background The Facility was operated pdmadly as a used oil storage and treatment facility from June 1987 to October 1995. It received used oil and other specified ~ly-~-~s~e~s~-It'~lSb-re-c~i~,~d~.~ntarninat~-d stills-which were treated in a fixation process on-site. In October 1994, DTSC filed a civil lawsuit against the owners and operators of Gibson Environmental alleging numerous violations of hazardous waste laws. The lawsuit is still pending. · On June 25, 1996, DTSC issued its decision to deny the hazardous waste permit and permit renewal for the Facility. DTSC's decision to deny the hazardous waste permit and permit renewal became final on February 4, 1998. The Facility has been found to have approximately 670,000 gallons of contaminated liquids and sludges stored in tanks and sumps on-site. Contaminated soil remains at the Facility in uncontained waste piles. There are also some drummed wastes at the Facility. Investigation Results DTSC conducted sampling at the Facility from October 11, 1999, through October 15, 1999. Nineteen tanks and three sumps were sampled. It was determined that there was 670,000 gallons of contaminated liquids and sludges. Six tanks had slow leaks, five from valves and one from the side of the tank. Also, the secondary containment wall was found to be in poor condition and could fail in the event of a release from the tanks. Sampling determined that most of the material was a flammable waste oil type matedal which is also toxic. Some of the material was also corrosive. Sampling detected metals and solvents. Removal Action Based on the sampling results, DTSC issued an Iminenent and Substantial Endangerment Determination andRemedial Action- Order to the 26 potentially responsible parties (PRPs) who were the main contributors to the liquid wastes at the Facility. Initially the PRPs have been ordered to remove all liquid waste at the Facility. The majority of the PRPs have agreed to remove the liquids and have retained the services of a contractor. The contractor will develop the Removal Workplan for liquid for DTSC approval. Additional remedial actions will take place at a later date and the community will be informed. Fencing around the Facility is being repaired and warning signs posted. Full mobilization to drain the tanks is scheduled to begin in mid-January 2000. It is expected that it will take four to six weeks to drain the tanks and to completely clean them out. There could be six to ten trucks traveling in and out of the Facility each day. Wastes will be hauled to an approved hazardous waste facility. California Environmental Quality Act Because there is the potential for an immediate threat to public health and the environment, DTSC will file a Notice of Exemption (NOE) from the California Environmental Quality Act (CEQA) with the Office of Planning and Research. Therefore, an Initial Study to determine the need for an Environmental Impact Report will not be conducted. The NOE is filed under Title 14 of the California Code of Regulations, Section 15330, for Minor Actions to Prever!t, Minimize, Stabilize, Mitigate or Eliminate the Release or Threat of Release of Hazardous Waste or Hazardous Substances.
