BACKGROUND
Site Description
The subject site is a Texaco service station located on the northeast comer of the
intersection of Ming Road and Real Road, in Bakersfield, California (Figure 1). The
former service station consisted of three gasoline USTs, one diesel fuel UST, one waste oil
UST and two dispenser islands (Figure 2).
Previous Environmental Activities
On January 11 and 12, 2000, seven soil borings (BB-1 through BB-7) were drilled during a
baseline environmental site assessment investigation (Figure 2). The borings were drilled
to total depths ranging from 20.5 feet to 40.5 feet bgs using a direct-push technology
(DPT) Geoprobe drill rig. TPH-g, TPH-d, BTEX and MtBE were not detected in any of
the soil samples collected and analyzed as part of this investigation. TRPH was detected in

four samples collected from boring BB-7 (near the waste oil UST), ranging from 11 mg/kg
at a depth of 20 feet bgs, to 18 rog/kg at a depth of 5 feet bgs.
Geology and Hydrogeology
The geologic conditions in the site vicinity are characterized by alluvial deposits underlain
by marine and non-marine sedimentary units, metamorphic rocks, and crystalline basement
material.
Surface and near-surface soil is designated by the U.S. Geological Survey (USGS) as older
alluvium, deposited in northwest-dipping alluvial fans resulting from outwash from the
Sierra Nevada mountain range to the east. This alluvium is composed primarily of poorly
graded and unconsolidated sands, sandy gravels, and occasional discontinuous lenticular
bodies of sandy clay and silt. Regionally, the surface of these old alluvial fans is
undulatory, with a distinct dip toward the Kern River to the northwest of the site. The site
itself is located along one of the crests of the land surface 'ripples', at an elevation of
approximately 390 feet above mean sea level (MSL). The total thickness of the alluvial
fan deposits is estimated to range from approximately 600 feet west of the site to over
4,000 feet near the Sierra Nevada Mountains.
The site lies within the Edison hydrogeologic sub-area of the Edison-Maricopa area.
Uppermost groundwater within this area occurs within the old alluvial fan deposits. In the
site vicinity, deeper aquifers of limited areal extent are Present in the consolidated non-
marine sedimentary units and within fracture zones of the crystalline basement rock. The
most prominent subsurface features controlling the groundwater flow direction are the
grOundwater barriers formed by the northwest-to-southeast trending Edison fault and
subparallel splays of this fault, located south and north of the site, respectively.
Site Specific Geology and Hydrogeology
Lithology encountered beneath the site is predominantly Recent alluvium composed of
silty sand and silty sand with gravel, with interbedded well- and poorly-graded sand with
gravel, and well graded gravel with sand, to the total depth explored of 40.5 feet bgs.
Groundwater was not encountered during site assessment activities, but the depth to
groundwater is estimated to be over 150 feet bgs, with a southerly flow direction.

FIELD ACTIVITIES
USTs, Dispensers, and Product Piping Removal and Soil Sampling
On July 25, 2001, L&M uncovered four 10,000-gallon, double-walled fiberglass fuel
USTs, one 500-gallon waste oil UST, four product dispensers, and associated piping. The
empty USTs and piping were rinsed, degassed, and removed for disposal on July 25, 2001.
The four fuel USTs, and one waste oil UST appeared to be in good condition at the time of
removal. The USTs, dispensers, and piping were removed under the observation of
Inspector Steve Underwood of the CBFD. The former locations of the UST complex,
dispenser islands and piping are shown on Figure 2.
IT collected soil samples beneath the former fuel USTs, the waste oil UST, four product
dispensers and associated product piping as specified by Inspector Underwood of the
CBFD, and the sampling was conducted under the oversight of a California Registered
Geologist.
A total of 26 soil samples were collected from beneath the USTs, dispensers, and piping
for laboratory analysis. All soil samples were collected using the bucket of the on-site
excavator. Sixteen soil samples were collected from beneath the former fuel USTs at
approximately 16 and 20 feet bgs. Eight soil samples were collected beneath, or in the
immediate vicinity of, the former dispensers and piping, at approximately 2 and 6 feet bgs.
Two soil samples were collected from beneath the former waste oil UST at approximately
9 and 15 feet bgs. Approximate sample locations and depths are shown on Figure 2.
Soil samples were collected in 4 ounce glass jars, sealed with Teflon lined lids, labeled,
stored on ice for transport with the appropriate chain-of-custody documentation, and
submitted to Calscience Environmental Laboratories, Inc. (CEL), in Garden Grove, a
California state-certified laboratory.
Limited Over-Excavation Activities
Preliminary field screening was conducted using a photo ionization detector (PID) on soil
samples collected during the UST removal activities. IT staff observed elevated volatile
organic compound (VOC) concentrations from soil samples collected beneath the former
USTs at 16 and 20 feet bgs. Elevated VOCs were observed in samples T-2B-20 and T-3B-
20 at 230 and 95.1 parts per million by volume (ppmv), respectively. Subsequently, on
July 25, 2001, LC and IT performed limited over-excavation activities within the UST pit
(Figure 2). Approximately 75 cubic yards of soil were excavated and stockpiled on-site.
The excavation in the eastern portion of the UST pit was extended to a depth of
approximately 25 and 33 feet bgs, the maximum reach of the excavator. Using the
excavator bucket, a total of five confirmation soil samples were collected during the over-
excavation activities (Figure 2).

Soil Stockpile Sampling
A total of 20 pea-gravel/soil samples were cOllected for analyses from the stockp!les,
which were generated during the excavation of the USTs, dispensers, and product piping,
and during the over-excavation activities. The stockpile locations are shown on Figure 2.
LABORATORY ANALYSES
Soil samples collected during site activities were submitted to CEL for analysis for Total
Petroleum Hydrocarbons as gasoline (TPH-g) and Total Petroleum Hydrocarbons as diesel
fuel (TPH-d) using EPA Method 8015 Modified and for benzene, toluene, ethyl benzene,
total xylenes (BTEX compounds), methyl tert-butyl ether (MtBE), using EPA Method
8021B. MtBE confirmation using EPA Method 8260B was used on samples with detected
concentrations of MtBE using 8021B. A summary of the soil analytical results is
presented below and included in Table 1. Certified analytical reports and chain-of-custody
documentation are included in Appendix B.
REMOVAL OF STORAGE TANKS, RINSEATE, AND STOCKPILED SOIL
The USTs and piping were removed from the site on July 25, 2001, and transported to
Ecology Control Industries (ECl), in Fontana, California, for destruction. The waste
manifests and tank destruction certifications are included in Appendix C. On July 25,
2001, the rinseate generated during tank cleaning was transported by ECI to DeMenno
Kerdoon of Compton, California, as flammable liquid waste. A copy of the manifest is
included in Appendix C.
Approximately 475 cubic yards of pea gravel, which was generated during excavation and
removal of the USTs, product dispensers and piping, was used as backfill for the UST
excavation. The excavation was backfilled and compacted under the direction of LC.
Approximately 75 cubic yards (97 tons) of hydrocarbon-impacted soil was generated and
stockpiled during over-excavation activities performed on July 25, 2001 (Figure 2). On
August 10, 2001, the soil stockpile produced from the over-excavation activities was
transported to TPS Technologies Soil Recycling, in Adelanto, California. Copies of the
soil manifests are included in Appendix C.
ANALYTICAL RESULTS
Gasoline Fuel UST Area. TPH-g was detected in one sample collected beneath the
gasoline tanks at a concentration of 0.83 milligrams per kilogram (mg/kg)(T-2A-16).
However, during the sample collection, the samples were field screened for the presence of
VOCs using a PIT). IT staff observed elevated VOCs in the eastern portion of the UST
complex. Three locations were over-excavated due to the field screening results (Figure
2). Following over-excavation activities in this area, a total of five confirmation samples
were collected. Confirmation samples showed that TPH-g concentrations near the eastern

end of tank T-3 increased to 980 mg/kg (T-3B-33) from ND (not detected) in sample
T-3B-28. TPH-g concentrations remained ND beneath the other over-excavation locations.
TPH-d was not detected in any preliminary soil samples (samples collected prior to over-
excavation) but were detected in one confirmation sample at 1,100 mg/kg (T-3B-33).
BTEX compounds were not detected in any soil samples collected beneath the UST
complex.
MtBE was detected in three preliminary samples (T-2B-20, T-3B-16 and T-4B-20) and
was not detected in the five confirmation samples. The maximum MtBE concentration
using EPA Method 8260 was 0.027 mg/kg (T-4B-20).
Dispenser Areas. TPH-g concentrations were detected in sample D-l-2 at 0.92 mg/kg.
TPH-d and.BTEX compounds were not detected in any soil samples collected beneath the
dispensers. MtBE concentrations were detected in sample D-l-2 at 0.27 mg/kg using EPA
method 8021B and at 0.023 mg/kg using EPA Method 8260B.
Product Piping Areas. Under the direction of Inspector Underwood, product piping
samples were collected in combination with the dispenser samples.
Soil analytical results are summarized in Table 1 and Certified Analytical Reports and
Chain-of-Custody documents are included in Appendix B.
CONCLUSIONS
The former gasoline and diesel fuel underground storage tanks, dispensers, and associated
product piping were properly removed, decontaminated and transported off-site for
disposal as documented in this report. Based on the results of sampling activities, IT
concludes the following:
Lithology encountered beneath the site is predominantly Recent alluvium
composed of interbedded well- and poorly-graded sand, sandy silt and gravelly
sand to a total depth explored of 33 feet bgs.
· There was no evidence of tank ruptures or leaks and the tanks appeared to be in
good condition.
Elevated concentrations of TPH-g and TPH-d were identified in one of the soil
samples collected from beneath the USTs following over-excavation. The area
located near the eastern end of tank T-3 exhibited the highest concentrations of
petroleum hydrocarbons. The maximum concentration of TPH-g detected was
reported in sample T-3B-33 (980 mg/kg); the maximum TPH-d concentration
detected was reported in the same sample (1,100 mg/kg).
· Concentrations of TPH-g, BTEX compounds, and MtBE were not detected in
samples collected beneath the dispensers at 6 feet bgs.
