RESOLUTION OF THE COUNCIL OF THE CITY OF
BAKERSFIELD APPROVING THE APPLICATIONS FOR
GRANT FUNDS FOR THE TRAIL GRANT PROGRAM
UNDER THE CALIFORNIA WILDLIFE, COASTAL, AND
PARK LAND CONSERVATION ACT OF 1988 FOR THE
ACQUISITION OF REAL PROPERTY IN THE KERN
RIVER PARKWAY FOR OPEN SPACE AREAS FOR
EQUESTRIAN AND BICYCLE TRAILS AND REST AND
STAGING AREAS IN THE CITY OF BAKERSFIELD.
WHEREAS, the people of the State of California have
enacted the California Wildlife, Coastal, and Park Land
Conservation Act of 1988, which provides funds to the State of
California and its political subdivisions for acquiring and/or
developing facilities for public recreational and open space
purposes;
and
WHEREAS, the State Department of Parks and Recreation
has been delegated the responsibility for the administration of
the program within the state, setting up necessary procedures
governing application by local agencies under the program;
and
WHEREAS, the City of Bakersfield wishes to acquire
real property in the Kern River Parkway for open space areas
equestrian and bicycle trails and rest and staging areas;
and
for
WHEREAS, on November 30, 1988, the Council of the City
of Bakersfield certified the Environmental Impact Report for the
development of the Kern River Parkway Plan;
and
WHEREAS, the procedures established by the State
Department of Parks and Recreation require local agencies to cer-
tify by resolution 'the approval of application before submis-
sion of said application to the state;
and
which
and
WHEREAS, said application contain assurances within
the City of Bakersfield must comply;
WHEREAS, tihe City of Bakersfield will enter into an
agreement with the State of California for acquisition or devel-
opment of the project.
NOW, THEREFORE, BE IT RESOLVED by the Council of the
City of Bakersfield as follows:
The filing of an application under the Trails Grant Program
under the California Wildlife, Coastal, and Park Land
Conservation Act of 1988 for state grant assistance for the
above project is hereby approved; and
The assurances and certification in the application form are
acceptable; and
The City of Bakersfield has or will have sufficient funds to
operate and maintain the project; and
The project included in this application is consistent with
the Bakersfield Metropolitan Area General Plan; and
The project included in this application has complied with
the provisions of California Environmental Quality Act with
the certification of the Environmental Impact Report for the
Kern River Parkway Plan on November 30, 1988; and
The City Manager is hereby authorized to conduct all
negotiations and execute all documents with concurrence of
the City Attorney, including, but not limited to
applications, agreements, amendments, payment requests which
may be necessary for the completion of the aforementioned
project.

I HEREBY CERTIFY that the foregoing Resolution was passed and

PROJECT PROPOSAL
PROJECT NAME: Kern River Parkway Trails Land Acquisition
PROJECT DESCRIPTION:
The project proposed is the acquisition of nine parcels of
land grouped into two areas, which are necessary for the
development of the continuous alignment of the horse and bicycle
trails, and to provide increased access to the trails and other
open space activities in the Kern River Parkway. The Kern River
Parkway Plan identifies the acquisition of these areas as
necessary to fully implement the Parkway Plan. In addition,
funding is requested for Area 1 to develop a rest area and staging
area.
AREA 1: Area 1 consists of three parcels and a portion of a
fourth parcel totaling 103.36 acres. Area 1 is located on
the south bank of the Kern River, between Chester Avenue and
Manor Street, and north of the Kern River Levee. The 103.36
acres has been appraised at $413,500. The cost to develop
the rest and staging areas and horse trail would be $25,000.
Requested funding for Area 1 is $438,500.
The Parkway Plan identifies Area 1 as preservation of
riparian habitat, natural open space, and landscaped areas,
and the trail head of the realigned bike path, two parking
lots, rest area, staging area, and information building.
Also, an alignment of an horse trail is shown to pass across
this area.
AREA 2: Area 2 consists of four parcels totaling 15.76 acres
located west of Coffee Road between the Cross Valley Canal
and the Kern River. Acquisition of the largest parcel (8.54
acres) is important because the horse trail alignment must
cross this parcel in order to complete the trail along the
Parkway. The 8.54 acres has been appraised at $74,000. The
other three parcels in Area 2 have not been appraised but may
be valued at an estimated $100,000. Cost to develop the
horse trail is $2,500. The amount requested for funding the
acquisition of Area 2 and developing the horse trail is
$176,500.
The Parkway Plan identifies Area 2 to include portions of the
Kern River channel, primary and secondary floodplain
necessary for the alignment of the equestrian trail, the
riparian habitat educational studies area, and implementation
Kern River water element.
TOTAL FUNDING REQUESTED: $615,000

The project is to purchase real property in two locations in the Kern River Parkway
Plan. Area 1 is 103.36 acres located west of Manor Street, on the south bank of the
,Kern River. Area 2 is 15.76 acres located west of Coffee Road, at Truxtun Avenue.
These locations have been identified in the EIR as parcels necessary for acquisition
by the City of Bakersfield to fully implement the Kern River Parkway Plan.
