The Bakersfield operation for Pacific Pipeline System LLC is a warehouse and
office facility and does not regularly store or handle hazardous materials with the
exception of compressed air for a breathing apparatus. Included herewith is a
current inventory of this material for 2003 being stored at the Bakersfield facility.
The only change is the addition of a quantity of propane since last year. This
information should allow you to update your records accordingly.

SITE SPECIFIC EMERGENCY AND FIRE PREVENTION PLAN

INTRODUCTION
The PACIFIC PIPELINE SYSTEM Bakersfield District Office ("Office") Emergency Action and Fire
Prevention Plan ("Plan") is designed to comply with OSHA 29 CFR 1910.38 and CaIOSHA
standard Title 8, Section 3220 and 3221. The Plan covers site specific issues including
emergency response to fires, natural disasters and medical emergencies. This site specific Plan is
designed as a supplement to the PACIFIC PIPELINE SYSTEM Emergency Response Plan. A copy
of this Plan is kept in the Office safety related files in the Library and is available for employee
review.
RESPONSIBILITY
The Bakersfield District Operations Supervisor, working with his Safety Staff, is responsible for
developing, implementing, updating, and training employees on the Plan.
TRAINING
All employees (regular full-time, part-time, temporary and contract) working in the Office will be
trained during their orientation by their immediate supervisor, upon initial assignment to the
Office.
Training will be provided initially when the plan is developed, whenever the employee's
responsibilities or designated actions under the plan change, whenever the plan is changed, and
at least annually thereafter. Unscheduled drills will be conducted at least annually to test this
evacuation plan and maintain awareness.
The Operations Supervisor will designate and train enough employees to assist in the safe and
orderly evacuation of the Office. These individuals are referred to as "Fire Wardens" in the
remainder of the plan..
EMERGENCIES
The emergencies covered by this plan in~:lude fires, floods, earthquakes, or other natural
disasters that may require an orderly evacuation of the Office.

REMEMBER -- PERSONAL SAFETY IS PRIORITY NUMBER ONE!
ALARM SYSTEM
The fire/emergency alarm in the Office is activated automatically by smoke detecting devices.
The alarm provides a signal that can be heard throughout the office and the sound will be a
loud electronic tone. The Office public address system can also be used to transmit emergency
information.
When the alarm is activated, the system automatically dials a private contracted monitoring
company. This company, Protection One, will contact local emergency responders. Protection
One can be reached at 800-GET-HELP (800-438-4357). The telephone number for the
Protection One alarm center is 800-333-2245.
The control panel for the system is located in a utility room accessed through an exterior door
on the west side of the building.
EVACUATI'ON PLAN
If there is an emergency alarm, all employees, contractors and visitors will evacuate based on
the evacuation plan (see the attached "EMERGENCY LOCATIONS" drawing) and assemble for
headcount as follows:
Primary Assembly Area: Evacuate through t.he nearest exit, then proceed to the front sidewalk
assembly area as shown on the attached "EMERGENCY LOCATIONS" drawing.
Secondary Assembly Area: If assembly on the front sidewalk is not possible due to the nature
of the emergency, employees should evacuate through the nearest exit, then proceed to an
assembly area across the street.
The Fire Wardens will assist in the orderly evacuation of the Office.
Without exception, the evacuation assembly area chosen will be located in the area that is least
exposed to the emergency situation. For example, if the primary location is exposed to fire, the
secondary location should be used.
Upon evacuation of the facility, employees should follow the guidelines listed below:

· Proceed immediately to the Assembly Ar~a where the highest level of supervision on scene
will collect the names or'employees at that point to account for all affected personnel.
· Do not leave until you are certain that your supervisor or another member of management
is aware of your location.
Do not leave the assembly point until you have been instructed to do so by either a
management representative or a member of the emergency response 'agencies (i.e.,
firefighter, police officer, etc.)
· ~[n the event that you cannot remain in the immediate vicinity, you should notify the
Operations Supervisor as soon as possible after leaving the site.
Evacuation of the surrounding community is the responsibility of the local emergency agencies.
RESPONSES TO SPECI'FI'C EMERGENCTES
MEDICAL EMERGENCIES
Due to the proximity of emergency medical, care providers, the primary response is to use an
outside telephone line to call 911. Notify the Cherry Avenue Control Center (310 428~9290) and
the Operations Supervisor immediately after first aid has been rendered and advanced medical
support has been notified.
First aid may also be provided to injured or ill employees by co-workers who have received
"Good Samaritan" first aid and cardio-pulmonary response training from either PPS or another
outside training service. Although the Company supplies this training, it is an employee's choice
whether to provide Good Samaritan first aid if there is a medical emergency.
First aid supplies are located as shown on the attached "EMERGENCY LOCATTONS" drawing.
FIRE EMERGENCIES
The Company provides hands-on annual training to a select group of employees for incipient
stage fire fighting. An incipient stage fire is one that is still small enough to be extinguished or
controlled with the use of portable fire extinguishers. The incipient stage of a fire is usually
within the first two minutes after ignition.

All fires or other emergency situations should be reported immediately to the Operations
Control Center and the Operations Supervisor. The Operations Control Center will
coordinate the notification of fire, police, and other appropriate local emergency
agencies to minimize public exposure and assist with traffic control in the affected area.
In addition to hand portable fire extinguishers, the Office is protected by a water
sprinkler system. The system is automatically activated by heat fusible links in the
sprinkler heads. Do not rely on the sprinkler system to extinguish a fire -- Call the Fire
Department if the system is activated!
HAZARDOUS MA TERIALS SPILLS
1-Evacuate immediate area of any personnel who could be affected.
2-Notify the Operations Center at 562/728-2311. Do not hang up until the individual
has obtained all requested information.'
3-Only HAZWOPER trained employees will attempt to contain, control, or clean up a
spill of hazardous materials. Appropriate personal protective equipment will be used.
4-The Operations Center will implement emergency response procedures as detailed in
the PPS Emergency Response Plan.
NATURAL DISASTERS
Natural disasters include earthquakes, floods, high winds, or other naturally occurring
situations that may put the facility or public in danger.
The immediate response to an earthqua'ke is to position yourself under something with
structural stability, such as under a desk, table or stand in a doorway. After the initial
shaking has stopped, evacuate the facility using the evacuation plan described
previously in this Plan. Do not return to the building until an assessment of damages has
been conducted by Management personnel.
Management personnel present at the time of the emergency will assess the magnitude
of any flood, high wind or other situation, and provide instructions over the public
address system or through the Fire Wardens.

FIRE PREVENTION PLAN
FIRE HAZARDS, POTENTIAL IGNITION SOURCES, AND CONTROL MEASURES
Daily activities in the Bakersfield Office present the potential for a variety of fire hazards
including the following:
1. Accumulation of combustible trash, improper storage of paper, etc.
Ordinary combustible trash is removed from offices daily and placed into large
non-combustible receptacles outside the building.
2. Storage of crude oil samples in the office area:
Employees are prohibited from storing crude oil samples inside the office
building, except for small samples immediately before transportation to a lab for
analysis.
3. Storage of flammable and combustible liquids (i.e., solvents, paints, thinners, etc.):
Storage of purchased flammable or combustible liquids must be separated by a
distance of 25 feet from occupied buildings and adjacent property lines. Indoor'
storage is limited to quantities below regulatory limits, and all containers must be
closed.
4. Use of unsafe space heaters:
Only heaters with tip-over controls are allowed to be used in the building.
Employees must ensure that no combustible materials are stored near space
heaters.
5. Overloaded electrical systems:
Supervisory personnel conduct periodic inspections of the electrical systems-to
assure continuing safety.
6. Smoking:
The facility's office spaces have been designated as "No Smoking" areas. The
Office has designated smoking areas in the following locations:
· The warehouse (as a courtesy to others, keep the door closed between
the office spaces and the warehouse)
· outside the building

7. Hot Work Procedures.
The warehouse area has been designated as an established prefab area where there is
little possibility of flammable gas or vapor migration to the location. However, all
employees are obligated to use the hot work permit system and procedure (see PPS
Safety and Health Manual) when conducting hot work (i.e., welding, brazing, grinding,
etc.) in areas where fire hazards may exist.
FIRE EQUIPMENT PLACEMENT. MAINTENANCE. AND INSPECTION
Hand portable fire extinguishers available to control and extinguish fire in the Office are shown
on the attached "EMERGENCY LOCATIONS" drawing.
Maintenance personnel are responsible for. ensuring the periodic inspection and maintenance
required for fire equipment, as detailed in the PPS Maintenance Manual, is conducted.
At a minimum, inspections conform to either manufacturer's recommendations, local fire codes,
state/federal safety regulations, or company procedures.
The Operations Supervisor, working with his Safety Staff, is responsible for the evaluation and
placement of fire protection equipment at the Office.
HOUSEKEEPING
Employees are instructed to discard trash in non-combustible containers, and these are to be
emptied periodically to assure good housekeeping.
In addition, employees are instructed to assure that proper exit pathways are kept clear
of barricades and that fire lanes are maintained open. No fire protection equipment
may be blocked at any time.

SITE SPECIFIC EMERGENCY AND FIRE PREVENTION PLAN
6800 DISTRICT BOULEVARD, BAKERSFIELD, CA.
INTRODUCTION
The PACIFIC PIPELINE SYSTEM Bakersfield District Office ("Office") Emergency Action and Fire
Prevention Plan ("Plan") is designed to comply with OSHA 29 CFR 1910.38 and CalOSHA
standard Title 8, Section 3220 and 3221. The Plan covers site specific issues including
emergency response to fires, natural disasters and medical emergencies. This site specific Plan is
designed as a supplement to the PACIFIC PIPELINE SYSTEM Emergency Response Plan. A copy
of this Plan is kept in the Office safety related files in the Library and is available for employee
review.
RESPONSIBILITY
The Bakersfield District Operations Supervisor, working with his Safety Staff, is responsible for
developing, implementing, updating, and training employees on the Plan.
TRAINING
All employees (regular full-time, part-time, temporary and contract) working in the Office will be
trained during their orientation by their immediate supervisor, upon initial assignment to the
Office.
Training will be provided initially when the plan is developed, whenever the employee's
responsibilities or designated actions under the plan change, whenever the plan is changed, and
at least annually thereafter. Unscheduled drills will be conducted at least annually to test this
evacuation plan and maintain awareness.
The Operations Supervisor will designate and train enough employees to assist in the safe and
orderly evacuation of the Office. These individuals are referred to as "Fire Wardens" in the
remainder of the plan..
EMERGENCIES
The emergencies covered by this plan include fires, floods, earthquakes, or other natural
disasters that may require an orderly evacuation of the Office.

REMEMBER -- PERSONAL SAFETY IS PRIORITY NUMBER ONE/
ALARM SYSTEM
The fire/emergency alarm in the Office is activated automatically by smoke detecting devices.
The alarm provides a signal that can be heard throughout the office and the sound will be a
loud electronic tone. The Office public address system can also be used to transmit emergency
information.
When the alarm is activated, the system automatically dials a private contracted monitoring
company. This company, Protection One, will contact local emergency responders. Protection
One can be reached at 800-GET-HELP (800-438-4357). The telephone number for the
Protection One alarm center is 800-333-2245.
The control panel for the system is located in a utility room accessed through an exterior door
on the west side of the building.
EVACUATTON PLAN
If there is an emergency alarm, all employees, contractors and visitors will evacuate based on
the evacuation plan (see the attached "EMERGENCY LOCATIONS" drawing) and assemble for
headcount as follows:
Primary Assembly Area: Evacuate through the nearest exit, then proceed to the front sidewalk
assembly area as shown on the attached "EMERGENCY LOCATIONS" drawing.
Secondary Assembly Area: If assembly on the front sidewalk is not possible due to the nature
of the emergency, employees should evacuate through the nearest exit, then proceed to an
assembly area across the street.
The Fire Wardens will assist in the orderly evacuation of the Office.
Without exception, the evacuation assembly area chosen will be located in the area that is least
exposed to the emergency situation. For example, if the primary location is exposed to fire, the
secondary location should be used.
Upon evacuation of the facility, employees should follow the guidelines listed below:

· Proceed immediately to the Assembly Area where the highest level of supervision on scene
will collect the names of employees at that point to account for all affected personnel.
· Do not leave until you are certain that your supervisor or another member of management
is aware of your location.
Do not leave the assembly point until you have been instructed to do so by either a
management representative or a member of the emergency response agencies (i.e.,
firefighter, police officer, etc.)
· l~n the event that you cannot remain in the immediate vicinity, you should notify the
Operations Supervisor as soon as possible after leaving the site.
Evacuation of the surrounding community is the responsibility of the local emergency agencies.
RESPONSES TO SPECTFTC EF,IERGENCI'ES
MEDICAL EMERGENCIES
Due to the proximity of emergency medical care providers, the primary response is to use an
outside telephone line to call 9:[:[. Notify the Cherry Avenue Control Center (310 428-9290) and
the Operations Supervisor immediately after first aid has been rendered and advanced medical
support has been notified.
First aid may also be provided to injured or ill employees by co-workers who have received
"Good Samaritan" first aid and cardio-pulmonary response training from either PPS or another
outside training service. Although the Company supplies this training, it is an employee's choice
whether to provide Good Samaritan first aid if there is a medical emergency.
First aid supplies are located as shown on the attached "EMERGENCY LOCATIONS" drawing.
FIRE EMERGENCIES
The Company provides hands-on annual training to a select group of employees for incipient
stage fire fighting. An incipient stage fire is one that is still small enough to be extinguished or
controlled with the use of portable fire extinguishers. The incipient stage of a fire is usually
within the first two minutes after ignition.

All fires or other emergency situations should be reported immediately to the Operations
Control Center and the Operations Supervisor. The Operations Control Center will
coordinate the notification of fire, police, and other appropriate local emergency
agencies to minimize public exposure and assist with traffic control in the affected area.
In addition to hand portable fire extinguishers, the Office is protected by a water
sprinkler system. The system is automatically activated by heat fusible links in the
sprinkler heads. Do not rely on the sprinkler system to extinguish a fire -- Call the Fire
Department if the system is activated!
HAZARDOUS MA TERIALS SPILLS
1-Evacuate immediate area of any personnel who could be affected.
2-Notify the Operations Center at 562/728-2311. Do not hang up until the individual
has obtained all requested information.
3-Only HAZWOPER trained employees will attempt to contain, control, or clean up a
spill of hazardous materials. Appropriate personal protective equipment will be used.
4-The Operations Center will implement emergency response procedures as detailed in
the PPS Emergency Response Plan.
NATURAL DISASTERS
Natural disasters include earthquakes, floods, high winds, or other naturally occurring
situations that may put the facility or public in danger.
The immediate response to an earthquake is to position yourself under something with
structural stability, such as under a desk, table or stand in a doorway. After the initial
shaking has stopped, evacuate the facility using the evacuation plan described
previously in this Plan. Do not return to the building until an assessment of damages has
been conducted by Management personnel.
Management personnel present at the time of the emergency will assess the magnitude
of any flood, high wind or other situation, and provide instructions over the public
address system or through the Fire Wardens.

FIRE PREVENTION PLAN
FIRE HAZARDS, POTENTIAL IGNITION SOURCES, AND CONTROL MEASURES
Daily activities in the Bakersfield Office present the potential for a variety of fire hazards
including the following:
1. Accumulation of combustible trash, improper storage of paper, etc.
Ordinary combustible trash is removed from offices daily and placed into large
non-combustible receptacles outside the building.
2. Storage of crude oil samples in the office area:
Employees are prohibited from storing crude oil samples inside the office
building, except for small samples immediately before transportation to a lab for
analysis.
3. Storage of flammable and combustible liquids (i.e., solvents, paints, thinners, etc.):
Storage of purchased flammable or combustible liquids must be separated by a
distance of 25 feet from occupied buildings and adjacent property lines. Indoor
storage is limited to quantities below regulatory limits, and all containers must be
closed.
4. Use of unsafe space heaters:
Only heaters with tip-over controls are allowed to be used in the building.
Employees must ensure that no combustible materials are stored near space
heaters.
5. Overloaded electrical systems:
Supervisory personnel conduct periodic inspections of the electrical systems-to
assure continuing safety.
6. Smoking:
The facility's office spaces have been designated as "No Smoking" areas. The
Office has designated smoking areas in the following locations:
· The warehouse (as a courtesy to others, keep the door closed between
the office spaces and the warehouse)
· outside the building

7. Hot Work Procedures.
The warehouse area has been designated as an established prefab area where there is
little possibility of flammable gas or vapor migration to the location. However, all
employees are obligated to use the hot work permit system and procedure (see PPS
Safety and Health Manual) when conducting hot work (i.e., welding, brazing, grinding,
etc.) in areas where fire hazards may exist.
FIRE EQUIPMENT PLACEMENT. MAINTENANCE. AND INSPECTION
Hand portable fire extinguishers available to control and extinguish fire in the Office are shown
on the attached "EMERGENCY LOCATIONS" drawing.
Maintenance personnel are responsible for ensuring the periodic inspection and maintenance
required for fire equipment, as detailed in the PPS Maintenance Manual, is conducted.
At a minimum, inspections conform to either manufacturer's recommendations, local fire codes,
state/federal safety regulations, or company procedures.
The Operations Supervisor, working with his Safety Staff, is responsible for the evaluation and
placement of fire protection equipment at the Office.
HOUSEKEEPING
Employees are instructed to discard trash in non-combustible containers, and these are to be
emptied periodically to assure good housekeeping.
In addition, employees are instructed to assure that proper exit pathways are kept clear
of barricades and that fire lanes are maintained open. No fire protection equipment
may be blocked at any time.
