These plans are being submitted for your review as Revision #3. APL's Emergency Response Zone Plan Manuals are reviewed to ensure the accuracy of the information provided and to incorporate operational and regulatory changes. Enclosed you will find a packet of material that contains replacement pages for the above mentioned manual. This page defines which numbered copy of the manual the material belongs in. Sincerely, Karen Roberts kr Enclosures: Revisions for: Emergency Response Zone Plan - Bakersfield A Subsidiary of Atiandc Richfield Compan,. 3.0 NOTIFICATION PROCEDURES 3.1 General In the event of a petroleum product spill, the First Observer and Supervisor are responsible for taking first action. The notifications required for a spill response are illustrated in Figure 3-1. An APL Internal Notification Checklist is provided as Figure 3-2. A form for use to gather information for agency notification follows as Figure 3-3. This is a form similar to that used by the National Response Center (NRC) when receiving a report of a spill. Refer to Section 3.0 of the Core Information Plan for additional information on reporting requirements including flowcharts for federal and state reporting. 3.2 Qualified Individual(s) Figure 3-4 provides a list of the Qualified Individual(s) and their alternate(s) including their position, work address, and 24 hour telephone numbers. The QI's authority and responsibilities can be found in Section 5.0 of the Core Information Plan. 3.3 Internal Notifications Figure 3-5 provides a list of Bakersfield Response Zone individuals who would be First Responders to an emergency within the Response Zone. Figures 3-6 through 3-8 provide lists of APL Support Personnel who could respond in the event that the emergency requires assistance to the local response personnel. Section 5.0 of the Core Information Plan lists the entire APL Emergency Response Team. :5.4 Governmental Agency Notifications Figure 3-9 lists federal, state and local agencies, 24 hour telephone numbers, and prioritizes the agency calls that must be made in the event of an emergency. 3.5 Pipeline Call Wheel Figures 3-10 and 3-I 1 provide telephone numbers for other companies that operate pipelines in the San Joaquin Valley and the Los Angeles Basin. When an APL employee responds to a report of a leak or spill and it is determined not to be from an APL pipeline, the Call Wheel provides telephone numbers to alert the responsible company to the problem. HOW TO USE THE CALL WHEEL The companies in the inner wheel of the Call Wheel are connected via an automatic ringdowa telephone network. Any company within the inner wheel that becomes aware of a leak may be connected simultaneously with the other companies on the inner wheel. (A satellite company that becomes aware of a leak should contact an inner wheel company to initiate the Call Wheel.) Upon initiating the Call Wheel, take roll call and then pass on the leak information. If any company on the inner wheel is absent for roll call, the company immediately prior to the absent party will call the absent company via the public telephone system. In the event a company on the inner wheel can not be contacted, the company immediately prior to the absent party will call the satellite company that the absent party was supposed to contact. In the event that any of the inner wheel companies re unable to contact any of their satellite companies, this information will be passed back to the inner wheel companies. IF THE WHEEL COMMUNICATIONS FAIL In the event the automatic ringdown telephone does not work, revert back to individual telephone calls as indicated on the Call Wheel. The initiating company will call the next party in the Call Wheel sequence. If any of the companies on the inner wheel can not be contacted, the party immediately prior to the absent party will notify the next party on the inner wheel in sequence after the absent party. The party immediately prior to the absent party will also be responsible for calling the satellites of the absent party.
