(SEI) is submitting this Groundwater Sampling Report (Report) for the subject site located at 2800 Standard Street and 3650 through 3880 Rosedale Highway in Bakersfield, California (site). See Plate 1 for a Location Map. SEI submitted a Revised Groundwater Well Sampling Workplan dated July 3, 2001 which was apProved by the Bakersfield Fire Department Office of Environmental Services (BFDOES) in a letter dated August 8, 2001. This Report describes the sampling of the four (4) water supply wells and three (3) groundwater monitoring wells that are currently present on the project site. Also included is a discussion of the regional water conditions, local groundwater gradient and conclusions and recommendations for the site. i I I I I SITE DESCRIPTION The approximately 20-acre site consists of multiple properties referred to as the Sparks parcel (comprised of two parcels), Rosedale Hotel/Maaco parcel, Seaton parcel and the Glenn Rose parcel. These parcels are addressed 2800 Standard Street (Sparks parcel), 3650/3660 Rosedale Highway (Rosedale Hotel/Maaco parcel) and 3800/3880 Rosedale Highway (Glenn Rose parcel) as shown on the Site Plan, Plate 2. No street address has been assigned to the Seaton parcel. The Seaton parcel is located between the Rosedale Hotel/Maaco parcel and the Glenn Rose parcel. Currently, two (2) water supply wells (referred to as the North and South Sparks wells) are located on the Sparks parcel, one (1) water supply well is located on the Maaco/Rosedale Hotel parcel and one water supply well is located on .the Glenn Rose parcel. The three (3) groundwater monitoring wells are located on the Sparks northeastern parcel. I I I I I I I I I I I i Sparks parcel: One 60 foot deep water well that is 16 inches in diameter (N-well) · One 140 foot deep water well that is 6 inches in diameter (S-well) · The three (3) groundwater monitoring wells, designated MW- 1, MW-2, and MW-3, are each 35 feet deep with 2-inch diameter PVC casing. Glenn Rose parcel: · One 280 foot deep water well that is 8 inches in diameter (GR-well). Maaco/Rosedale Hotel parcel: · One 280 foot deep water well that is 8 inches in diameter (M-well). Previous Groundwater Sampling Events The North Sparks well (N Well), the Maaco/Rosedale Hotel well (M Well) and the three (3) groundwater monitoring wells (MW-l, MW-2 and MW-3) were sampled by Soils Engineering, Inc. (SEI) in October 1998. The South Sparks well (S well) and the Glen Rose well (GR well) could not be sampled at that time due to the presence of materials (well pump and pump rods) inside the well casings preventing access. The groundwater monitoring well samples (MW-l, MW-2 and MW-3) were analyzed for Total Petroleum Hydrocarbons (TPH), CAM 17 Metals and volatile organic compounds (VOC's) by appropriate EPA analytical methods. The deeper wells (M Well and N Well) were analyzed for Total Recoverable Petroleum Hydrocarbons (TRPH), TPH, VOC's and CAM 17 Metals by appropriate EPA analytical methods. The analytical results of this sampling event indicated no elevated metals, VOC's, TRPH or TPH in the north Sparks well (N Well) and only 2.0 parts per billion (ppb) MTBE and 64 ppb TPH as gasoline (TPHg) in the M Well sample. The three (3) monitoring wells had only very minor MTBE (0.57 to 2 ppb) and total xylenes (1 to 3.8 ppb) reported, with no TPH or elevated metals. See attached Table 1 for historical groundwater sampling results at this site. Additional groundwater sampling was conducted by ENSR at 14 boring locations (EB-1 to EB-14) across the site between June 26, 2000 and July 21, 2001. Groundwater samples were collected utilizing a Geoprobe or hollow-stem auger drilling rig, pumps and bailers. The groundwater samples for this investigation were analyzed for TPHg, TPH as diesel (TPHd), TPH as motor oil (TPHmo), VOC's, and the majority of samples for CAM 17 Metals (EB- 1 to EB-9, and EB-12). Water samples EB-6 to EB-9 were also analyzed for benzene, toluene, ethylbenzene, and xylenes (BTEX). The analytical results of these water samples indicated no elevated metals, VOC's or TPHg in the water samples. TPHd was reported at 120 ppb and TPHmo at 280 ppb in water sample EB-14 located west of the former Maaco Building. See attached Table 1 for historical groundwater sampling results at this site. Historical Groundwater Gradient Determinations The groundwater gradient was determined during the October 1998 sampling event by SEI. The shallow groundwater gradient was 0.0037'/' in a S81W direction on October 27, 1998. The deeper aquifer appeared to have a southwesterly gradient on October 26, 1998. FIELD ACTIVITIES CONDUCTED Removal of Water Well Piping SEI subcontracted Bakersfield Well & Pump Company, a licensed well driller contractor, to remove the piping and pumps from the four (4) water supply wells to allow purging and sampling of these wells. This work was conducted on 9/21/01 and 9/24/01 with the well material removed from the site and the wells temporarily capped with expanding locking plugs. Depth To Groundwater The static groundwater level was measured in each well using a water level sounder on September 24, 2001. Water levels in the four (4) groundwater wells ranged from 39.74' (N Well) to 79.54' (M Well), with the three (3) monitoring wells being dry at a depth of 35' below ground surface (bgs.). See Table 3 for groundwater levels measured on September 24, 2001. Purging and Sampling of Groundwater Wells The four water supply wells were purged by pumping water from the wells with a submersible pump until physical parameters (pH, temperature, and electrical conductivity) stabilized confirming successful purging parameters. The GR-Well was purged of approximately 165 gallons, the M-Well 110 gallons, the N-Well 150 gallons and the S-Well approximately 150 gallons of water until the physical parameters were consistent. The three (3) monitoring wells were dry and were not able purged or sampled during this assessment. See Table 3 for physical parameters during purging. After purging was completed and wells recovered, groundwater samples were collected using a new disposable bailer. The water samples were decanted from the bailer into appropriate preserved sample containers, labeled, and placed in an ice-cooled chest for overnight transport to Positive Lab Service under chain of custody documents. Purged groundwater Was stored on the site in Department of Transportation (DOT) approved 55- gallon drums and in a temporary storage tank pending the receipt and review of analytical results. I I I The containerized purge water was picked up for disposal on October 4, 2001 by MP Environmental and transported to Dermeno Kerdoon under a waste manifest. ANALYTICAL TESTING Groundwater samples were analyzed at Positive Lab Service a State certified analytical lab for the following: · Total petroleum hydrocarbons quantified as gasoline (TPH-g), TPH as diesel (TPH-d) and TPH as motor oil (TPH-mo) using United States Environmental Protection Agency (EPA) Test Method 8015 Modified, · VOCs, including benzene, toluene, ethylbenzene and total xylenes (BTEX) and the fuel oxygenates di-isopropyl ether (DIPE), ethyl tert-butyl ether (ETBE), methyl tertiary butyl ether (MTBE), tert-amyl methyl ether (TAME) and tert butanol, using EPA Test Method 8260. RESULTS OF GROUNDWATER ANALYSIS The analytical results of the four (4) former irrigation wells indicate only trace concentrations of Total Petroleum Hydrocarbons as gasoline (TPHg) in two (2) of the wells. Well GR-Well had 53 parts per billion (ppb) TPHg and well M-Well had 58 ppb TPHg reported in the water samples. No TPH as diesel (TPHd), TPH as motor oil (TPHmo), or volatile organics were reported in any of the water samples. No TPHg was reported in water samples from wells N-Well or S-Well. See Table 2 and attached analytical reports for complete results. GROUNDWATER GRADIENT Depth to water in the water wells along with surveyed top of casing elevations were used to determine an approximate groundwater gradient at the site. See Plate 3 for the groundwater gradient determined on September 24, 2001. The deeper groundwater gradient is approximately 0.0076'/' in a southwesterly direction. The regional deep groundwater gradient as indicated by recent Kern County Water Agency maps shows mounding occurring in the area of the site. LOCATION OF PUBLIC WATER WELLS The nearest active public water wells are approximately ½ mile south of the site across Rosedale Highway. The groundwater quality of the deeper aquifer in less than 200 ppm total dissolved solids (TDS), which is good. File No. 01-9692 October 10, 2001 Page 5 I i I I I I I I I I I I I I I I manufacturing facilities have impacted the first aquifer with minor concentrations of petroleum products within ½ mile north and east of the site. CONCLUSIONS & RECOMMENDATIONS Conclusions Based on field observations and analytical results of water samples the following is concluded: · Very minor TPHg concentrations were detected in wells GR-Well and M-Well at concentrations of 53 and 58 ppb, respectively. No other petroleum hydrocarbons or volatile organics were reported in the water samples. · The three (3) monitoring wells were dry during this investigation and were not sampled. Historical analytical results of these monitoring wells indicated only very minor concentrations of petroleum hydrocarbons. The N-Well appears to be in the same shallow aquifer as the monitoring wells and had no petroleum hydrocarbons reported during this investigation. · The groundwater gradient for the deeper aquifer appears to be to the southwest, but since the 3 wells are almost in a line an accurate direction and gradient is not possible. The approximate gradient is 0.0076'/' to the southwest. · The minor concentrations detected in wells GR-Well and M-Well may be related to regional industrial activities more than former on-site activities. · The nearest public water wells are located south of the site across Rosedale Highway approximately ½ mile away. · On-site activities do not appear to have impacted the groundwater beneath the site and is not a threat to the public drinking water supply. Recommendations SEI makes the following recommendations: · The three (3) monitoring wells should be abandoned per Kern County Environmental Health Services Department (KCEHSD)regulations. The permits for the well abandonment's are attached. · The four(4) groundwater wells should be abandoned per KCEHSD regulations. The well abandonment permits are attached. · If significant contamination in the soil is discovered during the remedial action at the site, which has potentially impacted the groundwater, then additional groundwater sampling in those areas should be conducted per BFDOES direction. Possible variations in the soil or groundwater conditions which may exist beyond the points explored in this investigation might effect the validity of this report unless those variations or conditions come to our attention and are reviewed and assimilated into the conclusions and recommendations of this report. Also, changes in the hydrologic conditions found could occur with time due to variations in rainfall, temperature, regional water usage, or other factors, any of which could affect this report. The services performed by SEI have been conducted in a manner consistent with the levels of care and skill ordinarily exercised by professionals currently practicing under similar conditions in California. The absence of contamination on or beneath the property cannot be guaranteed by this report. SEI is not responsible for any contamination or hazardous material found on the property. Permit applications will be submitted to the Planning Department for zoning, access and flood plain clearances prior to approval of the Environmental Health Services Dept. If you are drilling within city's limits, you will have to receive approval from their planning department. Permit applications must be submitted to the Environmental Health Services Department at least ten working days prior to the proposed starting date. Well site approval i8 required before beginning any work related to well construction. It is unlawful to continue work peat the stage at which an inspection is required unless inspection is waived or completed. . Other required inspections include: setting conductor casing, E-logs, all annular seals, and final construction features. In areas where a well penetrates more than one aquifer, and one or more of the aquifers may contain water which is of a quality which may degrade the other aquifer(s) penetrated if allowed to commingle, an E-log shall be required to determine the location of the confining clay layer{s) and assist in the placement of any required annular seal(s). A phone call to the Department office is required on the morning of the day that work ia to commence and 24 hours before the placement of any seals or plugs. , - Approval of water quality and final construction features are required before the well ia put into uae. Construction under this Permit is subject to any instructions by Department representatives. Any misrepresentation or non-compliance with required Permit Conditions, or regulations, will result in issuance of a "Stop Work Order'. A copy of the Department of Water Resources Driller's Report and water quality analyses must be aubm!ttad to the Environmental Health Ser'~4cee Department within 30 days after completion of the wor~. 'Dry' holes must be propady destroyed within two (2) weeks of drilling. A well destruction application must be filed with this Department. The perrr~t is void on the ninetieth ($0) calendar day after date of issuance if work has not been started and reasonable progress toward completion made. Fees. are not refundable nor transferable. Lead appurtenances sha~l not be used in construction of any private or public water supply system. The use of solders containing more than 2/10 of 1% lead is prohibited in making joints and fkting~ in any private or public potable water system. Permit'tee shall assume.entire responsibility of all activities and usam under this Perrr~t and shall indemnify, defend and save the County of Kern and/or Kern County Water Agency, its officer,, agents, and employees free and harrn~eas from any and all expense, cost or liability in connection with or resulting from the exercise of this Permit, including, but not limited to, property damage, personal injury, and wrongful death.
