This is to advise you that this Department has reviewed the project
results for the preliminary assessment associated with the closure
of the tanks noted above.
Based upon the sample results submitted, this Department is
satisfied that the assessment is complete. Based on current
requirements and policies, no further action is ind~cated at this
time.
It is important to note that this letter does not relieve you of
further responsibilities mandated under the California Health and
Safety Code and California Water Code if additional or previously
unidentified contamination at the subject site causes or threatens
to cause pollution or nuisance or is found to pose a significant
threat to public health.
Changes in the present or proposed land use may require further
assessment and mitigation of potential public health impacts.

Dear Mr. Nicks,
Enclosed are the laboratory results for the soil sample collected, at your direction, from
Youngs Transfer and Storage located at the above mentioned addrress, on November 20,
1990. The sample was collected directly below the diesel dispenser, at a depth of 10
feet and analyzed by SMC Laboratory, of Bakersfield, for BTEX and TPI-ID utilizing
EPA methodologies 3810/8020 and 3540/8020, respectively. Results for the sample
were reported as non detected for all constituents analyzed. If you have any questions or
comments please feel free to call our office.

Dear Mr. Nicks,
On October 17, 1990 Groundwater Resources Inc. (GRI) removed two
4000 gallon underground gasoline and diesel storage tanks from
Youngs Transfer & Storage, 8001 Schirra Court, Bakersfield,
California.
The tanks were decontaminated on site using a high pressure steam
cleaner and iner'ted with dry ice. Rinsate was disposed of at
Gibson 0il Refinery in Bakersfield, California under hazardous
waste manifest #88524541. The tanks were removed to American Metal
Recycling.
Soil was samoled under the direction of Kern County. The samples
were analyzed at B.C. Laboratories in Bakersfield, California for
TPH (gasoline), TPH (diesel) and BTXE. A complete chemical
analysis is enclosed.
In addition to the lab results, a copy of the chain of custody,
the uniform hazardous waste manifest, plot plan, and the tank
disposition tracking record is enclosed. Please contact our main

REC'OI~ATIONS/GUIDELINES FOR REMOVAL OF UNDERGROUND STORAGE TANKS
This department is responsible for enforcing the Kern County Ordinanc~ Coda, Division 8 and state regulations pertaininl~ tolunderground storage tanks.
Representatives from tiffs department respond to job sites during tank removals to ensure that the tanks are safe to remOV¢lcl~se and that the overall
job performance is cottsistent with permit requirements, applicabl~ laws and. safety standards. The following guidelines areoffered to clarify the interests
and expectations for this department.
1. Job site safety ia on~ of our primary concerns, Excavations are inherently dangerous. It is the contractor's responsibility to know and abide by
CAL-OSHA r~gulatlons. The job fc~i:~aan is r~ponsib!e for the crew and arty subcontractors on the lob. As a general'ruie, workers are not
permitted in iimproperly sloped excavations or when unsafe cot,itttotts er, iai in the hole. Tools and equipment are to be used only for their designed
function. Fo~ example, backhoe bucketf, are never substituted' for ladders.
Properly lice~ contractors are assumed to u.ndcrstand the requlvements of the permit issued. The job foreman is responsible for knowing and
abiding hy the ~onditkms of the permit. Dev.iatlon from tM permit conditions may result in a stop-work order..
Individual contracto~ will be held responsibl~ for their post--removal paperwork, Tracking forms, hazardous-Waste' manifests and analyses
documentatioa are necessary for each site in order to close a cas~ flte or move it into mitigation. When contractom do not follow through on
n~.sary paperwork, an unmanageable backlog o~ incomplete eases results. It this continues, processing time for completing new closures will

7. Soil Sampling:
a. Tank size leas thau or equal to 1,000 gallons - a minimum of two samples must be retrieved from beneath the center of the tank at depths
of approximately two feet and six feet.
b. Tank size greater than 1,000 to I0,000 gallons - a minimum of four samples must be retrieved one-third of the way in from the ends of
each tank at depths of approximately two feet and six feet.
c. Tank size greater than 10,000 gallons - a minimum of six samples must be retrieved one-fourth of the way in from the ends of each tank
and beneath the center of each tank at depths of approximately two feet and six feet.
8. Soil Sampling (piping area):

Dear Mr. Broom:
In a recent conversation with Mr. Sharon Norris of your company it
was explained that Young's Transfer and Storage does not use the
two underground storage tanks presently on your property. Our
records show these tanks have been inactive since at least 6-2-89
(by signed inventory sheet).
This letter is to inform Iou that it is illegal to abandon
underground storage tanks in place. These tanks therefore must be
properly permitted or removed. The responsible agency is Kern
County Environmental Health. By this letter I am requesting that
you make the necessary arrangements to either properly permit the
tanks or remove them. If the tanks are to be put into service all
underground storage tank requirements will apply and you must also
revise your current hazardous materials inventory to reflect that
change.
Please make the necessary arrangements to handle this within the
next 30 days and inform this office of the resolution.
