hearing in Bakersfield on July 22, 1992, you should call my
office to verify that it is still on calendar. If this case is

IN THE INSPECTION OF YOUR BUSINESS ELEGANT OAK,
LOCATED AT 4200 SHEPARD STREET, BAKERSFIELD, CA 93313 ON
4-9-92 THE FOLLOWING HAZARDOUS MATERIALS REGULATION
VIOLATIONS WERE IDENTIFIED:
1. COMPRESSED GAS BOTTLES WERE NOT SECURED. SEE ATTACHED
FLYER REGARDING ACCEPTABLE METHODS OF RESTRAINT.
VIOLATION OF UFC SECTION 74.107 AND
BAKERSFIELD MUNICIPAL CODE, SECTION 15.64.110
Section 74.107, Storage and Use of Cylinders, of the
Uniform Fire Code is amended to read:
Ail compressed gas cylinders in service or in
storage shall be adequately secured to prevent falling
or being knocked over. This shall be accomplished by
the installation of safety chains of suitable size or
other restraining methods approved by the Bureau of Fire
Prevention.

shall not be limited to, information on all of the
following which are handled in quantities equal to or
greater than the quantities specified in subdivision (a)
of Section 25503.5:
(1) A listing of the chemical name'and cOmmon names
of every hazardous substance or chemical
product handled by the business.
(2) The category of waste, including the general
chemical and mineral composition of the waste
listed by probable maximum and minimum
concentrations, of every hazardous waste
handled by the business.
(3) A listing of the chemical name and common names
of every other hazardous material or mixture
containing a hazardous material handled by the
business which is not otherwise listed pursuant
to paragraph (1) or (2).
(4) The maximum amount of each hazardous material
or mixture containing a hazardous material
disclosed in paragraphs (1), (2), and (3) which
is handled at any one time by the business .over
the ~course of the year.

containers and tanks previously used for the storage of
hazardous materials shall be free from residual material
and vapor as defined by D.O.T., R.C.R.A. or other
regulating authority or maintained as specified for the
storage of the hazardous material.
4. HAZARDOUS MATERIALS CONTAINERS WERE UNLABELED.
VIOLATION OF OSHA 1910.1200
(4) Except as provided in paragraphs (3) and (4)
the employer shall ensure that each container of
hazardous chemicals in the workplace is labeled, tagged,
or marked with the following information:
(i)Identity of the hazardous Chemical(s)
contained therein; and
(ii)Appropriate hazard warnings.
(5) The employer may use signs, placards, process
sheets, batch tickets, operating procedures, or other
such written materials in lieu of affixing labels to
individual stationary process containers, as long as the
alternative method identifies the containers to which it
is applicable and conveys the information required by
paragraph (2) of this section to be on label. The
written materials shall be readily accessible to the
employees in their work area throughout each work shift.
(7) The employer shall not remove of deface
existing labels on incoming containers of hazardous
chemicals, unless the container is immediately marked
with the required information.
(8) The employer shall ensure that labels or other
forms of warnings are legible, in English, and
prominently displayed on the container, or readily
available in the work area throughout each work shift.
Employers having employees who speak other languages may
add the information in their language to the material
presented, as long as the information is presented in
English as well.
5. OUTSIDE AREAS USED FOR STORAGE OF FLAMMABLE AND
COMBUSTIBLE MATERIALS HAVE NOT BEEN KEPT FREE OF COMBUSTIBLE
RUBBISH.
VIOLATION OF UFC 79.406
Storage area shall be protected against
tampering or trespassers by fencing or other control
measures. The area shall be kept free of weeds, debris
and other combustible materials not necessary to the
storage. A distance of not less than 15 feet shall be
maintained between the liquid storage and combustible
material.
The above violations must be corrected by May 11, 1992.
Failure to correct these violations will result in
enforcement action. The department will schedule a re-
inspection of your facility to verify compliance. If you have

Protocol Information
for
CYANIDE
CYANIDE
See the end for document references and disclaimer information.
FORMS:
Gas (hydrogen cyanide), liquid (solutions of cyanide salts), and solid
(cyanide salts). Hydrogen cyanide gas may be formed when acid is added to
a nitrile.
BACKGROUND:
Cyanide (CN) is an extremely toxic compoind which is widely used in industry
in a variety of forms (gas, liquid, solid). CN gas (HCN) is a major toxic
component in cases of smoke inhalation. CN produces toxicity by interfering
with cellular oxygen utilization. Symptoms and signs include headache, diz-
ziness, vomiting, tachypnea, tachycardia, and coma. There may be a dis-
tinctive odor ("bitter almonds") on the victim's clothing or breath. Death
can occur within minutes of exposure. If exposure is by inhalation of CN
gas, peak toxic effects are seen within minutes, but.after ingestion of a CN
salt, effects may be delayed until the CN is absorbed from the stomach.
POTENTIAL FOR SECONDARY CONTAMINATION:
If the exposure Was by inhalation of HCN gas, even though there may be small
amounts of gas trapped in clothing after an overwhelming exposure, this is
not usually sufficient to create a hazard for health care personnel away
from the scene. The risk of secondary Contamination to rescuers is greater
if there are large amounts of liquid or solid material on the victim's
clothing or skin.
PREHOSPITAL MANAGEMENT IN THE HOT ZONE/DECON AREA:
Rescuers should wear fully self-contained breathing apparatus and agent-
protective clothing and gloves.
Quickly evaluate ABC's, stabilize the spine (if trauma suspected),
establish airway and breathing, and administer supplemental high-flow
oxygen.
Flush the victim with water .spray and, if clothing has been soaked by
solid or liuqid CN-containing material, remove and double-bag clothing
and flush skin for 1-2 minutes. Irrigate injured eyes.
PREHOSPITAL MANAGEMENT AFTER INITIAL DECONTAMINATION:

HAZARDOUS MATERIALS INFORMATION GUIDE
The following are guidelines to help the building permit applicant determine whether they will need to
comply with the hazardous materials reporting requirements of Chapter 6.95 of the California Health and
Safety Code.
Chapter 6.95 requires businesses that handle hazardous materials, at the California Threshold Reporting
Quantities, file a "Hazardous Materials Response Business Plan and Inventory" with the Local Administering
Agency, which is the City of Bakersfield Fire Department, Hazardous Materials Division, 2130 G Street,' (805)
326-3979. Businesses that handle "Acutely Hazardous Materials" must also file an "Acutely Hazardous
Materials Registration Form" and complete a "Risk Management and Prevention Program".,
The California Government Code Section 65850.2 prohibits a city or county from issuing a final certificate
of occupancy unless these reporting requirements are being or have been met.
Please read the statement below to determine if any of the materials handled by your business or by a
future occupant of your site, fall under the hazardous ~aterials reporting requirements.

OR FUTURE BUILDING OCCUPANT WILL HANDLE A HAZARDOUS MATERIAL OR A MIXTURE CONTAINING A

In a quantity at any one time equal to or greater than a total weight of 500
pounds or a total volume of 55 gallons, or 200 cubic feet at standard temperature
and pressure for compressed gas. (See Appendix I for Hazardous Material definitions.)
Or any quantity of the Acutely Hazardous Materials listed in Vol 52 No. 77 of the
Federal Register (List available at the Hazardous Materials Division Office, 2130 G
Street.)
*NOTE:
A mixture that contains one percent (1%) or more of a hazardous ingredient is
a hazardous'material. A mixture that contains one tenth of one percent (0.1%) or
more of a carcinogen is a hazardous material.
If your proposed business is going to handle any acutely hazardous material or will be within 1000 feet of
the outer boundary of a school, you may be required to complete and implement a Risk Management
and Prevention Program as per Section 65850.2 of the California State Government Code. A school is
defined in the Health and Safety Code, Section 42301.9(a), as any school used for the purposes of
education of children in kindergarten or any of grades 1 to 12 inclusive.
IF FUTURE OCCUPANT IS UNKNOWN AT THIS TIME
THE FACT THAT THE BUILDING FOR WHICH THIS PERMIT IS BEING APPLIED DOES NOT HAVE A TENANT AT THIS
TIME, DOES NOT RELIEVE THE OWNER OR HIS AUTHORIZED AGENT FROM THE RESPONSIBILITY UNDER
CALIFORNIA LAW TO INDICATE WHETHER FUTURE OCCUPANTS WILL NEED TO COMPLY WITH THE REPORTING
REQUIREMENTS FOR THE HANDLING OF ANY HAZARDOUS MATERIALS.
IF AT A LATER DATE YOU DETERMINE THAT A TENANT WILL BE HANDLING HAZARDOUS MATERIALS AS

Carcinogeniclty - The available data indicates that 1,1,1 trichloroethane is not car-
cinogenic in laboratory animals.
Reproductive toxicity - Three studies have been performed on laboratory animals to
evaluate fha effects of 1,1,1 trichloroethane on reproduction and fetal deve-
lo~x~ent. Two of the three studies /nd/cate no reproductive toxicity. The
third study noted delays in normal development, but this delays did not affect
later in life.
