LOCATED AT 3815 RIVER BLVD., BAKERSFIELD, CA 93305 ON
3-18-91 THE FOLLOWING HAZARDOUS MATERIALS REGULATION'
VIOLATIONS WERE IDENTIFIED:
1. Quantities of class I-A,B,C flammable and class II and
III-A combustible liquids in excess of 10 gal.lons shall be
stored in approved liquid storage cabinets.
VIOLATION OF UFC 79.201
4. MisCellaneous industrial buildings'
(ii) Classes I, II, and III-A liquids in excess of
10 gallons that are used for maintenance
purposes and operation of equipment shall be
stored in cabinets, which comply with Section
79.201 (g).
79.201(g) Storage Cabinets.
1. General. When provisions of thi~ code require
that liquid containers be stored in storage cabinets,
.such cabinets and storage shall be in accordance with
the section. Cabinets shall be conspicuously labeled in
red letters on contrasting background FLAMMABLE--KEEP
FIRE AWAY.
2. Quantities. The quantity of Class I or Class
II liquids shall not exceed 60 gallons and the total
quantities of all liquids in a storage cabinet shall not
exceed 120 gallons.
'3. Construction. Cabinets may be constructed of
wood or metal' Cabinets shall be listed or constructed
in accordance with the following:

A. Unlisted metai cabinets. Metal cabinets shall
be of steel having a thickness of not less than
0.043 inch. The cabinet, including the door, shall
be doubled walled with 1-1/2 inch airspace between
the walls. Joints shall be riveted or welded and
shall be tight fitting. Doors shall be well
fitted, self-closing and equipped with a latching
device. The bottom of the cabinet shall be liquid-
tight to a height of at least 2 inches.
B. Wooden cabinets. Wooden cabinets including the
doors shall be of not less than 1-inch Exterior
grade plywood. All joints shall be fastened in two
directions with wood screws. Doors shall be well
.fitted, self-closing and equipped with a latch.
The bottom of the cabinet shall be liquid-tight to
a height 'of at least 2 inches. Cabinets shall be
painted with an intumescent-type paint.
4. Location. Not more than three cabinets shall be
located in the same room.
EXCEPTION: Cabinets in groups not exceeding
three may be located in the same room,
provided they are spaced from other cabinets
not less than 100 feet.
The above violations must be corrected by April 20, 1991.
The department will schedule a re-inspection of your' facility
to verify compliance. The definitions of the classes of
flammable and combustible liquids are attached. If you have

The Hazardous Materials and Fire Safety Control Diviszons of
the Bakersfield Fire Department have reviewed the plans you
submitted for the ventilation system to be installed at A-1 Mail
Service. A-1 will be required to file a Hazardous Materials
Management Plan and will have to obtain a flammable liquid storage
cabinet. I have contacted A-1 and informed them of these
requirements. There are no specific Fire Code requirements which
apply to the installation of the exhaust ventilation system at this
location due to the limited quantities of hazardous materials on
site.
Article 80 of the Uniform Fire Code is a recent addition and
strictly regulates handling of hazardous materials. It is
advisable for you to check with us on installations where hazardous
materials are used or stored. I notice that you do commercial
refrigeration work in addition to air conditioning. The
regulations regarding use of anhydrous ammonia have'.-changed
dramatically. Be-certain to check with the Hazardous Materials
D%vision on any ammonia applications prior to installation.

I am interested to know whether the flammable liquids should be
