Based upon the information provided, this department has determined that appropriate response actions have been completed, and that, at this time, no further investigation, remedial or removal action or monitoring is required at the above stated address. Nothing in this determination shall constitute or be construed as a satisfaction or release from liability for any conditions or claims arising as a result of past, current, or future operations at this location. Nothing in this determination is intended or shall be construed to limit the rights of any parties with respect to claims arising out of or relating to deposit or disposal at any other location of substances removed from the site. Nothing in this determination is intended or shall be construed to limit or preclude the Regional Water Quality Control Board or any other agency fi.om taking any further enforcement actions. This letter does not relieve the tank owner of any responsibilities mandated under the California Health and Safety Code and California Water Code if existing, additional, or previously unidentified contamination at the site causes or threatens to cause pollution or nuisance or is found to pose a threat to public health or water quality. A 1,000- gallon used oil underground storage tank (UST) was removed on March 24,' 1997. Soil samples collected beneath the middle of the UST contained hydrocarbons. Consequently, the Kern County Fire Department Office of Environmental Services (KCFD-OES) has requested that additional samples be collected at a depth of 21 and 26 feet. Site Activities Assessment activities were completed on October 30, 1997. A hydropunch was used to hydraulically push a sample point to a total depth of 36 feet beneath the location of the former used oil tank (Figure 1). Soil samples were collected at depths of 21,26, 31, and 36 feet. Soil lithology consisted of brown to yellowish brown silt, and very fine to coarse grained sand. No hydrocarbon odors or staining were observed. The latter two samples were collected for possible analysis if hydrocarbons were detected in the first two soil samples. However, this was not necessary. The selected samples were submitted to a California-certified laboratory for analysis of TRPH (EPA method 418.1). Analytical Results Two samples (GP1-21 and GP1-26) were delivered to Zalco Laboratories, in Bakersfield, California, and analyzed for TRPH using EPA method 418.1. TRPH was not detected. The sample results obtained indicate that the boring was not deep enough to extend through the entire depth of contaminated soil under the former waste oil tank. As indicated in the Lutrel Work Plan, "(t)wo (2) consecutive Non-Detect (ND) readings will be needed before the hole is complete." These readings refer to field analysis by a Photo Ionization Detector (PID). Laboratory analysis of the soil samples shall confirm the PID readings. Pursuant to Appendix A -Trb Regional Board Staff Recommendation_~, a threshold of 100 parts per million is sufficient to determine the extent of the contamination through laboratory analysis. Therefore, prior to September 30, 1997, please submit an addendum to the current Work Plan to address obtaining the necessary sample analysis in order to adequately define the full extent of soil contamination under the fbrmer waste oil tank location. ' '...,...: ,. p~i 1.0 INTRODUCTION 1.1 SITE HISTORY This site characterization work plan proposes a methodology to determine the vertical extent of soil contamination related to the Underground Storage Tank (UST) located on the subject property, Bakersfield, California (Figure 1). Records indicate that historical use of the subject UST was for the storage of used motor oil. Due to these past activities on the property, Mr. Eugene Vanderharr contracted Lutrel Trucking, Inc., (LTl) in March, 1997, to remove the LIST from the property. During subsequent soil investigation, it was determined that the analytical results were above the action level allowed by the Slate of California and the City of Bakersfield (see attached analytical). In April of 1997, All Seasons was informed of our findings. During subsequent correspondence with the City of Bakersfield Fire Department, it was suggested that more information regarding the contaminated area was necessary. The use of a hand auger was suggested by the Fire Department ~d .agreed to by the responsible parties. .All Seasons Site Char. Work Plan Lutrel Trucking, Inc. May 1997 Page 1 1.2 CONSULTANTS AND CONTRACTORS On May 16, 1997 Mrs. Shiela Vanderharr agreed to a modification to the original contract to allow LTI to provide for borehole drilling, sampling, and testing at the subject site at 1215 "S' Street, Bakersfield, California. 1.3 TIME FRAME Work will commence on the site characterization within ten (10) working days of approval of this work plan, providing contractor availability, weather, etc. A Site Characterization Report including findings and options for remedial action will be submitted to the City of Bakersfield Fire Department for approval within three (3) weeks of receiving the soil sampling results. 2.0 SOIL SAMPLING 2.1 INTRODUCTION The following methodology for a soil sampling program has been designed requirement to characterize the vertical extent of the following products in the soil. TRPH (Total Recoverable Petroleum Hydrocarbons) to satisfy the This program consists of one boring to determine the vertical contamination, to a depth of approximately twenty-five (25) feet. The depth of the boring will be determined in the field. If it is deemed necessary that more soil borings are needed, the LTI Project Manager will consult with the City of Bakersfield representative to determine whether to increase the number of borings based on new information gained in the field. May 1997 Page 2 2.2 SAMPLING PROCEDURES Borings will be advanced using a hand auger, with a sampler capable of retaining a 2-1/2-inch in diameter by 6-inch long brass sampling tube which can obtain undisturbed soil samples. The auger will be decontaminated at the beginning of work and between each soil boring. A soil samples will be taken at twenty-five (25) feet below surface grade at the subject site. The soil sample will be field analyzed by a Photo Ionization Detector (PID) HNU Model HW-101 to record Volatile Organic Compounds (VOCs) in parts per million (ppm). PID readings will be used to establish the total depths of the borings if the 25 foot maximum has not been reached. Two (2) consecutive Non-Detect (ND) readings will be needed before the hole is complete. All soil samples will be sent to'a state certified laboratory to be analyzed for the following products using Environmental Protection Agency methods. · TRPH - using EPA Modified Method 418.1 2.3 SOIL BORINGS RATIONALE An historical review of the site uses revealed that the previous owners used the UST to drain used motor oil for storage and recycling. The location of the boring illustrated in this work plan is positioned to determine the vertical extent of any plumes emanating from the known areas of concern. Additional borings may be required to determine the extent of any plume encountered. The City of Bakersfield Fire Department will be consulted prior to commencement of any boring not already contained in this work plan. "XII Seasons Site Char. Work Plan Lutrel Trucking, Inc. May 1997 Page 3 2.4 LOCATIONS OF SOIL BORINGS 2.4.1 1215 "S" Street All petroleUm related facilities referred to in this section were removed in March of 1997 by Lutrel Trucking, Inc. located in Bakersfield, California. All LTI proposed soil borings at the subject site will be designated on Figure 1, with the letters "AS" followed by a number and depth, e.g.. "AS 1- 5". See Figure 1, Plot Plan, for all soil boring locations. Soil Boring #1 will be located directly in the center of the subject site. This boring will determine the vertical extent of any contamination from the UST. 2.5 DEPTH OF SOIL BORINGS The depth of the boring will be determined in the field by the LTI Project Manager. Bore holes have been slated to be advanced to a point where two consecutive PID readings are Non-Detect. Auguring for all borings will cease at that point. Groundwater is not expected to be encountered in any of the borings. If perched groundwater is encountered, drilling will stop, the City of Bakersfield Fire Department will be advised immediately. 2.6 MONITORING WELLS If contamination is found on groundwater at the site, samples will be ~ken at the direction of the City of Bakersfield Fire Depamnent representative. Upon analyses of these samples, the need for 'a Monitoring well will be discussed with the City. All Seasons Site Char. Work Plan Lutrel Trucking, Inc. May 1997 Page 4 3.0 QUALITY ASSURANCE/QUALITY CONTROL PROCEDURES 3.1 PURPOSE This study has been undertaken to characterize the soil at the 1215 "S' Street Site. (Figures 2 & 3). Procedures used in the field will follow guidelines contained in the State Department of Water Resources guidance document entitled "L.U.F.T. Field Manual" dated October, 1989. The field activities will meet or exceed the requirements of the City of Bakersfield Fire Department's requirements. 3.2 BORINGS Exploration will consist of advancing one (1) vertical boring, attempting a depth of twenty-five (25) feet, and to achieve two consecutive five-foot soil samples at or above twenty-five feet showing zero PID reading (above background). The depth of the boring will be determined in the field by the LTI Project Manager. If perched ground water is encountered before the above criterion is met, boring will cease eight feet below the depth ground water is Fa'st encountered. The approximate location of the drill hole (Figures 2 & 3) will be determined by measurement from known facilities, and elevation will be estimated from a topographic map. The locations and elevation of the drill hole should be considered accurate only to the degree implied by the method used. One boring will be advanced using a hand auger, with a sampler capable of retaining a 2 1/2-inch diameter by 6-inch long brass sampling tube which can obtain undisturbed soil samples. All drill bits and auger stems will be cleaned prior to the drilling of each hole to prevent cross- contamination. Each boring's drill cuttings will be monitored by an LTI Project Manager with an PID to ionize organic vapor concentrations. The PID will be calibrated with calibration gas prior to the start of each day's work. All Seasons Site Char. Work Plan Lutrel Trucking, Inc. May 1997 Page 5 3.3 SAMPLES Prior to the collection of each sample, sampling equipment will be washed with a non phosphate · detergent solution, triple rinsed with distilled water, and air dried. Soil samples for potential analyses will be retrieved at the twenty-five feet below grade and at any change in lithology. Immediately after sampling, sample sleeves will be sealed with Teflon sheets and air-tight caps, taped, labeled, and placed in a cooler containing artificial ice and kept at or below 4°C. Chain-of-Custody forms will be completed when the sample is collected and maintained with each transfer of the sample. If groundwater is encountered, a water sample will be retrieved using a disposable bailer. The fluid sample will be sealed in a labeled, glass sample jar and stored in an ice chest and kept at or below 4°C. Chain-of-Custody forms will be completed when the sample is collected and maintained with each transfer of the sample. At the end of the drilling, all samples will be transported to a California state Certified Laboratory. Soil samples will be analyzed for TRPH using EPA method 418.1, and any fluid samples will be tested using EPA 601-602 for water. I 3.4 SPOILS DISPOSAL AND BORING DESTRUCTION All soil not preserved for laboratory analysis will be placed back into the hole and the hole will be sealed with a concrete cap. 3.5 MONITOR WELLS If contamination is found on groundwater at the site, samples will be taken at the direction of the City of Bakersfield Fire Department representative. E TANK REMOVAL REPORT ALL SEASONS AIR CONDITIONING BAKERSFIELD I INTRODUCTION This report outlines the underground storage tank (UST) removal methods and results of Lutrel Trucking and Environmental Services, Inc. (LUTREL) operations on One (1) 1,000 gallon UST at 1215 "S' Street in Bakersfield, California. The UST removal was authorized by Mr. Eugene H. Vanderharr, President of All Seasons Air Conditioning on March 9, 1997 II PURPOSE AND SCOPE The purpose of the UST removal was to eliminate the possibility of an accidental release resulting in soil contamination. Lutrel presented one scenario for removal, 1) Excavate, recycle and backfill. Scope of work for this remediation project involved the following: · ' Permits were obtained by Lutrel on March 6, 1997. Excavation of the subject inks began on March 11, 1997. The UST was dry and did not need rinsing. After the tank was removed from the ground, it was found to have a thick "Grease-like" material in one end. The tank apparently was lower on one end than the other and accumulated the liquid in the lower end. There was no way to examine that end of the tank as there was no inspection port or lines present The liquid was removed by Cranes waste oil and recycled. A small amount (10 gallons) of the liquid was released to the soil which had been excavated. That soil was gathered and was mixed with a soil binder and used to backfill the top excavation just below the asphalt cap. ThC tank was filled with 30 pounds of dry ice, loaded on a trailer and transported to a Slate-Certified recycler as a non-hazardous material. Samples were ~ken by having the excavator bucket excavate to the prescribed depth, two feet and six feet below the bottom of the tank, grabbing the sample with a six inch brass tube from the bucket and capping both ends of the tube with Teflon® tape and plastic end caps. 'They were labeled and transported in a cooler immediately to BC Labs for analysis. The samples were analyzed for Total Recoverable Petroleum Hydrocarbon TRPH. (See Table #1) Groundwater was not encountered during excavation. · Dala from these analyses were evaluated to assure the client and the Bakersfield City Fire Department that the excavation had no contamination from the removed UST. III BACKGROUND INFORMATION Information regarding the site location, site description, site geology and hydrogeology, and project history is presented in the following sections. ao Project Location The project site is locatexl at 1215 "S' Street in the City of Bakersfield, Kern County, California- The site is west of "S" Street and south of 13th Street and surrounded by light commercial businesses. (See Map #1) Site Description The site is a level, completely paved, property. A Shop building is located directly north of the LIST. California Water Service is the company in charge of domestic water service. All sewage is discharged into the City of Bakersfield sewage system. The UST was locat~l south of the Shop (Plot Plan), constructed of steel and set below grade. It was approximately four feet in diameter and twelve feet in length (1,000 gallon) and the top was five feet below the surface. (see Cross Section)). IV SITE GEOLOGY AND HYDROLOGY.. The site is located within the San Joaquin Valley Great Valley geomorphic province of California. Near- surface soils at the site consist of sand, sandy silt, and silty clay which are Quaternary alluvial deposits of the Kem River, located approximately 2.0 miles northwest of the site. According to Kern County Water Agency Water Supply Report, 1994, groundwater is + 200 feet below grade with a gradient in a northwest direction. This shallow unconfined aquifer recharges the deeper confined and semi-confined groundwater basin which provides the community and agricultural water supply for the southern valley. Average rainfall in the Bakersfield area is approximately six inches per year and does not contribute to the groundwater recharge by surface infiltration. Lutrel Trucking, Inc. All Seasons Air Conditioning April, 1997 Page 2 V SITE HISTORY Information regarding the site history was obtained from owner of the property, All Seasons Air Conditioning and Mr. Eugene Vanderharr, Company President. The site was subdivided into light industrial parcels during the middle 1940s. The site was developed by the present tenants, All Seasons Air Conditioning and used as a sheet metal manufacturing and air conditioning company. Prior to Ail Seasons Air Conditioning buying the property, an automotive repair shop occupied this location. A fuel storage tank had been removed years ago. No information was available with regard to this tank or its location. The UST was used to store Waste Oil (1,000 gallon). Prior use of the tank was for holding waste oil for the recyclers, when the facility was a automotive repair shop. The tank had not been used over the past 15 years. There were no indications of leakage fi.om the tank as it looked to be in good shape with no holes, except those punctures made while removing the tank, when pulled from the excavation. VI PROJECT HISTORY The Bakersfield City Fire Department, in conjunction with the State of Califomia is concerned that UST's have the potential to degrade water quality of the unconfined aquifer which underlies the city. Because the tank commonly contains organic hydrocarbon compounds, the City Fire Department has required that the owners of property known to be equipped with these types of systems demonstrate that the tanks are replaced with double walled tanks with leak detection systems and that the soil beneath the system components has not been impacted by organic constituents. a. I I I I I I I I I I I VII ao LTl SITE CHARACTERIZATION FINDINGS Soil Profile Subsurface soils in the area of the investigation generally consist of silty sands underlain by interbedded layers of poorly graded sand and silty clay to a maximum depth of 10 feet. Results of soil Sample Analysis Laboratory results of the soil samples tested for TRPH are presented in Table 1. documentation is provided in Appendix A. Laboratory Samples tested for total recoverable petroleum hydrocarbons revealed that no detectable levels of petroleum hydrocarbon were present in subsurface soils at two feet and six feet below the removed tank. Co Extent of Soil Contamination Based on-:the results of the analytical testing of soil samples, the soil was found to be above the normal action limit of 100 mg/kg. The area was backfilled compacted, and resurfaced. VIII CONCLUSIONS On the basis of the findings, the following are our conclusions: · Soil profile at the site consists of silty sand, poorly graded sand, silty clay and gravely sand to the maximum explored depth of 10 feet. · No groundwater was encountered. IX REMEDIAL ACTION ALTERNATIVES The Bakersfield City Fire Department requires that three remediation options be evaluated if significant levels of contamination are found, No Action, Excavation ! I X LUTREL CONCLUSIONS AND RECOMMENDATIONS Conclusions The contamination located beneath the UST has been reported as above the action limit. These levels are documented by TRPH analyses from samples taken at the bottom of the excavation. Field observations, measurements, and laboratory analyses indicate that the site does not pose a present or reasonable threat to groundwater due to this report's findings of contaminant concentrations. The entire area is covered with asphalt and allows no penetration of rainwater. '! I I I bo Recommendation As a result of the findings described in this report, we recommend that a "No Further Action" declaration be granted by the Bakersfield Fire Department for the former UST site at 1215 "S" Street, Bakersfield, California.
